The Fstray Law.
After diligent inquiry and careful
observation we Lave corre to the con
clusion that the estray law is a sealed
book to msny people including law
yers, justice cf the peace and judges of
the Supreme Court and have decided
to enlighten our readers on the ques
tion. If any horse, cow or sheep shall
trespass on your premises it thall be
your duty to shut it up and notify the
township clerk, and within four days
thereafter give an accurate description
of the said critter. Neglect or reluse
to do this may cause you to forfeit and
pay the sutn of five dollars. The town
ship clerk is required to register a de
scription of striys in a book kept for
that purpose. Neglect or refuse to do
so subjects him to pay a like penalty.
Then if the owner does not appear
w ithin thirty days, you must publish
description in at lest one newspaper in
the county, and if the owner does not
appear within ninety days theieafter
you must make application to a justice
of the peace in the township, who shall
cause his warrant to be issued to any
constable in the township who shall
cause the stray to be sold at public sale,
giving ten days previous notice. Then
the constable must nuke return of Lis
sale to the said justice, who after paying
ail reasonable charges, including costs
of keeping, advertising, &?.f bhall pay
over the balance, if there be any, to the
county treasurer. If the owner returns
within one year, and proves property,
the treasurer shall, upon certificates
from the justice, pay over the balance
of said surplus to him. But if he does
rot return within the time specified,
the mor.ev is forfeited to the county.
If any person taking up a stray shall
neglect io give totice as prescribed by
law, the owner can take the same away
without paying any reward, recompense,
or feo whatsoever. Kor it is so Dom

amendment was afterward proposed and
pass. .1 : "The provisions of tLe Act of
the j:iJ of Aj-ri', 1S07, together with
its strays, be and the same is hereby ex
tended to mules."

I have frequently noticed that the
man who does not succeed on the farm
will not succeed anywhere else ; also
that the mau who does succeed on the
farm will also succeed in any other oc
cupation ; iu fact, -success is the reward
of energy rather thau th3 circumstances

or. the farm is the man who keeps it In
a high state of fertility, raises good
crops by thorough cultivation, keeps
good stock rather than scrubs, houses

in fact is alive to every advanced idea,
both in the theory and practice. He

farmers who only raise a few acren of
wheat, because "it don't pay," at the
present price, and all they want is their
bread ; raise only a few hogs, because
there is no moiifc7 in park ; ssll the
calves for veal, or keep them until rail
and then sell for six or ".even dollars ;

stalks fill up the mud holes; let the
horse stable go uncleaced antil the

these say that farming den't pay. This
indeed, would be a bad showing if there
was no "other side to the question, but
where you see a farm well kept up in
fertility, with no cat holes filled with
brush, clean fence-rows, good fences,
inaproved stocks, well painted buildings,
with an air of thrift throughout that
man will tell you that he owes bis pros
perity to his well kept farm, and will
advise ycu to g. and do likewise. I
will end this article by the following
motto, which I saw on the shop of a
thrifty mechanic some years ago :
'Keep thy shop and thv shop will keep
thee."

ing the problem of boring a square hole,
and has succeeded. A company is or
ganized to put his invention on the
market. It is simply an oscillating
head with chisel edg?s and projecting

the machine is an almost exact counter
part of the old styled boring machine.
It will cut a two by four mortise in

