The troubles of the Administration
are rapidly increasing. The deeper
the Cuban stealing is probed, the
worse it gets, and it is now believed
that a conspiracy existed to loot the
Cuban revenues and that it included
officials in Washington as well as in
Cuba. In addition to that worry, the
enthusiastic reception of the Boer
Peace Envoys in New York and
Washington, indicating deep public
sympathy for the two little republics
which are fighting so bravely for ex
istence, has caused Mr. McKinley to
lose sleep trying to think up some
way to jolly the envoys without offend
ing his silent partner the British
Premier.
How the Cuoan scandal stands
may be judged by the following ex
tract from a speech made by Senator
Bacon, in favor of his resolution for a
Congressional investigation of all re
ceipts and expenditures in Cuba since
it passed under American control:
"Within the past week the fact has
been disclosed a fact that brings the
blush of shame to the cheek of every
American citizen that trusted offi
cials in Cuba have misappropriated
lare amounts belonging to the people
of Cuba. No body knows how large
these amounts are. At first it was
stated they were $30,000; next it was
saiil they would amount to $75,000,
and now it is estimated the amounts
may aggregate $400,000. At first
only one man was involved in the
difficulty. Now there are many so
many that it is estimated it may
amount to a conspiracy."
Mr. Clark of Montana, stirred up
the Senatorial menagerie by his clever
sc.ieme of resigning his seat in the
Senate and being immediately ap
pointed to the vacancy by the Lieu-tenant-Governor,
who was acting
Governor, and the roaring is still go
ing on. It is doubtful whether Mr.
Claik will be seated.
The Senate Interoceanic Canal
Committee declined to assume the
responsibility of holding up the
Nicaragua Canal bill, and favorably
reported it to the Senate. Boss Hanna
makes no secret of his intention to
prevent its being passed, if possible.
Senator Hale is not an admirer of
Imperialism, although he has not said
much in public against the McKinley
imperial policy. This week he made
the following remarks in the Senate:
"The history of colonial possessions,
from the days of the Romans to the
present time, is a history of robbery,
peculation, extravagance, wrongdoing
in high quarters, and corruption broad
and large. I do not think the ex
amples ot today are going to show
that the American people are to be
exempt from the monstrous evils
which always have attended a colonial
policy. The jaunty way in which the
American people have embarked in
the enterprise of colonial possessions
has certainly received a rebuke in
what has been seen to happen during
the last few months."
Senator Butler, of N. C, denies
that he has resigned or has any in
tention of resicninu as Chairman of
the Populist National Committee.
He said he was elected chairman con
trary to his wishes and with the know
ledge that he would for the present be
unable to give his entire time to the
duties of the position, and that it was
at his request that Mr. J. H. Edmis
ton, of Nebraska, had been made
Vice Chairman of the committee,
Mr. J. A. Strouthers, of Toledo,
Ohio, who is now in Washington, ac
knowledges being somewhat puzzled
by republican loeic. He said: "I was
in Michigan last week and the repub
licans there told me that Pingree ha
tost nis mlluence because he hail ap
pointed officials who had stolen public
money and were under arrest; that
Pingree's opposition to Senator Mo
Millan's re-election would not intlu
ence a single legislator, because he
was totally discredited by appointing
inends to office, who had proved un
worthy of the honor and trust. But
here in Washington 1 am told that

