THE COLUMBIAN. BLOOMSBURO. PA- WASHINGTON. from our HKUlar Correspondent. Washington, Jan. 29, 1900. There is open revolt in the republi can ranks against a part ot the Mc Kinlcy programme. Senator Plait, of Conn., has given notice of his in tention to offer amendments to the administration bill providing govern ments tor Hawaii and l'orto Rico. He will amend both bills by moving to strike out the clauses allowing each of the islands td send a Delegate to Congress, and in the case of Hawaii bis amendment will provide for strik ing out all that portion of the bill deal ing with custoirs duties and a con tinuation ot the present customs rela tions. Instead of free trade with Porto Rico, as the bill provides, Mr. Piatt's amendment provides for the collec tion of a duty on all articles from Porto Rico brought into the U. S. equivalent to 80 per cent of the duty collected on similar articles trom for eign countries, and for a duty in the same proportion to be collected in Porto Rico on all goods from the U. S. How serious this revolt will bt is yet to be determined, and it will de pend largely upon the attitude of the democratic and populist Senators, but it has greatly alarmed the administra tion. Roberts was thrown overboard last week, according to programme, and, according to the ethics of the unco good, the House must be today a very much more moral and virtuous body. Well, it may be that it is, but there are serious objections to the House, as at present constituted, set ting itself up as a court to pass on morals. This isn't meant as a detense of Roberts, who deserved to be kick ed out for cowardice as well as for polygamy, but as an advance protest against the House going into morality censorship as a regular business. That business is already badly overcrowded. a Secretary Gage must be disgrunt- leu auout something, lie said a day or two aio that he believed the Boers would lick the English and sincerely hoped they would. Here is more treason in the McKmley camp, and Gage isn't Irish, either. Representative Champ Clark, of Mo., sent the following cablegram to Webster Davis, Assistant Secretary of the interior, when the news was re ceived that Davis was on his way to Pretoria, in President Krugcr's private car : "Webster Davis, Pretoria, care of Kruger: Hearty congratulations on good company 111 which you find yourself. Have always admired your splendid genius, and now that you are out of the society of republicans and jingoes, and fraternizing with men fighting for liberty, I hope, when you return to your native shores, you will join the democrats. We will give you a most cordial welcome." Air. Mc Kinley is so much afraid that the visit of Davis to Kruger will be miscon structed that he has caused it to be officially given out that Davis is travel ling as an individual and not as a lepresentative of this cjovernment. Senator McEnery, of La., made a speech against the Pritchard resolu tion declaring the proposed suffrage amendment to the N. C. constitution, similar to the one now in force in La., to be unconstitutional, in which he declared that his state had been great ly benefited by the restriction of suf frage ; that while Congress had the power, it had not the right, to declare any law or constitutional provision of a state unconstitutional, that right be longing solely to the judicial branch of the government. He stated the whole race question when he said lbere can be no admixture of the races. This is a law of nature. Tney mum yuik our, tneir tiestinies on parallel lines, which cannot come to gether. Representative Henrv. of Texas. has introduced a bill providing a gov ernment tor l'orto Rico, which most democrats think good enough to be made a party measure. It follows the lines of the laws establishing territor ies, wmcn nave stood the tests ot century, and places the government as much in the hands of its people as those of the territories ol Arizona, New Mexico, and Oklahoma are in the hands of their people. Senator Turner, of Washington, iiudt! a speech, this week, arraigning the administration both for its Philip pine policy and (or its attitude toward the Boers, the people of a republic struggling for liberty against a power ful monarchy. After asserting that they had the sympathy of the Ameri can people, he said: '-In other days our sympathy would have been ex pressed through governmental chan nels. But now, the ghost of liberty murdered in the Philippines stands in the way. We cannot even preserve a decent neutrality between this heroic people and their assailants. It is yet permitted to us, however, as individu als, to avert our eyes, and as those noDle men go down to death and ob livion to say to them, as I now do, 'Thou lost survivors of a heroic age I Hail and farewell."' The Quay reports have been made and the Senate will proceed to decide the question of whether he shall be seated as soon at it feels so disposed. The Quayites are shoeing so much confidence that it is believed they have received promises of support from some of the Senators who have been classed as doubtful. The Last Week la Businoss. the Dunn & Company's report of past week's business is as follows : No news is not always good news. New business for manufacturers this year has been light in some branches, aud much below the production last month. It is perhaps too often foi gotten that industries start this year with larger contracts ahead than ever before, anp when half the work of the whole year has been ordered in ad vance there cannot continue quite the same activity in new buying. The woolen manufacture has just opened a new season with the largest trans actions ever known in a single wesk, it is said, but in almost all other lines contracts previously booked would make similar activity impossible. Yet there is seen enough of hesitation caused by advanced prices to make inactivity trying. Distribution to consumers throughout the country is rapid and large, especially in quarters where it has been feared retailers were overbuying, so that there is strong confidence in the future. It could not be expected that busi ness would adjust itself without any mbarrassament to such a rise of prices as has occurred. Early in De cember wool rose too high for prices then obtainable for woolen goods, and weeks of dullness followed. But quiet buying of wool at considerable con concessions appeared more than a week ago, and the material for goods now so heavily bought seems to have been mainly secured in advance. Transactions are now not large, but more disposition to sell is reported. The boot and shoe manufacture is re ceiving small orders, as jobbers pay the price asked only for such limited supplies as are needed for sorting, but their urgency to receive goods hereto fore ordered is marked, and shipments from Boston have been 3S0.963 cases in tour weeks, about 4 per cent, more than in 1898, and 16 per cent, more than in 1895, with greater increase over every other year. At a fully attended meciing of the forestry commission at llirnsbiirg Simon P. Wolvcrton and Monroe H. Kulp represented a number of persons who have lands to sell to the State for forest reservations. Maps were sub mitted explaining the location of the property and its relations to the water sheds of the State. A full discussion was had with regard to their desira bility. It was shown that the lands thai have passed into the possession of the Slate about 20,000 acres are on the headwaters of the Delaware. The remainder purchased, about 39, 000 acres, are on the Susquehanna watershed There are also in sight now, with the prospect of a speedy purchase, about 40,000 acres. Governor Stone, at the meeting, terseiy stated that these reservations are to be the parks and the outing grounds ol the people forever. Law fill hunting and fishing, under suitable restrictions, will be allowed on these lands. iitt the Man Reform Bofure Marriage. The State Game Commission at Harrisburg has heard from all parts of the State concerning the game sea son, and is informed there were more deer killed legally this year than in many years, and, so stringent has been the enforcement of the deer laws, that there are many deer yet in the woods, and they are consequently multiplying. Attorney General Elkin has given the Game Commission an opinion on the law, in which he says that all special acts conflicting with the general game act have been re pealed, and the Pike county people will have to quit killing deer out of season. The Commission has been encouraging the establishing of local Game Commissions, and proposes to hold meetings all over the State.
