wife told him how nice it would be to
have a cow on the picmises, so nsto have
fiesh milk and puic evciy dy, and always

they would make busier themselves, and
not cat the rank stull out of the store.
She told him there was enough stuit' from
the garden and table to almost keep the
cow, and tin product, would bo just about
so much clear gain. He figured it uphim
self with a 1 encil, and the result surprised
him. He wondere d why he had not hept
a cow before, and inwardly condemned
himself for the loss he had been inflicting
upon himself. Tl.cn he bought a cow.
On the evening of its arrival he went out
to milk it. Put the animal was excited by
1 he strange surroundings, and stepped on
oar friend and Licked over his pail, and
nearly knocked one of hi3 eyes n:t with
her lad. lie worked at the expci imcnt
for neaily an hour, but without any suc
cess. Then his wife, came out to give ad
vice, and his son came out to see the fun.
The cow put one of her heels through the
woman's dress, and knocked the boy down
in the mnd, which ended their inter
est in the matter. Cue of the neigh-boi-s
milked the animal that night, and
came around the next morning and showed
the man how t C: it. The third day the
cow escrped the surveillance if the boy
who was left to watch her, and when the
man came home at night she was nowhere
to be found. Tho boy had also disappear
ed, and our neighbor found he was obliged
to hunt her up before supper. lie walked
around for a while, and then leturned
home, but the animal had not len seen.
Then he went off again and inane a very
thorough search, and about ten o'clock
I hat night he c.mu hack with the cow, his
clothes bcgrinimed with perspiration and
dust, and his face flushed and scratched.
Ho wanted to kick the animal's ribs in,
I ut realizing that such a course would re
mit i.i pecuniary d image, lie changed his
mind. The boy wishes he had obeyed the
lust impulse. On the fourth day they
churned, so to have fresh butter for the
table. Tho mother took hold of tho dash
er lit st, becaustt she said the used to do it

fr he pounded away until she naught a crick
in the back that doubled her up like a
knifo, and then she put the heir to it. lie
had bcfeii standing around eagerly waiting

placed in his hands he was so happy he
could hanlly contain himself. lie pumped
away for an hour at it ; then he said if ho
had to elo it any more ho would run away
and bo a robber. At noon the man came
homo and learned the situation. Ho was
a little disgnrste-d at tho "tomfoolery," as
he culled it, and took hold of the chum
himself, and made, it bounce for a while.
Then bis stomach c mmenced to fall in,
and his spine, to vmjoint, and his shoulile-iB
to loosen. Ho sli pped anel wiped t If the
perspiration, and looked around with a
melancholy cast to his features, and went
at it again. The butter did not conic,
however, but everything in the way of or
atorical effect did. He got so dreadfully
excited that his wife, smelling strongly cf
er.mphor, took the dasher away from liirn
and went to wmk herself. At this the son
put his cap unelcl his jacket, anel miracu
lously disappeared. Later in the day the
milk was poured around the grape vine.
On the fifih day the cow knocked down
a length of fence to the next lot, and ate
all"thc oranges from a tree that stood in a
tub, and when the people attempted to
diive her out, Fho carried away a new ivy
on her horns, knocked iTown a valuable
ase of flowers, and capped the climn.'c by

