Qtinn Violators Heavily fiuod-
Gano Wn.-dent In Saveral Coun!ic Arrest
Foreigner For Hunting Out ot Season.
Dr. Joseph Kalbfus, Secretary of
thq Senate Game Commission has re
tnrne:l from a trip to Clinton county,
whete he has been pursuing violators
ot the g true laws of the State.
O ie important arrest was that of
John Cole, of Lock Haven, who iliil
a wholesale business selling pheaunts.
Cole admitted to the State official
that he hail bought and sold a quantity
of pheasants tor several years and
made a good profit in the transactions.
One of his best customers, it appears,
was a judiciary official who not only
bought these birds, but purchased
trout, out of season, stating that the
game laws were unconstitutional.
However, Cole paid a fine of seventy,
five dollars and costs.
The game warden of Allegheny
county reported to Dr. Kalblus that
he had arrested and had convicted
two Italians for killing rabbits on
Sunday and out of season. The taste
of these foreigners for rabbit at this
season of the year did not meet the
appruv.il of the game officials, and
they paid a fine of fifty dollars each.
In Art.i.i'.ronj county several Hun
garians were fined for killing game
and also for dynamiting fish. The
game officials have decided to render
all assistance in their power to the
depattuient of Fish and Fisheries, and
in their crusade against game viola
tori they will apprehend any one
guilty of transgressing the fish laws.
To Sail Shamrocks-
Upton Will Dispose of All Throo Racing
Yachts
It has been determined by Sir
Them is Lipton to sell Shamrock I
and III to American yachts-men and
the Shamrock II as she stands in the
yard of John M. Robbins Company,
Erie Hasin, New York, to some scrap
iron dealer.
For a year or more those knowing
the condition of the defeated challen
gerofiooi have been sure that an
attempt to launch her would, never
be, and that finally she would be con
signed to the junk pile. That time
has arrived, and it is probable that in
a few days she will pass from the
hands of Sir Thomas and become the
property of some local dealer in old
iron, to be broken up.
If the Shamrock II is disposed of
an effort will be made or is now being
made to sell the Shamrock III and
the Shamrock I to yachtsmen in
America. It is reported that not only
does Sir Thomas feel disposed to ac
cept offers for them, but that it has
been decided that a determined efloit
should be made to tet rid of them.
Should these two boats be pur
chated by Americans and may remain
in these waters there should be some
interesting races with them, if not as
cutters, then as yawls and schooners.

Oows Die Mysteriously.
Three cows, on the farm of Calvin
Cooper, died near Jerseytown,
Thursday from some mysterious
poisoning. When Mrs. Cooper
went out to the field Thursday
afternoon at 2 o'clock she was
amazed to see that two of the cows
were lying dead in the field. At
5 o'clock the third cow was seized
with apparently violent pains and
in twenty minutes, it, too, had
passed away. Mr. Cooper is en
tirely at a loss to account for their
death, and there is much specula
tion as to what could have caused
it. The only possible reason as
yet assigned is, that he had placed
a quantity of dynamite in a bucket,
and this he had placed iu the field
where the cows were pasturing.
In this bucket, water had also been
placed and it is supposed that the
cows drank the water. Whether
the dynamite would have such an
effect upon them has not yet been
ascertained. Dr. Reed, veterinari
an surgeon of Danville was called
to make au investigation. The
cows were valuable and the loss to
Mr. Coouer is a very heavv one.
The Hoop Snake a Table
The question has often been asked
as to the existence of the much dis
cussed hoop snake. Some people,
probably having very vivid imagina
tions, have laid claim to seeing this
phenomenon, but it is only a wild
and lurid dream. "The snake which
is 'fabled' to take its tail in its mouth
and roll along like a hoop, is the
Alabastor Erythrogranius, a harmless
Colubrida, abundant in the Southern
states," says the Philadelphia Inquirer.
Though not as remarkable as the
glass snake, which breaks into pieces,
each piece gliding away at the danger
alarm and later reuniting, and is a
proven reality, the hoop snake does
not exist, here or anywhere.

