dangerous rival however. He spent

his books. When he did talk to his

From Robert Allen Campbell's valu
able work, entitled "(lur Flag, or the
Evolution of the Stars and Stripes," we
learn that there has never Ix-en any ac
tion of Congress to determine in what
manner the stars should be arranged
in the union. In the original stars and
strijx-s'of 1T77 twelve stars i neircled one
laneone in thecenterof the blue union.
In l"!s Congress fixed the horizontal
stripes alternate red and white at thir
teen, and the whiu stars in the blue
union at twenty, to represent the num
ber, of .States then in existence, and
provided for the addition of one star
for each new State on the Fourth of
July .next succeeding its admission.
The first oiheial l'.ag displayed over
the House of Representatives after the
passage of this act had the stars ar
ranged so as to form a large five
pointed star, concentric with the union,
and sonio like arrangement has often
ln-en attempted since, but with indiffer
ent success, owing to the arbitrary char
acter of tho star design.
It is time nowv however, says America,
a patriotic Chicago periodical, that the
Uisponition of the stars in the union was
determined by something more worthy
of National respect than the whim or
the faney of the hieapahles of the Navy
Department. There are many forms in
which a group of forty-three or more
stars may he arranged with dignity and
'effectiveness.' f these, none appears
to be tuore available than that of tho
heraldic .shield suggested in the accom
panying diagram:

tenance of the right. The shield of
stars wherever it was known, on its
held of blue, would blazon to the world
the American sentiment of: "Millions
for defense, but not a picayuno lor trib

have been driven to show that, although
the States of our I'nion were to multi
ply like the stars of the heavens, tho
shield arranp-ement has elasticity to re
ceive them all within Its emblematic
form, preserving- the distinctiveness of
each, and with each added star increas
ing; the power of tho masked eUect of the
whole.
Moreover, the reader bhould bear in
mind that the mathematical stiffness
which marks the shield ai represented
in this article is inseparablo from its
production in common typo, and would
disappear entirely In the collocation of
the staYs In the same design by an artist

Marie Antoinette Nathalie Pollard, a
Virginia woman who has becomo well
known in the South and on the Pacific
slope, intends to apply for a seat in tho
Consolidated Stock Exchange, says tho
New York Press. Several brokers have
told her that they can see no reason why
she shall not become a member, even
thouph she is a woman. If the board of
managers act favorably on Mrs. Pollard's
application she will probably bo tho
first woman in tho world to become a
member of a stock exchange. She spec
ulated in California mining stocks a few
years ago and says she made 520,000.
"Do you know that there are between
300 and 400 women wno speculate in Wall
street?" asked Mrs. Pollard tho other
day as she 6at in her attractively fitted
up office. "It may surprise you, but it
is a fact. They are successful, too, and
make as much money as the men. We
ladies are quiet about what we do.
Many lady speculators have husbands
who object to their speculating. And it
is their own money that they use; they
speculate on the quiet.
"Most lady speculators are bulls. They
buy. but do not sell often. I do not
know why thw is so. 1 know that when
1 was speculating I was a buyer. One
stock I had invested in went way down.

finally it went up and I made on it.
