Pui.-lI.Kvr II Al.UisoN, on Monday sent
his tuess;ig,.. to Congress giving an ac
count of tin- Chilian situation, accom
panied l,y documents and correspond
ence reviewing the ease and stating his
position. The correspondence is very
Voluminous and contains everything
that has passed between the two govern
ment since the complications have
arisen. President Harrison say.- he feels
compelled to stand uj.n his position ta
ken in a note to Minister Egau on the
21st inst. demanding that the Chilian
C.ovrrnment must apologize and make
reparation for the assault upon the P.al
timore's sailors; that the Matta's circu
lars reflecting on this government must
le winhdrawn and disavowed or diplo
mat ic relations w ill cease.
K Tuestlay the Shite. Department at
Washington reviewed a reply from the
Chilian Covenonent to the ultimatum of
the I'nited States which is in effect as
follows: Chili agrees to withdraw the
offensive note sent by Senor Matta to all
Chilian ministers abroad and ac
know ledge that it issuance was due to
an error of judgment. Chili also with- '
draws its remiest for the '-ithdrawal of '
T nihil Stair? Minister Kgan. In addi

its answer, proposes that the affair of the
attack on the Paltimorc'.-j sailors in Val

There is no ccaio!t for haste in mak
ing a declaration of w ir against the
comparatively insignificant little nation
that stretches along the southwestern
c a.-t of South America. There are al
ways two sides to vry iicstion, anil
the American people um not well
informed yet touching the side of the
Chilians. Let tin-subject be thoroughly
aired in Congress before definite action
is taken. The jx-ojile want to know all
about the p liey and conduct of Minister
Patrick Kgan. and low far it is respon
sible for tin- goading of the Chilian mob
into the outbreak at Valparaiso, and for
the general dislike of the I'nited Stat'-s
by tie- people of that nation. Full in
formation on this point may have much
to lo with modifying the sentiment now
prevalent with us toward Chili.
It is pretty well undcrstnc! generally
that Kgan has Ik-cii a stupid blunderer,
and no doubt this impression will le
fully confirmed v In ii all the facts c'tine

all that has been done toward
working it up by the officers of the navy
and the n..-papi-r correspondents at
Wa.shinvtou. We know little about the
events that led up to the outbreak in
Valparaiso, and until we become fully
informed thereon no rash steps should
be taken.
Mr. Harrison and Mr. lllaine are of
course interested in vindicating the pol
icy of the man they sent to Chili as
minister, and who seems to be more re
sponsible than any other influence for
the present feeling. Hut there is no oc
casion lo go to war to subserve tin po

Harrison or either of them.

A sMi.aAnil Murder.
Mi n in-. Ti nii.. Jan. 2". A most
Sensational tragedy wa micted le-re

li r nf :i wealthy merchant of (.iol.Must,
Ark., and. grasping her by the neck,
drcv a bright razor m-rn-s her throat.
Miss Ward sank to the pavement and
soon died. Miss Mitchell, who had
alighted from herearriage in which Miss
Johnston, her intimate fiieiid. was also
seated jumped into the vehicle with the
exclamation: '-Iriveon; I've done it,"
and the pair drove home, where Miss
Mitchell was arrested. Miss Ward had
made remarks of a decidedly uncompli
mentary nature regarding Miss Mitchell,
ati 1 this is supposed to have been the
cause of the tragedy. IJoth were f-uniliar
figures in society, and the awful affair is
to-night the talk of the town.

morning by forcing a piece of sheeting
down his throat. The victim was John

the crime is O. II. Williams, from Wash

Williams had leen in the asylum only a
few hours.
Williams was proceeding aliout his
work in the calmest mannerimaginable,
and offered not the least resistance to the
attendant's interference with his murder
ous work. He explained, lief ore being
led away to be put into the straight jack

to adopt some method of silencing him.
Williams has a mania lor talking him
