NEWSPAPER POSTAGE.
On motion by Mr. POTTER, the rules wereisus
pcnited; and the Douse resolved itself into a com
mittee attic IVhele on the rate of the Union, [Mr.
Fart in the Chair.] on the special order. --I
The CILAIItMA el stated that the business in or
der eas the bill to reduce and modify the, rates
c f postaee,upon which the gentleman from Peensyle
roma [Mr. Tetomrsos] was entitled to the floor.
Mr. TLIONIPSON of Peenaylvaeiki said':
Mr. Ciemaree: When my friend, the-Ifen. mem
ber from Ohio,. [Mr. CARTER,] Moved yesterday that
the committee rise, aft i ee I had obtaitied the floor, I
had intended merely - to eabmit a proposition fur the
c onsideration of the 'committee on the subject of i
lowpestage. I shall' do but little ipore new'. I
propose to-amend the bill of the committee, in sub
stance as fo'lows: That newspapers rely beecircn
lated free of postage within the counties in Which
- thee are printed; out of the county, b,ut weein the
tate, at one-half cent postage—equaling tfrenty
sit cents a year for a weekly paper: when printed
'out of the State, one cent, and transient papers two
cents each. 'This is in substance the propoiition I
ishall tel'veehe honor to present for the,consideration
of theqointnittee, and this amendment involves the
-entire question in regard to low pdatage. ,

On the subject of letter postage, I am in tavor of a
redaction to a tutiform rate of, five cents fur ell dis
tances on single letters.. At present Wee rfivecents
under three - hundred miles, and ten cents for all dis
tances beyond that, emeepting when sent to Oregon
and California. ThiS is a great reduction in the
present totes, but it is believed that the ins leased
adwunt of matter that will be sent throligh the mails
tinder this standard of rates, will very soon make
cnoil any immediate redectiorie of the reventmei—
efhis has been-the result of reductions heretofore
made. For the present, I think this-amount of re
ductiuu would be a safe: experiment, and pith the
retention on newspapers, aii I propose, would leave
. the Department still able, - without any injurious
curtailment of its facilities, to rely on its own reve•
_noes, without /calling ont the general Treasury for
aid to sustain it. This, 1 think, should be steadily
