EHD OF METHODIST TEAR.
There Will be no Shake up of Appointments
This Year.
The pastors of the Methbdist
Episcopal church in the Harrisburg
District are closing up their business
for the fiscal year, and getting their
reports ready for presentation at th
conference which meets at Chambers
burg, Pa., on Wednesday March 27
to remain in session until the calendar
is cleared of business.
This will be the first meeting since
the general conference decided against
a general exchange of pastors at the
close of each year. As a result there
will be comparatively few pulpits
exchanged this year. 1 his revision
of the rule is agreeable to most of the
ministers of the conference who say
that it will be redound to prosperity
of the church in general. A number
of those in the minor charges do not
favor it, as they say it gives the "good
pulpits of the conference to a few for
life, and confines others to lives of
hardship for themselves and families
This view is not generally taken how
ever, for the reason that it is true in
church circles as well as business that
a man who is worthy always has his
material reward and the able man
. always reaches the top.

CONVICTS REVOLT.
Three Ilnmlreil Hold a font Mln

LEAVENWORTH. Knn.. Murch 20.
Nearly 300 convicts in the state peulten-
tiary have revolted, captured a eonl mine,
arc holding their guurds as hostages and
threaten to kill them if their demands
are not granted. These demands includo
immunity for the ringleaders of the re
volt.
The governor has been notified of the
state of affairs and has ordered the mi
litia to be ready to proceed to tho place.
It may be neccsary to starve the convicts
out. Any attempt to recapture the coal
mine would be accompanied by terrible
bloodshed.
The miners have threatened to wreck
the mines, but the threat Is laughed at
by Warden Tomlmsnn, who says they
would not attempt this, as such action
would endanger their lives, lie says ho
will starve, them out.
A communication was received from
one of tho guards stating they were hun
gry and tired, but so far as he could
learn nil were alive.
The first outbreak in the mine took
place shortly after the noon meul Mon
day and was started by the convicts in
division No. 8. Of tha 10 tneti in this di

ered him uud announced that they hail
decided to strike. They told the guard
that they had decided to mine two in
stead of three cars of coal us a day's

BOTHA DECLINES.
Kitchener's Pence Terms Not to His
I.lklnar.
LONDON, March 20.-In the house of
commons yesterday Mr. Chamberlain,
aecretary for tho colonies, said that Ueu
eral Louis ltotlia, commander in chief of
the Boer army, had informed General
Kitchener that he did not feel disposed
to recommend the British terms of sur
render to the consideration of the Boer
government. General Botha added that
his government, through its chief officer,
8greed with his views. Mr. Chamberlain
said he would muko Lord Kitchener's
terms public nt once.
The issuance of parliamentary papers
on the negotiations between Lord Kitch
ener and General Botha is delayed. Gen
eral Botha's refusal to accept the peace
terms offered him Is commented upon
with un evident sense of relief. The idea
that Lord Kitchener initiated the nego
tiations instead of General Bothn, as had
been supposed, is unpalatable to the Brit
ish press. The I aily Mail, under the
editorial caption "Our Uejected Suit,''
asks why the government instructed Lord
Kitchener to sue for peace after the mur
der of the peace envoys and concludes
as follows:
"Let the war be pressed to the utmost
and let further re-enforcements be pre
pared, for they may be needed, but above
ail let us have no more 'negotiations.' "
India' Finance.
LONDON, March 20. The viceroy of
India. Lord Curzon of Kedleston, has
telegraphed to tho Indian office to the
effect that the finnnclal statement to bo
submitted to the legislative council
today shows the surplus for the last
fiscal year to be 1,H0,000 in spite of
the famine relief of 4,227,000. It is es
timated that the surplus for this year
will be 001,000. The general results
are considered to be exceedingly good in
view of the famine and the plague. As
to the countervailing sugar duties, no
conclusion is yet possible, but the im
portations from British colonies during
the last ten months have shown a large
proportionate iucreuse.
