Mr. Lodge (Mass.), In charge of the
measure, said he fcjt compelled to

ticipating In the discussion. This pre
cipitated the debate, and for more than
two hours It continued. Mr. Teller de
clared that General Smith, If be Issued
euch an order as bad been attributed
to him, ought to be dismissed from the
ervlet1, as It was a disgrace to the
Amerleau army and to the American
people.
Mr. Lodge said that, while be knew
little of the circumstances surrounding
the alleged order, he did not approve
tit cruel methods In warfare, nntl every
fight minded person must regret Gen
eral Smith's order. To him It was re
volting. He defended the administra
tion, however, saying as soon as knowl
edge of the order had come to Wash
ington the president had directed that
General Smith be court martlaled.
Under a special order which allowed
three hours for debate, but which cut
ff all opportunity of amendment, the
house passed an omnibus public build
ing bill which will distribute $17,405,
450 among 174 cities. As the bill cov
ers Into the treasury $l,oX"i,M0, the to
tal amount carried by the bill Is re
duced to that extent. The bill provides
for seventy-seven new buildings and
Sites, six buildings on sites already
purchased, seventeen buildings on do
nated sites and fifty-eight Increases In
appropriations for buildings already
authorized. It also provides for the
purchase of sixteen sites.
The majority for the bill was so
Overwhelming that only nine members
backed a demand for the yeas and
nays on the passage of the bill. There
fwas some criticism of the method by
(which It was proposed to pass the bill
(Without opportunity for amendment,
Which Mr. Mercer, chairman of the
committeo, answered by stntlng that if
the bill had been subject to amend
ment the appropriations carried by It
(would have been Increased to $110,000,-
000.
The consideration of the agricultural
appropriation bill was resumed, but
iouly a few pages were disposed or.
Olro and Chlneae Bill Completed
WASHINGTON, April 29.-After a
brief discussion the senate agreed to
the house amendments to the oluo bill
as passed by the senate. The measure
now goes to the president for his signa
ture. An effort was made by Mr. Tell
er (Colo.) to amend the measure so as
to levy a tax of 10 per cent on the cap
Ital or assets of any butter trust that
might be formed, but It was defeated.
The conferees on the Chinese exclu
.Ion bill have reached a complete
agreement ou the bill. It strikes out
that portion of ie senate bill limiting
the extension of all existing laws to the
life of the present treaty and re-enacts
them so far as not Inconsistent with
treaty obligations until otherwise pro
Tided by law and extends the laws to
bur Island territories so far as applica
ble. It allows Chinese to enter for ex
position purposes and retains the pro-
visions regarding certification In the
rhilipplne Islands.
Eirlnalon Bill Sinned.

dent Roosevelt has signed the Chinese
exclusion bill. The peu used was given
to Representative Kahn of California,
iwho has taken a deep interest In the
bill.
Consul General Osborne Dead.
LONDON, April 80. William Mc-
Kinley Osborne, United States consu
general at London, Is dead here after
a long illness. Mrs. Osborne, his
daughter Margaret and sou Charles
were at the bedside when the end
came. The funeral will take place oil
Saturday. The body will be cremated
In England. Mi's. Osborne will remain
tn England for an Indefinite period, so
that her children's educntlon may be
rompleted. Mr. Osborne was u cousin
f the late I'resldent McKinley. Ho

Grand palals. There were 1,(180 ex
hibits compared with 2,01)2 last year,
resulting In an Improved aspect and a
higher level of merit. Chatran's por
traits of Mrs. and Miss Roosevelt at
tracted a large share of attention and
received high prulso from the critics.
Tho Temps says, "The artist bus ren
dered well the features, sober elegance
and charm of the two ladles." The
American artists were represented by
many meritorious works.

Ken Zealand Creatures Tlint Have a
Third Optical Or mill on Top
of the Mend.
Nearly everyone has heard of the
tuatura, the curious, Iguana-like look
ing creature, now found on only one
or two islands off the coast of New
Zealand, and supposed to be the old
est living type of animal on the face
of the globe. One of the most curious
features is on organ on the head, which
at one time was spoken of as the pineal
gland, but which Dr. Dendy discovered
to be in reality third eye, Bays the
Melbourne Argus. His paper on the
subject caused the greatest interest
in the English scientific circles, and,
as an illustration of the way in which
research Is specialized nowadays, it
may be mentioned that while Dr. Den
dy devoted himself to the study of tho
third eye one distinguished English
biologist is "working out" the skele
ton, another tho kidneys, and so
forth. In n short time, therefore, our
anatomical knowledge of the tuutara
ought to be complete.
More recently Dr. Dendy has dis
covered another New Zealand creature
possessing a third eye. This is the
New Zealand lamprey, a favorite arti
cle of food among the Maoris. The
third eye Is situated right on top of
the head and is covered with a thin
coating of skin. It is doubtful wheth
er it is now of any practical use for
seeing, but Dr. Dendy believes that at
one time, far back in the world's his
tory, there were two eyes on the back
of the lamprey's heail. He is further
of the opinion that nt one time the
tuutara also had two eyes where now
only one remains. In the tuutara it
is the left eye which has survived,
while In the lamprey it is the right one.

says the Chicngo Daily News.
Take Muret-Sanders, for Instance,
a standurd German dictionary, and
you will find under the word "pur
iur," which Is the German spelling
for our purple, the definition: "The
Tyrian dye; crimson; deep red."
Among the explanatory phrases at
tached to the definition ulso is one
which, translated into English, means
"investing the eardinul with the
purple." The color of a cardinal'a
robes and hut is too well known,
one would sny, to permit one to
think of them as anything but the
color which is known popularly to
duy as "cardinal."
This tallies exuetly with the class
ic interpretation of. royal purple
which has been followed by royulty
in Its outs-of-urms and its robes of
state ever since the precious dye
was first brought out of Egypt.
Speaking of couts-of-urms, the col
ors of the royol house of Prussia,
are black, white and royal purple,
or what the average perrion Is wont
to think of as a deep red.

Ballet Found at Laat.
The recent cremation of the body
of the late Dr. Hobert urimes, ol
Chevenne. Wvo. has revealed the
bullet received by him at the Meeker
massacre, where he distinguished
himself, as in many other Indian en
gagements, os "Fighting Hob, the
Doctor," says a report from that
town. Then it was thought the
wound would be fatal, but Dr. Grimes
recovered, and for 20 years carried
the missile which the surgeons were
unable to locate.

Broad street, and on the south by lot of W. G
Evans, and on the west by an alloy being tort
(40) feet front on Broad street and one hundred
and fifty (150) feet deep, whereon is erected