He always asserted that he was the

woman of color and has attained to
the age of 121 years. Her case was
investigated by the Rev. C. Lee some
six years ago and he then found her
age to be 115 years. The gentleman,
who died in his 90th year, remem

that she had at that time several
children, so that the estimate cannot
be far short of the mark. She lives

WASHINGTON'.
I'rom our Keeular Correspondent.
Washington, August 7, 190.3.
An epidemic of scandals seems to
be the leading feature of the picsuit
administration of the federal govern
ment. The Postoflice scandal has
dragged along all summer, with every
now and again some surprising de
velopment. The Interior Department
scandal, involving subordinates of that
Department and practically all the
members of the Dawes Commission,
has only recently come to light and is
not yet under investigation and now
comes information to the effect that
because of reports involving many ot
the subo'ilinates of the Department
of Justice and Attorney General has
ordered a drastic investigation of every
official connected with his department
located in the "Indian Territory juris
diction." It seems that charges
against United Stales attorneys and
marshals, other than those in connec
tion with the allotment of the Indian
lands have reached the Attorney
General, charges which allege the con
nection of these officials with contracts
for feeding prisoners, sharing profits
accruing from illegitimate liquor sell
ing and similar practices and as a re
sult Attorney General Knox ordered
the current investigation some weeks
a;:o.
Secretary Hitchcock is still greatly
wrought up over the Indian lands
scandal but he has not yet secured a
competent man to undertake the in
vestigation ordered by the President.
He is trying to secure a man familiar
with Indian affairs and one who has
no personal interests in the situation
and finds it difficult' to obtain the
services of such an individual. In
the meantime, the facts in connection
with the system of "raft" which has
permeated the entire allotment of the
Indian lands which involves practically-
every member of the Dawes Coin
mission becomes daily more conspicu
ous. ''"
Another featute of the situation
which is making life for Secretary
Hitchcock anything but a bed of roses
in the claim of officials of the Treas
ury Department that the Secretary
has ignored several United States
statutes and assumed powers in no
way delegated to him in his adminis
tration of the funds accruing from the
sale of lots in the towns of Lawton, '
T 1 A 11 J-ll II T
iiouert ana nnauarg, utcianoma.
These funds were to be expended for
public improvements "under he
supervision of the Secretary of tlhe
Interior" but there is no provisionjin
the law exempting the Secretary from
the necessity of rendering an account
of his stewardship to the auditors of
the Treasury. Notwithstanding this
fact, the Secretary has rendered no
account of the receipts or disburse
ments to the Auditor for the Interior
Department and, aside from the fact
that he has some $700,000 to his
personal credit with the Treasurer of
the Un;ted States, the Treasury De
partment has no official knowledge
that he has ever sold the lots. It 's
further pointed out that during the
last two sessions of Congress the
Secretary has sent in sections of ap
propriation bills exempting his actions
from the review of the auditing of
ficials of the Treasury and in both in
stances the provisions have been
stricken from the bills on a point of
order.
Affairs in the Postoffice Depart
ment have taken another lively turn.
Louis Kempner, Superintendent of
Registry, has been discovered to have
been conducting a system of smu
gling'Cuban cigars and selling them
to his friends in Washington at prices
in the neighborhood of $7 per box.
The last consignment of these cigars
was confiscated by, the inspectors and

From this it is argued that Kempner
must have had the cigars concealed
in registered packages of official mail.
Kempner has lnnj; been under in
vcstigaiion on other charges but it is
claimed that thi3 alone would be
sufficient to insure h.s dismissal from
the Postoflice Department.
Another interesting feature of the
past week has been the summoning,
before the District of Columbia grami
jury, of State Senator George E
Green of New York, in connection
with the Uundy time-clock contract.
It was this contract that got George
W. Leaveis into the clutches of tiie
law and it is ptedicted that Senator
Green, who lives at Iiinghamton, N.
Y., and has long been a personal
friend of the President, will be indict
ed by the grand jury before its ad
journment. As told some months
ago in these letters, quantities of these
clocks were purchased by Leavers at
$125 each anil it is claimed that the
conspirators made a profit of 60 per
cent by the deal. The clocks were
installed in numerous postofTic.-s,
many of which have only two or three
employes and where they could be of
no possible use. It is a!-o a matter
of intetest that Heavers has been
located in New York and that a friend
of his came to Washington this week
