We confess that this is a view of the ip-ie-tion

The f haling last week printed the bal
lots for the election 011 Tuesday, and as
usual, for t hat establishment, proceeds to
tell the people what a great establishment
it is. Among other little egotisms. It
says:
We do not propose to explain for the
Demotrut'g edification and education just
how we can print ballots for -."7.5o less
than they state now that thev could, and for
CiST.M less than they asked for last fall's
ballots, but we simply say that we have
done it and made money by it and that the
county commissioners are very well satis
fied w ith the work and probably see the
money they saved by having itdoiie by the
Miiuntttinrrr instead of the Ih-imn-mt.
Fkkkman or some oilier high-priced con
cern. And this in the face o( the fact that it
was the toughest job of printing that ever
went into and out of the commissioners
office. The ballots were printed ou the
poorest quality of news paper (with the
exception of a couple of thousand printed
last, when the establishment with the
immense par cutter run ut of pax.-r
and IxirroweU sufficient from the Fkkkman
to complete the jobl badly printed, badly
gummed, threedavs Ix-hiud the time they
were to be delivered and scaicely a dis
trict iu the county printed correctly.
From the Johnstow n Trilntne of Wed
nesday we clip the follow ing:
MISTAKKS IX tt A I. LOTS.
For Daisy.ow 11 the nominees for assessor
ami constable were not printed on the
oflicial ballot, and in the Sixth ward the
Kcpubli -an candidate's name is printed
John i. h'cese instead of John tJ. Ileese.
Iu West Taylor township me name of
the Republican candidate for collector is
printed K. M. (louchnour under the in
structions ".Vir One." I'nder the head
of Judge of Flection J. F. Cooluiour. In
I'ppcr Voder there was no constable's
name 011 tin- regular ticket.
We are told the tickets were certified to
the commissioners correctly. Who is re
sxnsible for the mistakes we do not
know . Whether there are errors in oilier
districts or not we have not learned.
And a gentleman from (iallit.iii who
was in town on Wednesday informs us
that there were no less than live mistakes
in the tickets for that Ixiroiigh.
If the editor of the thnttiuy had sense
enough to do his printing and let his work
speak for itself, like other establishments,
there would lx- but little to say alxjut it.
The printers of Cambria would lx' chari
table enough to let il pass. Dut when he
has done a little work, peacock-like, he
must spread his tail, show his feathers,
and strut alxiut asking for admiration, and
he but calls attention to his work which
t he commissioners, as well as every voter
in the county, knows to have been execra
bly done.

The Glutting in this week's issue in ac
counting for the election in Ebensburg,
says:
In the West ward H. A. Shoemaker on
the Ifc'iiiocratie ticket favored the cow
and fought nard all day long against Al-Ix-rt
Apel for council who is opfxised to the
scavenging cow, but Mr. Shoemaker's
vote was not large enough in the evening,
ami he was defeated.
Thus, the verdict of the people of
Ebensburg has Ix-en rendered on the cow
uesiion in as clear and decisive a man
ner as it could have been by a sptvial
election held for that purpose. It is not
any clearer that Pennsylvania favors pro
tection than it is that Elx-usburg eople
favor the enforcement of the ordinance re
recently passed prohibiting the cow from
running at large in the Ixiroiigh, and as
the council stands three to three on the
question it w ill be enforced after May 1st.
The election on Tuesday was not an ex
pression of the people on the cow question
at all. There were 24S votes (Hilled In the
borough and of these iss voters had signed
a petition to the council asking to have
the ordinance reconsidered while only T
coulu be found in favor of the ordinance.
As to Mr. AkI being "opposed to the
sea veiling cow" we beg leave to differ with
the (hutting. Mr. Ajm-I sign.-d the x-ti-tiou
asking for the reconsideration of the
ordinance and publicly declared himself as
Ix-ing favorable to Its repeal. Whether
Mr. A pie knows what he is for, belter than
the (JHling is of course a question that
can only lx settled by Mr. Apel and the
ihtnling.
The declaration that "Ebensliur? people
favor the enforcing of the ordinance re
cently passed" is an impudent assertion
thrown in the teeth of 1 s citizens w ho are
thus informed, "we have got you now,
hat are you going to do alxiut it?
As to the threat that the ordinance will
be enforced after May 1st, we of course,
along with 1ST compatriots, must lxw iu
humble submission w hen we have to, but
not until then. We have opposed the or
dinance. Ix-lieving that a milder measure
would have served the same purpose and
w hile it would have Ix-en equally as effect
ive, it would haye dealt less harshly with
a number of xx.r fx-ople in this community
w he. for the tx-nelit of a few fastidious,
will lx? compelled to live without milk.
N. C. Schaeffer, superintendent of public
instruction, sends out the following:
School text books purchased by boards
of dirts-tors at the expense of their respect
ive districts as authorized and required by
the act of May IS, 1S93, I. L. page 93, "are
for use in the public schools." The books,
cannot, therefore be used under any con
ditions, whatever, in private schools of
any kind. The directors have no discre
tion in the mailer, except what the law
gives to them; and inasmuch as the law
itself limits the use of the books to the
public schixjls, the directors cannot con
sistently nor legally permit the use of free
text books in privaU or subscription
sc hools. The patrons of the schools are
to be commended for the progressive spir
it shown in the desire expressed to have
better educational advantages for their
children than are offered by short terms of
schools. The proper course, however, to
pursue in all such cases is to extend the
term of the public schools and thus give
all the children the advantages of longer
annual Urms, and free lext books as wella
as free tuition. This is the correct solu
tion of the whole question and is in ac
cordance with the spirit of the laws gov
erning the operation of the public school
system. Where free text books are iu use,
the schools must be free also, open to all
children alike without any conditions or
restrictions w hich the law does not author
