Washington, April .3, 1900.
Mr. McKinley has gone oft on a
pleasure junket, but Boss Hanna is
working over-time. He is fixing up
the platform that will be adopted by
the Ohio Republican convention this
week, and he is trying to figure out
whether the country can be enthused
by a little jingoism in connection with
the failure of the Sultan of Turkey to
keep his promise to pay $90,000 for
property belonging to American mis
sionaries, which was destroyed several
vears aco by a Turkish mob. If he
decides that jingoism is advisable,
Secretary Hay will probably give the
Turkish minister his passport, and the
Republican press will be filled with
spreadeagleism about the determined
stand the administration has taken for
the protection of American mission
aries and their interests. Mr. Mc
Kinley can find time to go away for a
week, but his task isn't as heavy as
that of Boss Hanna, who has started
out to tty for four more years of auto
cratic power and hasn't any time to
waste on pleasure.
The House is in open revolt against
the administration plans of prevent
ing action on the Nicaragua Canal bill
at the present session. 250 members,
half Democrats, have signed petitions
to Speaker Henderson, asking that a
rule be reported for the consideration
of the Canal bill on the first of May.
If he ignores that petition, those who
signed it, being more than two-thirds
of the House, can force their will if
they stick together, and the indica
tions are that they will.

The House bill, providing for a
form of government for the territory
of Hawaii, which has been agreed to
by the conference committee and will
become a law, extends the tarilT laws
of the United States to Hawaii, mak
ing the Territory a customs district of
the United States witn four ports ot
entry, which serves to accentuate the
injustice ot tne treatment ot poor
Porto Rico by the Republicans
Hawaii is to ofllcially become a part
of the United States, while Porto
Rico, almost at our doors, is to be
only an imperial colony.
Colonel Bryan and Admiral Dewey
are to meet in Chicago May 1, and
the prediction is quite frequently
heard in Washington that the result
of that meeting may change the Ad
miral's aspirations to the extent of
making him a candidate for the sec
ond place on the Bryan ticket.
About one hundred gentlemen, rep
resenting the drug trade, are in Wash
ington, spending a lot of money in
hotel bills; while they are trying to
get a bill, repealing that portion of
the war taxes affecting their business,
favorably reported from the the Ways
and Means Committee. Thevareon
the wrong track. Hanna is the man
they will have to see. He has de
cided that no reduction of war taxes
shall be made at this session. He
figures on getting campaign contribu
tions from every interest affected by
those taxes, and the interests which
chip in the heaviest will be the ones
favored when the reduction is made
at the next session of Congress.
Representative Wheeler, of Ken
tucky, representing the city of Padu
cah, last week presented Admiral and
jurs. uewey about the most unique
invitation they have yet received. The
raouchans want the Admiral and his
wife to stop with them while on their
western trip. An oak casket, about
18 inches square, with gold handles
and silver corner trimmings, and
silver plate on top encraved with
"Welcome to Admiral and Mrs.
uewey, contains the invitation
proper, which is on a sheet of curly
birch, and reads as follows : "To Ad
miral and Mrs. Dewey: This town is
yours. Pull the latchstring we will
do the rest. Don't surprise us, but
inform us when you pull. Inside the
oak casket were also twelve bottles of
twenty-year Kentucky whiskey, and a
cut glass decanter incased in silver,
and bearing this greeting : -Admiral
and Mrs. Dewey : We extend greet
ings and earnestly request that you

