Must Take Out the Meter.
Judge Butler handed down an opin
ion in court at Media last week that
will be of interest to citixens and to
pubhc corporations all over the state.
J. Watts Mercur, of Wallingford,
brought suit against the Media Elec
trie Light company to require it to
furnish him light at the same rate as
lj3ht was being furnished to other
users. He had a meter in his house,
but found that the cost was greater
than the ordinary contract in force,
and demanded that the meter be taken
out and that he be furnished light at
the same old rate. This the company
refused to do, having adopted a rule
to use meters, in case where new con
tracts were made. Mr. Mercur claim
ed this was a discrimination and that
the light company had no right to
make one person use a meter and fur
nish light to another under contract
at less rate. The court took this view
and ordered a mandamus to issue
requiring the company to furnish
light to Mr. Mercur at the same price
as it docs to others.
Proper Form of Punishment.
A West Haverstraw justice has in
augurated a new method of punishing
misdoers that is not provided for in
the penal code, but seems to be effect
ive. Five boys were convicted of
throwing stones ac railroad trains, and
the justice sentenced them to be spank
ed to a finish in court. They were
walloped by their parents for fifteen
minures, and now they will be good.
There are other classes of offenders
who might be reformed by the same
treatment.
Bribery Charges Soon to be in Court-
A large number of subpoenas were
served on Shamokin people on Mon
day to appear at Criminal Court next
week to testify in the bribery charges
against five Councilmen and ex
Councilmen of that town. The cases
will come up for trial on Wednesday,
May 9. The defense will be repre
sented bv Messrs. James Scarlet, of
Danville i' W. H. M. Oram, of Sha
mokin j II. S. Knight, Sunbury, and
W. Stevens, of Reading.

Will Interest Ministers.
The commissioner of internal rev
enue has made the following ruling :
AJmarriage certificate, to be returned
to any officer of a state, county, city
or town to constitute part of a public
record, requires no stamp. A mar
riage certificate issued by the officiat
ing clergyman or magistrate and given
to the parties, if required by law,
must be stamped at the rate of ten
cents.

millions, then falling to 212 millions in
1NN5-S8, tho first year of the Cleveland
administration. After the census leg
islation of 1S90 there whs a rapid In
crease, end In 18U8 tho expenditures
went up over a hundred millions aud
were 443 millions of dollars.
Secretary Obko on Monday, as re
quired by law, sent to congress esti
mate for the appropriations for the
next fiscal year ending July 1, 1301.
The aggregate Is $r,p, ,081,t!H, or 38
millions over tho estimates for tho cur
rent year and 34 millions over the ap
propriations. The total on account of pensions is
$145,230,232, which Is a decrease of
$3,380 compared with the current year,
from which it would bo supposed that
pensions were on tho down grade, but
the West Indian and I'hlllpplno pen
sions remnin to bo heard from. Our
nrmy and naval expenditures are In
creasing. For the army next year 190
millions Is nuked, anil for tho navy 70
millions, an Increase over tho current
yenr In both branches of tho service of
52 millions.
Our nrmy, nnvy nnd pension expen
ditures for the coming year foot up tho
enormous sum of $411,812,772, leaving
from the grand total the sum of $219,
2fi!t,221 for all other purposes of gov
ernment. We are not only nearlng
but passing the totals of European Im
perialism. Nearly two-thirds of the
enormous aggregate of national expen
diture goes to war nnd navy and the
pensions of past wars.
President McK inlay's national book
keeper figures up that he will need for
the closing year of the McKlnley ad
ministration the neat sum of $031,000,
000. The avernge rate of expenditure
of Cleveland's administration was
$270,000,000 a year, and for his second
administration $365,000,000, the In
crease resulting mnlnly from the de
pendent pension law, which he vetoed
his first term and became a law In the
llarripon interregnum.
To state the case fully, the appropri
ations and expenditures of the four
years of tho McKlnley administration,
accepting Secretary Cage's estimates
for the closing year, will be as follows:
1897- 98 $443,368,583
1898- 99 700,093,504
1899- 1900 600,958,112
1900- 01 631.081,394
The difference between 631 millions
of dollars a year and 270 millions of
dollars n year represents tho difference
In cost between Cleveland's American
policies and McKlnley's imperialist
rage. Are we not paying a little too
much for our whistle? And yet Presi
dent McKlnley at the outset of hta
message declares that the conditions of
the country "are of unusual prosperity,
of universal good will among the peo
ple nt home and In relations of peace
and friendship with every government
of the world." We are paying at the
rate of six and seven hundred millions
of dollars a year for it, for every penny
Is drained from the pockets of the
people by taxation. It Is their sub
stance that is being thrown away on
anti-American policies.

Dispatches from Puerto Rico show

welcomed our troops so enthusiastical

money to plant crops or to pay labor
ers, thousands of whom are on the
point of starvation. The local press
expresses the opinion that the condi
tions were better during the darkest
days of the Spnuish regime."
Imagine that, and try to put your
self in the place of the American citi
zen who Is willing to have thnt shame
remain upon the American flag be
cause he thinks that if tho starving
Puerto Kicans were allowed to sell
their products freely In our markets, as
the president - has recommended, his
profits might be diminished by their
competition.
Suppose that when wo were expand
ing so blithly In August, 1S98 when
the Puerto Weans were scattering flow
ers borore our Invading soldiers and
shouting "Vivan los Americanos"
some cynical, unpatriotic, small Amor
lean had said: "What fools! These
people have seen ttaolr best days. Spain
hns been their true benefactor. Spain
hns made them prosperous. Under our
rule their Industries will decay, their
laborers will starve, their crops will
rot on their wharves, nnd we shall let
them go to ruin, so that they may not
bother us In our markets." What
should we have said to that base llbel
er of this country?
The present condition of Puerto Rico
should have been absolutely Incredible
and Inconceivable to Americans of two
vears ago. We thought we knew our
own hearts, and we should have said
with entire conlldonco that wherever
our flag went It would go ns a messen
ger of benediction. Has a year and
a half of empire stripped us or all the
fine feelings of humanity with which
wo went into the war for Cuban lib
erty and turned us into a race of mer

have defied any storm they have met,