with perfect accuracy, that a carpenter

These people are urder the impression
that a man dying in this world rs sim
ply transferred to another, there to car
ry on exactly the same existence, re
quiring the same food nd attendance.
Upon the death of a chief bis relatives
or friends kill about half fcis slaves, men
nd women, to go with him, they say.
to attend to his wantp, and to serve for
bis protection ; it being very Infra dig,
for a chief to make Lis entry into the
next world without a certain following.
The women are strangled ; a rope is put
round the beck of the victim, a man
climbs a tree and ties the rope ta a
branch, the woman being beid up, so
that when they let her go she is swung
in midair in her dying etruegles ; these
cause great merriment among the spec
tators, not thinking that at least a
great many of them will. share the same
fate sooner or later. The men are le
headed. " The victim is spated on a log ot"
wood ; two stakes aie then driven into
tne ground, one ou each side of him,
and as bigh as bis boulder ; bands are
then put round bis body, inclosing it in
these stakes, then two stakes are driven
by his knees and two by his ankles, one
at each side, and be is securely bound to
them with rope. A ring of cane is then
put round his neck, with several leaders
of stting, which are drawn up and tied
in a knot above bis bead ; a pliable pole,
about eighteen feet long, is then driven
into tbe ground nine feet from the man's
seat. It is bent down just above the
man's head ; a small piece of rpe is fas
tened to tbe top of the pol; and the
other end of the rope is made fast to the
knot above the man's head. This being
tow at very strong tension the whole
body isqute immovable, and the neck
Is stretched to its full extent. The ex
ecutioner then makes his appearance.
He makes a chalk mark on the poor fel
low's neck ; then with one blow severs
the head from the trunk. The cpecta
tors at this seem to lose all control over
themselves. They tear down the head
from the pole, and there is a ghastly
scrimmage for it, often resulting in a
free fight."
The Ba-yanzi, however, with all these
cruel customs, are superior to some of
the other nations of the Congo. They
make pottery, neat wooden furniture
and other atticles, often decorated with
taste, build neat houses." especially at
the towD Bolobo, and are skilled in
working iron and other metals, fabrica
ting knives and hatchets, which they
sell to tbe Ba-teke and the Wa-buma.
They are fond of music, and the tones
of their five stringed lyre land of the
manmba, a sort of dulcimer, with thin
slips cf metal arranged as keys on a
soundir.g board, are sweetly sonorous.
They cultivate maiz?, sweet potato, su
gar, tobacco, inanico, bansna, the oil
palm and ground nuts, for trade, ar.d
semi-tropical fruits, such a3 the orare
and pineapple, introduced from the Por
tuguese of the west coast. They have
no horses or oxen and few sheep, Lu?
keep goats, pig and poultry ; they
catch Csh in abundar.ee, and preserve
them by smoking.
The Ba-yanr.i are not of the negro
race, accordlug to ethnologists, but be
long purely to th "Bantu" familv,
which includes the people e.round'Lakfc
Tanganyika and Lake Xyassa. in East
ern Africa and on the Zimtiesi. Their
skins are of a chocolate brown color;
they are well shaped and have abun
dance of hair, tut usually pluck out tbe
beard, mustache, whiskers, eyebrows
and eyelashes. They scar themselves
on the breast, belly and temples with in
cised matks denoting the tribe ; dye the
hair and nails with a red pigment and
stiffen their plaited tresses or pigtails
with clay and grease ; often stick par
rot feathers and various other orna
mthtf. about their persons, and wear ear
rings, noserings, necklaces or bracelets,
while one or two pieces of glass cloth
suflice for the dress of the "fashionabie
lady of Lukungu."
Questions of Ownership.
The beginnings of acqu!sitivere33 are
seen in the impulse which yery young
children display to snatch at, or beg for,
any object which pleases their attention.
Later, when they begin to speak, among
the first words they emphasize are "me"
and "mine." Their earliest quarrels
with each other are about question? cf.
ownership ; and parents cf twins 60on
learn that It conduces to a quiet bouse
to buy all presents in impartial dupli
cate. Every one knows how difficult a
tbing it is not to covert whatever pleas
ing thing we see, and how the sweet
ness of the thing often is as gall to us so
long as it is another's. When another
is in possession, the impulse to appro
priate the thing often turns into the
impulse to barm bim what is called
envy, or jealously, ensues. In civilized
life the impulne to own is usually check
ed by a variety of considerations, and
only passes over into action under cir
cumstances legitimated by habit and
common consent.
Putting ur Potatoes. As a great
many people are contemplating buying
potatoes for winter use, it would be well
to see that they are thoroughly dry be
fore storing away in the cellar. A
farmer tells us that the potatoes sprout
more when put in barrels than any
other way. Tbe vegetable like all
other ot its kind must of necessity have
air, and ter.ee it is deprived of this es
sential requisite when rut away in
barrels. The safest way is to spread
them out on the cellar floor if it is not
damp.

agent which keeps the blood pure and
enables it to circulate and impart life-

property to the blood, than by expelling
the impurities or worn-out matter which
the veins have collected and brought

if left in the system but a few rsoacenis
would cause death.
