Despite all rumors to the con

Senate.
The new British Ambassador to

The dowager Empress of China

of the army and navy. Such edicts
are not likely to worry the Rus

General Reyes, the Colombian

Croker, Tammany's former leadei
did not induce William J. Bryan
to remain in England, as he has
promised to take part in six mort

"No man is above the law and
no man is below it,'' declares the
President in speaking in his annual
message to Congress of the rela
tions between capital and labor.
Senator Hanna says that he is
tired of denying reports of ill feel
ing between himself and the Presi

never tire of printing these re
ports.
In making his committee apoint
ments, Speaker Cannon has select
ed men who are not personally in
terested in the work assigned to
them so that they can take a broad
national view of the measures sub

President Roosevelt declares in

The exposure and punishment ol
public corruption is an honor to a
nation not a disgrace."
Former Governor Alleu Chand
ler, of Georgia, delared that Gor
man was the best man for the
democrats to nominate, but that
he was ' 'for any yaukee who can
lick Roosevelt." He shows some
wisdom, however, in advising the
elemocrats not to use the Panama
affair as an issue.
Charles Murphy, the Tammany
leader, is a power in the democratie
party and Senator Gorman it
doubtless much disappointed tc
hear that he favors JudgeParker at
the democratic presidential nomi
nee. The Senatoi's Jim Crow
policy did not receive the approval
of the nothern democrats.
The extra session is over and the
record of the democrats in Con
gress is a speech against the Pan
ama treaty by Senator Morgan, an
other against Cuban reciprocity bj
Senator Carmack, and the propos
al of Canadian recipre>city by Rep
resentative Williams. Nearly the
entire country favors the Panama
treaty and Cuban reciprocity, and
reciprocity with Canada and Mex
ico would be promotive of a broad
er prosperity but it will of course
be opposed in spots by private in
erests.

It is stated that the recent unsuccessfu