Senator Hoar told some truths,
which were decidedly unpleasant to
the administration, in his speech on
the Philippine question which he de
clared was a long ways from being
settled. For instance, he saids "If
there had been a single assurance that
we intended to respect the independ
ence to which they aspired, there
would have been no war. If we had
dealt with them in the treaty of peace
as we dealt with Cuba there would
have been no war. If we had not
hurried re inforcements to Manila,
both of ships and of men, strength
ening the forces of our army and
navy there, after Spain had yielded,
there would have been no war. If
the urgent request of Aguinaldo, after
the outbreak of February 5, that hos
tilities might cease, had not been met
by the declaration of Otis that 'fight
ing must go on,' there would have
been no war. If Acuinaldo's offer to
withdraw had been met in a like spirit,
there would have been no war. If
Senators had not been talking about
holding on to all they could get,
about making money out of their
great act of liberation, about keeping
from the people of these islands their
liberty and their independence, for
purposes of gain and trade, there
would have been no war." Notwith
standing this arraignment, Mr. Hoar
will work and vote for McKinley's re
election and a continuation of the pol
icy he now attacks.
Shippors to Pay tStamp Tax-
United States Supreme Court Decide In Fa
vor 0! the Express Companies.
The U. S. Supreme Court has de
cided the cases involving the stamp
tax as it applies to express packages,
the question involved being whether
the shipper or the carrier shall pay
the stamp charges on packages.
1 he opinion was handed down by
Justice White and was favorable to
the express companies.
There were two cases before the
Court involving the question at issue,
but the opinion was based upon the
case of the American Express Com
pany vs. Attorney General Maynard,
of the State of Michigan.
The case came to the Supreme
Court from the decision of the State
Supreme Court of Michigan, which
decision was adverse to the claims of
the express companies.
The opinion just filed reversed this
opinion.
Speaking of newspapers, Sam Jones
says : "If 1 wanted to get a right
square judgment, I'd rather go in a
newspaper office than a court of jus
tice. No man, wnose life is true,
pure and just, is afraid of all the
newspaper presses in America. They
aie the best detective force in the
country to-day. They have punc
tured more shams, and, so far as I am
concerned, I say take the bridle off,
and let them go. The only ones that
will be hurt will be the shams and
frauds. And if you think the news
papers print too much of a sensation
al kind, don't you read it. The pa
pers need to be reformed, but the
people have got to reform first. News
papers are printed for money, and to
suit their patrons. If you think they
are run on a high moral platform,
like Mr. Barnum's circus, just reform
yourselves, and the paper will follow
suit."
Btonos Must be Removed from the Koads-
On May 2, 1899, Governor Stone
approved an act of the Legislature
designed to provide for the improve
ment of the lu.iin traveled ro:n!s of
this common.ve.ilth. It would be in
teresting to kno.v how many boards
of road commissioners throughout the
county have complied with the act,
which is mandatory, and reads ns fol
lows :
"Be it enacted, etc., That from and
after the passage of this act the town
ship supervisors and road commis
sioners of the several townships with
in commonwealth, shall, annually, on
the first Monday of April, enter into
a contract with one or more taxpay
ers to remove and take away the loose
stones from the main traveled high
ways in such township, at least once
each month during the months of
April, May, Jur.e, July, August, Sep
tember and October of each year.
The supervisors, or road comtnis
sionets, as aforesaid, may delegate the
authority conferred by this act to the
pathmastcrs, and in any case the com
pensation allowed to the person or
persons performing said work shall be
made by crediting the amount upon
the road tax assessed them."
It will be seen by reading the act
that the road commissioners have no
option in the matter, but "shall" enter
into such contracts.

Keduced Rates to Oincinati Via Pennsyl
vania Railroad.
For the benefit of those desiring to
visit Cincinnati during the session of
the People's Party National Conven
tion, May 9, the Pennsylvania Rail
road Company will sell tickets trom
all stations , at the rate of one first
class fare for the ropnd trip. Tickets
will be sold and good going May
only, and returning leaving Cincinnati
not later than May 12.
The way Lily Langtry is cancelling
engagements to present "Ihe Degen
erates" must be a sore disappointment
for the morality censors who hoped to
see the play and screech against it af
terwards.
No danger of any long thirsts in
Pittsburg this year. Last week some
five hundred saloonkeepers were
granted licenses to sell wet goods in
the smoky city.

lately handed down a decision in a
suit " instituted by the Pohoqualine
Association relating to the rights of
fishermen and owners of streams. He
rules that a fisherman is guilty of tres
nass who enters a stream and fishes
without the consent of the landowners
although he wades the stream and
does not touch dry land; and the fact
that the state has stocked the stream
does not make it a public stream. This
decision is a good thing to remember
if those who have heretofore thought
it otherwise want to save themselves
trouble.
