: then investigating a charge against Charles
i Hayes, a member from Alabnma, of Lav-
ing received several hundred dollars for
appointing a young man named BearoVler,
from New York, to a Carfetship at West
Point. One of Lilly's specialities was that
of bnving Cade'ships fiorn members of the
House, ami he was to swear the charge
against Hayes through before the com
mittee. In the course of his testimony he
! stated that about twelve years before that
