Proftssoi Charles A. Riddle, who a few years ago was Princ'r-al of the common schools of this place, and is now Principal 1 of the schools at Minersvllle, In the vicinitv I ' Of Pittsburg, expressed the following views . the other day to a reporter of the Pittsburg ! Litpatch, In regard to Mrs. btone's taw re J q-iiring the effect of alcoholic drinks, stimu j lants and narcotics on the bumau system to ! be taught in the common schools. We quote i from last Sunday's Dispatch: ' "'Not until the State Superintendent and ! the courti construe the temperance hygiene I law will we know what it embraces and i what it does not Include in Its provisions," remarked Principal C. A. Riddle, of the Ml ! nersville schools, yesterday, as a book agent ' was urging the adoption of a text book which covets all the law intends, tn the opinion of said agent. When Mr. Riddle was asked to ' explain he continued : i "Well, in the first place, there Is a cot.filct of opinion touching the meaning of sections j threw and four, which provide that 'no cer 1 tifiicate shall be granted any person to teach : in the public schools of tne Commonwealth j or in any educational institutions receiving i money Irom the Commonwealth after the i first M on Jay of June, 1886. who does not pass a satisfactory examination In phvsiolo- gy and hygiene, with special teference to the effect of alcoholic drinks, stimulants and natccs on the human system, and 'that all laws or parts or laws Inconsistent with the provisions of this act are hereby repeal ed. It is held that, nnder the provisions of tbese sections, every teacher in the State, no anatter whether he holds a professional or permanent certificate. State or Normal school diploma, will be compelled to pass a special examination In order to meet its re- ' ,renients. Tht wil, he th(, fir9t pojnt lne j school department will be asked to settle. Then comts the question, what Is meant I by 'stimulants?' It cannot mean alcoholic I i rinks, for those are previously mentioned. ; Does it mean coffee, tea. chocolate, spices, jfcc, for al I of these and many other ilnnus come under the definition. It even includes ' the ruler and the isttan. for they are stimu ' lants. Following 'stimulants' the law takes j up narcotic-.' Now, our medical auttioii ; ties state that a narcotic is that which, m : medical dosea, allays morbid suceptibilities, relieves pain and produces sleep. 4c, and j includes jpium, belladonna, Ac. Does the law mean that the effects of these shall be taught to each child in each grade of our public schools? The law says so, or ilse it is meaningless. What teacher knows the j effect of the different narcotics in different quantities on persons differing in age, tem ' perament and physical condition? Then, I too, the law is so loose In language that a teacher so minded can play 'loose or fast' to ; suit the sentiments of the community in ! wlrcb. he is teaching. It says not a word about the evil effects, but simply the effects of alcoholic dt inks, stimulants and narcot ics on the human system. "If the teacher believes that stimlants are. not hurtful in tho main, be'ean so teach and evade tne intent of law. If he has con victions on the subject of narcotics, be can so teach and say tiothing about smoking and chewing, which many oeople believe are not injurious. So, you see, what a pretty mess our lawmakers have given us. I have not discussed the motives of the law. The in tention of Mrs Hunt and her friends in se curing its passage was doubtless gowd, but looked at as a law supposed to come from the bauds of mature people. It would le difficult to conceive of anything that seeets to em brace so much and yet means eo little." Creaaoo and (ealport Kail Work on the Cresson and Coalport Rail road was began last week, and at present there are abou, two hundred and fifty men at work, mostly in the neighborhood i f Ash land. He is now on the ground. The new railroad will re thirty seven miles in letgth. It is to be completed by Xovemberl, 1885. The cost of construc tion will approximate (1,004.000, and the average cost per mile will be about f25,00. The object of hnildina this road is to open up some rich coal and lumher tracts.