the 13th Section of tho aforesaid Act 1 ain
directed :
That all persons, except ing Just iocs of the
Peace, who shall hold any oliice or appoint ment
of protit or trust under the gov eminent of the
luited Suites, or of this State, or of any city or
incorporated district, whether a commissioned
officer or otherwise, a subordinate or agent xvho
is or shall be employed under the legislative,
judiciary, or executive departments of this
State, or of the t'nited States, or of any citv or
incorporated district, nnd also every member
of Congress, or of the State Legislature, and of
the select and common councils of any city, or
commissioner of any incorporated district, is
bv law incapable of holding or exercising ut
the samo time the oliice or appointment of
Judge. Inspector, or Clerk of any Election of
this Commonwealth ; ami that no inspector.or
Judu-e, or any other olheer of any such election,
shall he eligible to any olhce thou to be voted
for. Also, by the 4th Section of an Act of As
sembly entitled "An Act relating to Flections
and for other purposes," upproved tho lOlliday
of April. I.S5G. it is enacted that the foregoing
Mtli Section shall not be so construed as to pre
vent any military ottieer or borough otlicer
from serving as Judge or Inspector at any gen
eral or special eleciiou held iu this Coulmou
wealth.
The general, special, city, incorporated dis
trict and township eli!Ctions, and ail elections
for Klecuirsof President and Vice President of
the United States, shall be held and conducted
by the Inspectors and Judges elected as afore
said, and by Clerks appointed as hereafter pro
vided for.
The inspector and judge of the elections shall
meet at the respective places appointed for
holding the elections in the district to which
they respectively belong, before 7 o'clock iu
the. morning, and each of said inspectors shall
appointone clerk, whoehall beatjualilicd voter
of Hindi district.
In case the person who shall have received
the second highest number of votes lor inspec
tor shall not attend on the day of any election,
then the person xvho s-hall have received the
next highest number of rotes for juilire at the
next preceding election shall act as inspector
in his place. And in case tho person who shall
have received the highest number of votes for
inspector shall not attend, the person elected
judge shall appoint an inspector in his place.
And in ease the persou elected judge shall not
attend, then the inspector who shall have re-ccix-ed
the highest number ol x-otes shall ap
IHint a judge In his place, aud if any vacancy
shall continue in the board for the space of one
hour after the time tixed by law for the open
ing of tho election, the qualilied voters of the
township, witru or district for which such offi
cers have been elected, present at the place of
election, shall elect some of their number tu
till the xaeaney.
In cane any clerk appointed under the provi
sions or this act shall neglect to attend to anr
election during the said year, it shall bo tho
duty of t he Inspector who appointed said clerk,
or the person tilling tho ollic of such Inspec
tor, to forthwith appoint a suitable person as
clerk, .qualified as aforesaid, who shall perform
the dalie of tiie year.
It shall be the duty of the several nsfsors.

No person shall be permitted to rote nt any
election, as aforesaid, other than a freeman ot
the age of twenty-one years or more xvho shall
have resided in the State at least one year, and
n the election district where he offers to vote
at least ten dnys immediately preceding such
election, and has within txvo years paid a State
or ceuntv tax. which shall have been assessed
at least ten davs before the election. Hut a
citizen of the United States who has previously
been a qualified voter of this State and re
moved therefrom and returned, and who shall
have resided in the election district and paid
taxes as aforesaid, shall be entitled to vote
nfier residing in the Slate six months. I'roin-d.-d
That the freemen, citi.ens of the United
States, between twenty-one and twenty-two
years, who have resided in an election district
as aforesaid, shall be entitled to vote, although
thev shall not have paid taxes.
No person shall be permitted to vote whose
name is not contained in the list of taxable in
habitants furnished by Commissioners, unless
First, he produces a receipt for the payment
within two years of a State or county tax. as
sessed agreeably to the Constitution, and give
satisfactory evidence, either on his oath or af
firmation of another, that he has paid such a
tax, or on failure to procure a receipt, snail
make oath to the payment thereof. Second, if
between the age of twenty-one and twenty-two
vears he shall depose on "oath or alhrmation
that he has resided in this State at least one
year next before his application, and make
such proof of residence in the district as is re
quired br this act. and that he does verily be
lieve from the account given hint that ho is or
tho age aforesaid, aud such other evidence as
i required by this act; whereupon the name
of the persou thus admitted to vote shall bein

In all cases where the name of the person

by the commissioners and assessors,of his right
to vote whether found thereon or not, is ob
jected to by anv qualified citizen, it shall be the
duty of the inspectors to examine such person

to have resided within the State for one year
or more, his oath shall not be sufheient proof
thereof, but ho shall make proof by at least
one competent witness, xvho shall be a qualified
elector, that he has resided in the district for

that his bonafjdo residence, in pursuance of his
