Governor Stone has approve;! the
new insurance law. It provides for
closer and better regulations and super
vision of insurance companies, incor
porated for the purpose of insuring
upon the mutual nrinciole auainst in
jury, disablement or death, resulting
irom traveling or general accident re
sulting from the pursuit of any trade
or employment and against injuries of
any nature whatsoever causing loss,
damage or inability. In order to give
the insured greater guarantees than
they have had under existing laws,
which very often proved entirely
worthless, the new act compels insur
ance companies, except mutual com
panies, doing only a purely personal
accident and health business to accu
mulate and maintain a reinsurance
reserve or emergency fund equal to
one-half the premfunis on all i year to
run and a pro rata proportion of all
premiums received on risks that have
more than one year to run, according
to the time of expiration of such risks
and said funds shall be known as the
"reinsurance reserves." The bill pro
vides that it should be unlawful for
such insurance corporations to issue
any policy or renewal receipt upon
which said corporation may be liable
in excess ot the sunt of $10,000 on
any one accident, and it shall be dis
tinctly stated and expressed in all
policies that the entire liability there
under of said corporation is by the
terms of the act restricted to $10,000
or any one accident. The provisions
of the act do not apply to relief asso
ciations organized or formed by cor
porations for the exclusive benefit of
their employees, nor to ary fraternal
association or order that does busi
ness under a ritualistic or lodge system
and does not employ paid agents. It
will afford the insured greater security
than they had before. Too often
have the insured discovered when too
late that their insurance was worth
less after years of payment. It wisely
leaves untouched the many associa
tions existing all over the State whose
aim is not profit, but the actual relief
of needy members.
Anthracite Market.
Opinion of Anthracito Operators.
During the past month there has
been a fair degree of activity in the
anthracite market. Dealers have ad
vised their customers to lay in sup
plies at current prices and have them
selves taken in all they can carry in
stock. Throughout the East, and at
tide points along the line, practically
all needs for the early fall are cover
ed and the only business to be expect
ed between now and October is the
current demand for immediate con
sumption and the Western movement.
Whether these will absorb during the
next three months as large a tonnage
proportionately, as has been produced
during the first half of the year is yet
to be learned. The firm stand taken
in establishing a monthly sctle of
prices has changed the order of the
buying movement, and how this will
result in the fall is uncertain. Con
sumers whose storage bins are full will
not begin to come into the market
until their stock is nearly exhausted,
as no advantage will be gained in
prices.
The Mew Factory Law-
The new factory inspection act
passed by the last legislature and ap
proved by Gov. Stone on May 29th,
widens me scope 01 me taw ana f
tends the jurisdiction of the inspec
tors. Section 6 provides that seats
must be furnished for girls and women
in all factories and mercantile estab
lishments, the latter class of business
places now coming under the law
Section 13 makes it obligatory upon
the inspector and his deputies to in
spect hotels, hospitals, schools, places
of amusements etc., which are re
quired to have fire escapes. It would
be well, for those concerned to post
themselves upon the requirements of
the act.
