Commander Richard Wainwright has been appointed Superintendent of the Naval Academy at- Annapolis, Maryland. Crime appears to have considerable sway in Lackawanna county, Dis trict Attorney Jones' criminal list scheduled for trial at the February sessions of court comprises 323 cases. The new company will finally reach this section. The Republican mac'.iine leaders in Philadelphia presented the names of 20,427 alleged voters for whom Tax Receiver Roiiey was asked to issue tax receipts for use at the spring elec tion. ui tnese an but 2,507, or nearly 90 per cent, were found to be bogus. The tax receiver has refused to issue the receipts and there is con sternation among the candidates who depended upon this padded list for success. Tee Party of Anarchy and Outrages- Whal was threatened has been ful filled. What was planned has come to pass. Republicanism, to maintain its power in Kentucky, has not hesi tated to resort to assassination, nor faltered in its determination to create anarchy to accomplish its purpose To-day, he who was the duly elected Governor of that once great Common wealth fills a martyr's grave; law is set aside: the courts defied; riot and blood shed threatened on every hand, and from one end of the State to the other a reign of terror exists, such as has never been felt by any people, or dis graced any government. Ana why r aimpiy to hold power that was wrongfully given to Repubh canism three years ago, and that would be taken from it if the forms of the law were submitted to and the will of the people recognized. Kentucky is a Democratic State, Even the most violent bigot who votes the Republican ticket will ad mit this. At the recent election, and in the face of the facts that tissue bal lots were used in many districts ; that fraudu'ent returns were made from others ; that Republican judges drove regularly chosen election boards from the polling places ; that unauthorized . persons were put in charge ot many of the elections; that the militia was called out and used to intimidate voters : that arms from the state arse nals were scattered over the Stale among the thugs and toughs of the Republican party and in spite of all the fraudulent, forcible and dishonest means used against them the Demo crats carried the State by an over whelming majority, as shown by the election of members of the Legislature and county tickets. On the question of who was elected Governor, there was room for an honest difference ot opinion. . Three candidates were in the field. Among them the vote was so divided that neither had a majority of the whole. Taylor, who has since sought to resort to anarchy and to benefit by assassina tion, with all the frauds his moonshin ers had committed and in the face of the intimidation his predecessor had practiced, was over 7,000 votes short of a majority of the whole. The people of Kentucky demanded a legal inquiry into the methods re sorted to at the election and a con stitutional determination of who had been elected. Thev annealed to the Legislature the power fixed by the Constitution of the State to hear and determine such questions. It was a grave question that was sought to be determined. It was the legal and constitutional authority that its decis ion was referred, the outcome of which no man knew nor could any one predict. And it was here that the Republic anism showed its real purpose, not to submit to any law or any decision that would disturb its claim to control Ir had authority over the militia, and it called them into requisition to inti midate and over awe the Legislature; it brought its law defying population to the capitol city and armed them with State rifles to defy the orders of the courts; it hid its assassins in the public offices and protected them from the penalties of the law with the bay onets of the militia it controlled; it committed murder in the broad light of day and shielded the criminals be hind the barricaded doors ot the creat ure it claimed was elected to administ er justice and see that the laws were enforced; it openly and brazenly de fied the courts, and as shamelessly re sorted to brute torce to prevent their interference with the ouirages it was committing to continue itself in pow er. Anarchv, red handed, blood-be spattered anarchy, is the result. And for it Republicanism that in cited it, that now seeks to excuse and condone the atrocities that have been committed, is alone to blame. Possibly it can survive such a rec ord, but it right is to reign, if man hood, honor or love of justice, lives within the hearts of the people, the brutal and cowardly assassination of Governor Goebel will cling to Repub licanism in Kentucky until, like the poisonous shirt of Nessus, it has not only consumed its flesh but has rotted its treacherous bones. That English diplomacy is away ahead ot English military generalship has once more been proven by the Nicaragua Canal treaty, sent to the Senate this week, which instead of being received with shouts ot ap proval, as Mr. McKinley seemed to think it ought to be, has been met with stern protests, even from sup porters of the administration. Al though England is in a position where it would have agreed to almost any thing proposed by this government, which is almost its only friend among the nations of the world, the English diplomats jjot exactly what they want ed. To reduce the treaty to every day language, England graciously agrees that we shall build the Nica ragua Canal with American money, provided that she and all other nations shall have equal use of the canal both in peace and in war and that the U. S. agrees never to fortify either end of the canal. Unless many Senators change their present attitude, this treaty will not be ratified, unless its present jug-handled features are cut out. The sentiment in both branches of Congress, regardless of party, favors the construction of the Nicaragua Canal by this government, provided that we have absolute control of it, which means, of course, the right to close it to our enemies in time of war. After all their bluff and bluster, the republican Senators are afraid of going before the country squarely on the issue of the single gold standard, and last week the majority of the Finance committee reported the old inter national bimetallism bamboozlcr as an amendment. The amendment, which merely 6ays that the bill is not intend ed to place any obstacle in the way of the accomplishment of international bimetallism, is too palpable a humbug to fool any man, but it is intended to ease the consciences of such so-called republican bimetallists as Senator Chandler, who was instrumental in getting the amendment reported, and to give such western silver republicans as care to take advantage of it an op portunity to sneak into the gold camp. Representative Williams, of Miss., one of the leading democratic mem bers of the House Committee on Foreign Affairs, made a strong speech against the annexation of the Philip pines, meeting the republicans on their own plane of dollars and cents and showing what poor business it would be in the end. He ridiculed the idea which political necessity has caused the republican leaders Jn both House and Senate to adopt that the U. S. does not include the territories of the U. S. and predicted its over throw by the Supreme Court. The closing words of Mr. Williams, which were greeted with applause, follow: "I am much more opposed to annexa tion of the Philippines in its old his- toric American sense than I am to the new-fangled doctrine ot imperialism. As much as 1 would hate to see the Declaration of Independence thrown to the winds, as much as I would hate to see the historical landmarks of Washington's Farewell Address for gotten, as mucn as l should hate to see the Constitution amended so that we might have subjects, I would rather change the Constitution, I would rather be relegated to the unwritten constitution of England, to the com mon law itself, than to admit eleven million of barbarians like that to share and share alike with me and mv child ren and my grandchildren in molding the destinies of this great republic. the last hope of all the ages for popu lar freedom and for the demonstra lion 01 me lact mat man can govern himseit. Lawton, who was recently illed in the Philippines, was buried at Arlington cemetery last Friday af ternoon.
