No Provision In tho Law to Repay Fines.
The liquor dealers throughout
the State from whom fines were col
lected by Dairy and Food Commis
sioner Warren fcr the adulteration
of liquors will not he reimbursed by
the Commonwealth, although Jus
tice Mitrhel, of the Supreme Court,
has declared unconstitutional the

In an opinion to Commissioner
Warden Friday Attorney General
Carson holds "that there Ts no pro
vision in the law which would au
thorize the repayment by the Com
mot) wealth's officers of fines already
collected. At the time the prosecu
tii-tis were brought for the payment
of finei you were acting within the
terms of an act of Assembly pie
sumed to be coiistitut uiial, and
sustained by a decision of the .Sup
erior Court which had not been
reversed."
The Attorney General further
savs the fines must be treated as
State moneys, and in accordance
with the Constitution, cannot be
paid out of the treasury except up
on appropriations made by law
Aside: from tins, Mr. Carson says
is a general principle of law that
the Commonwealth is not liable for
costs.
In another opinion to Conitniss
ioner Warren the Attorney General
says that the Supreme Court decis
ion does not cover such liquids as
milk, cream or buttermilk, because
the-? are regarded as food.
The recently created Department
of Health, he says, is not empower
td lo prosecute those who adulter
ate drink, neither is the State Thar
maceutical Hoard, although the lat
ter can proceed against person
who manufacture or sell adulterated
drugs.

Medical Bulletin Declares They Ruin Coys
Mentally and Morally
Smoking in youth, rays the
Philadelphia Medical bulletin, is to
be deprecated on every ground. It
interferes with the proper action ot
and enfeebles the heart, impairs
the development of the nervous
svsteni. disturbs digestion, lessens
the power of mental application
and prevents the growth of the
body. In discussing the reports ol
the principals of the public schools
to Superintendent Brooks showing
that more than 6000 school boys of
Philadelphia use tobacco, the Bill
letin says: In nearly every case t'.ie
smokers were found to stand below
the average in their classes. In
one ward the enormous proportion
of nearly one half of the boys are
smokers.
The Medical Bulletin contends
the practice is equally objectionable
on moral grounds, inasmuch as the
boys would not be permitted to
smoke at home, end the consequence
is they sneak away into nooks and
corners, meet bad companions, be
come untruthful and generally de
moralized. Put Tbeni to Work-
This is the season of the year
when you begin to hear from your
city friends, and they insinuate how
well they would enjoy a couple of
weeks visit at your home. The
farm would be less attractive for
city folks at this season of the year
if every farmer would make a prac
tice of working the company from
the city in as weed destroyers.
And why not? It would do the
city chaps good aud help the farm
besides. By the way, too, did you
ever get as many invitations to vis
it in the city as city friends accept
from you to visit on the farm?
New Cure for Gaps
Mrs. Charles B. Yeagle, of
Hughesville, uses air slacked lime
as a cure for her chicks that get
the gaps. She places them in a
box or barrel a few laiuutes at a
time, where they are compelled to
breathe the lime, with the result
that the worms are all sneezed out.
She says that the chicks must not
be left in the dust too long, or they
would smother.
The reservation of back seats in
street cars for tobacco users applies
to smokers, as there are no tanks
attached to cars for the accommoda
tion of chewers of the weed. This
lead the Washington Timet to sug
gest that it tobacco chewers will
ride in the cars they will do more
effective execution by sitting well
to the front of the car and on the
windward side; they should always
spray the air at an angle between
the horizon and the zenith; by pref
erence they should sit just before
the ladies In light dresses.

slapped another woman in the face
on Saturday morning for handling
her strawberries. The owner of
the berries had requested her to
stop fingering the fruit several
times and when she persisted, the
market woman gave her a stinging
slap on the mouth. The Milton
Standard iu commenting on the
bbove says, and so say we: "Per

fy this act, but there ought to be,

the world than the woman who
goes to market and fingers over
