Gaysport, Blair county, was shaken

speak, on Friday morning last, by the find
ing of a suit of bloody clothes just outside

This is determined, first, by the answer we
give as to the law, and. second, by the an
swer yon give as to the fact.
In 1S72 an Act was passed ry the Legisla
ture declaring that instead of the per diem
compensation thsretofore allowed the Coun
ty Commissioners, thereafter tbey should be
paid an annual salary of S400.
Without going into a careful analysis of
this Act at this time, or giving at leegth the
reasons for our opiuion, we have do hesita
tion whatever in deciding, that, under it,
the County Commissioners of this county are
prohibited from receiving one cent bevond
the $400 for any services, either intellectual