McKinley will not offer to any extent,
because he appointed a lot of men in
Cuba who have apparently stolen
everything but the soil of the island.
Of course the republicans are trying
to say that McKinley lud nothing to
do with the Cuban imtments
that they wie uiailo by subordinates.
The people do not know much about
such fine distinctions. The President
is the government, and as such, made
the appointments and must stand for
them."
The trick of the republican mem
bers of the House Judiciary commit
tee, in making the proposed anti-trust
amendment to the Constitution in
fringe so heavily upon the rights of
the States that it would be opposed
by every democratic member of the
committee, was so transparent that it
is surprising that such astute politici
ans as the republican members of that
committee are should have resorted to
it. But the case is desperate. They
know that the people as a whole re
gard the democratic party as the
enemy and the republican party as
the ftiend of trusts, and thcr object
in fixing up this amendment so as to
be certain that it would be opposed
by democrats was to try to fool the
people into the belief that the demo
crats were opposed to amti trust legis
lation. It is becoming more difficult
all the time to fool its people, and
such tricks as this will not do it.
Eusiues8 of the Week.
Dun's business Keriew has the fol
lowing to say concerning the business
condition :
"Business is not what it was a
year ago, but men do not agree in
defining the difference. The working
force, then increasing fast, is now de
creasing. Works are stopping to re
lieve excessive output in manufactures
of paper, cotton, wool, leather and
some forms of steel, while prices are
suddenly reduced tor the same pur
pose in lead, wire and nails. What
seems to some "merely spring dull
ness," others think "the beginning of
reaction." The remedy for one tlilfi
culty does not fit the other, and there
more need than usual for close at
tention to the meaning of events.
In place of the wild speculation in
securities which swelled exchanges a
ear ago, there has come such liqui
dation that twtnty preferred industrial
stocks have sold this week at prices
averaging $83 14 per share, though
the same stocks sold in April last
year for $99.66 per share, and twenty
common have sold this week for
$38.49, which sold last year at
$76.99, double the price. Yet many
ot these companies have earned and
paid good dividends and all have en
joyed a year of extraordinary busi
ness. The industrials have reached
the lowest average they have ever
known, while the sixty most active
railway stocks, though depressed
about $4 per share since early in
April, are higher now than in most of
anuary or February, higher than early
in December and higher than a year
ago. The earnings in two weeks of
May 8.8 per cent, larger than last
year and 10.9 per cent, larger man
in 1898, reflect the heavy tonnage,
and show that a large share of it is in
the form of merchandise for distribu
tion, indicating a heavy consumption
of goods. On roads reporting for
Aptil the gain has been 12.6 per cent,
over last year and 18.4 per cent, over
1808. It seems to be not the con
duct of railways or the business of
the country that excites distrust.
Business in some lines has been
hindered by the holding of prices so
hich as to check consumption, l.ie
closing of works by the Steel & Wire
Co., followed by the reduction of $20
per ton in prices of its products ; the
closing of many paper mills because
of over production ; the sudden re
duction ot 70 cents per 100 pounds
in lead from the price to which it was
raised late in December ; the report
that tinplate works may be closed
awhile for similar reasons, create a
feeling that some business no longer
has the guarding and guiding influence
of prices answering quickly to the de
mand for consumption. But progress
toward a healthy adjustment has been
rapid within the past week."

Cruelty to Animals requests the pub

Children", when in the woods these
springtime days, should be careful
what they eat. Near Ilazleton, a
few clays ago, two children ate what
they thought were huckleberry blos
soms, which they found in the woods.
Both were taken violently ill shortly
afterwards. One died in great agony,
and the other came near dying. It
is supposed the children ate laurel
blossoms, which are poisonous.
Greatly Improved Train Serrice on the
Philadelphia & Reading-
Beginning Sunday, May aoth, the
Philadelphia and Reading made a
complete re arrangement of schedule,
improving the service all over the line.
A new fast express train will leave
Pottsville at 8:45 a. in. every week
day, stopping only at Schuylkill Ha
ven, Reading, Pottstown and Phoenix
ville, and arriving at Reading Termi
nal, Philadelphia, via the new Subway,
at 11:00 a. m. A new fast express
train will also leave Philadelphia at
4:35 p. m, weekdays, stopping only at
Reading and Schuylkill Haven, and
arriving at Pottsville at 6:45 p. m., a
run of two hours and ten minutes.
A number of other main line trains
will leave unci arrive via the subway.
Train leaving Harrisburg heretofore at
9:00 a. m. will now leave at 8:20 a. m.
and connect with the new Pottsville
train at Reading, arriving at Phila
delphia at it a. m., cutting down the
time between Harrisburg and Phila
delphia by twenty minutes. A gen
eral improvement will be noticed all
over the system. All express trains
equipped with standard first-class
coaches and Pullman parlor cars. For
definite information as to changes
consult public time-tables.
