Roosevelt is in the field as a candidate for the Repub lican Presidential nomination has found a sufficient number of believers among the McKinleyities to make it more important than it seemed to be when it reached Washington several days ago. It is now said that there is a, Roosevelt machine and that it is plentifully supplied with money and is already dickering with the men who usually control delegations from the Southeran States to Republican Na tional Conventions; that Roosevelt's positive refusal to be a candidate for Vice President and his declaration against the Nicaragua Canal treaty and in favor of absolute American control of the can ll was part of his scheme to attract the support of the anti-McKinley Republicans. A con siderable number of Republicans in both Senate anl House would be glad to see Mr. McKin'cy defeated for the nomination, by Roosevelt, or anybody else, but they have no idea of sacrificing all their official pie by announcing that fact, unless it can be shown that Roosevelt, or somebody else, has support enough to win the nomination. Some think that Roose velt is merely making a bluff in ordet to force the Administration to throw its influence in favor of his renomi nation (or governor. Representative Bell, of Colo., show ed in a short speech that the claims repeatedly made by Republicans, that the banks made no profits by the de posite of Government money, was ridiculous. He had written to State Treasurers and ascertained that they receive from ij to 4 per cent, on daily balances from the banks in which stale funds were deposited, but the Government didn't receive a. cent of interest on the millions deposited bv Secretary Gage's orders in Nt- tional banks. Mr. Hell characterized those deposits as a crime against the people. Senator Talaiferro, of Florida, last week made public a vigorous denial of the charge made in a New York paper, on the authority ot a detective, that he had during the Spanish war been a party to a conspiracy to de fraud the Government through the purchase of a lot of bacon by a com pany of which the Senator was an officer. In addition to pronouncing the charge "a tissue of malicious falsehoods from beginning to end," Mr. Talaiferro says it was prompted by the animosity of ex-Senator Call. Senator Jones, of Nevada, whose speech against the Republican gold standard bill was among the best heard, after stating that the measure was vicious from beginning to end, and that it provided for a permanent increase of the bonded debt, said: This bill places in the national banks the control of the bonded debt of the countiy. Whenever the banks see fit they can reduce the gold reseive be low the limit and force an issuance of bonds $ and this process can go on indefinitely. All this in the interest of the creditor, in the interest of the bond-holders, and grievously against the interests of the people. Political independence is much to be desired, but I would rather live under an abso lute despotism and have financial independence than to have political independence and be financially de pendent. Political independence without financial independence is only independence in name. There seems to be something at tractive in the word "subsidy" for the average man in Congress. The House Committee on Interstate and Foreign Cnmmerre has decided bv a vote of 8 to 5, in favor of the bill authorizing the lavinir of a Pacific cable by a pri vate corporation and the payment of a subsidy by the Government tor a period of twenty years. Mr. Ball's reso lution is now in the hands of the Committee on Rules, and the question of whether there shall be any trust legislation is up to that Committee, which is dominated by Speaker Hen derson. Believing that if the isthmian canal is to be a world canal, instead of the distinctively American canal it ought to be, the world ought to chip in its share of the cost of constructing it. Representative JelTerson Levs, of N. Y., has instructed a bill, authorizing negotiations with the maritime nation? asking them to contribute to the con struction of the canal in proportion to the extent of their shipping tonnage. A. The Past Wetk in Business Dun's Weekly Business Review reports the business situation of the past week as follows : "Business continues larger than ever at this season in amount of pay ments, and on the whole as large as ever in retail deliveries, though new transactions do not yet give assurance that it will hold at the same rate. conditions affecting new orders and contracts have changed in some re spects most favorably, while other changes tend to restrict operations for a time, but a conservative judgment of the conflicting tendencies appears to warrant strong hope. With lighter speculation, clearings at New York for the week exceed those of previous years, and tor the month thus far the increase outside New York is 3 per cent, over last year, and 25 per cent, over 189S. The phenomenal increase ot $21,152,400 in bank loans last week cannot be ascribed to commer cial business, which has increased but slightly, from 17 to 18 per cent, of all loans, but was not owing on the other hand, as some ftared, mainly to peculative loans, but to operations connected with Western Union bonds and the Baltimore & Onio settlement. Important branches of business are indered by labor troubles, of which the building trade strike at Chicago affects the greatest number ot men. Circumstances do not yet promise its speedy ending, and in some other branches of industry prosperity and advancing prices seem to have ren dered controversies more frequent. But in other branches declining prices, or such decrease of orders as may lead to stoppage of works, have an opposite tendency." $100 REWARD. $100. Don't Lose Much If Mr. Toe Sibley imagines that the announcement of his purpose to accept a renomination to Congress from the Republicans of his district is going to disgruntle or dishearten the Democrats of Pennsylvania, then Mr. Sibley is mistaken just to the extent that he inflates himself with such a belief. Of all the men who have figured in poli tics in this State, for years back, none will be missed less in his retirement from Democratic circles than will the Venango Congressman. During the years tha'. he has been to the front and parading himself as a Democrat he has never been known to devote a minute of his time to contribute a dollar of his wealth, or to turn his hand or open his mouth for the parly he professed allegiance to. He was content to accept the loaves and eat the fishes, and to glorify Sibley. Last vear when the Legislature was in session he exibited his honesty (?) of his political convictionsiby his attempt to hood-wink the Democratic Mem bers into a scheme that would insure the election ot Boss Quay to the Uuited States Senate. The vigilance of Col. Guffey, Senator Cochran and others uncovered him so quckiy and so completely that he failed to find a single follower. Lven the memDers who had been candidates on the same ticKet with him refused to heed his appeals and after a week of campaign- inc. in the interest ot the enemy ana the betrayal of his party, ne lett tor home without a single follower, or the political respect of any one. His latest move will cause no more regret in Pennsylvania, than did his leaving Harris urg after his discredited efforts for Quay last March. He will take no one with him. All that the Republicans will get wil! be Joe Sibley, his eccentricities, his unreliability and his doubtful political principles.
