must consult their respective sovereigns
before starting, but the counsel for Cap
tain Dreyfus fully expect them to arrive
bar, if they come at oil, in time to give
their testimony tomorrow. In which case
the trial would probably coui'lude this
wek and the verdict be delivered ou
Friday or Saturday. This is the view
that obtains now, differing somewhat
from the feeling earlier In the day.
Colonel Jounust tohl Maitre Lemange
at the close of the session that If he re
ceived official notification that Colonels
Schwartzkoppen and l'aiilzznrdl were
coming to depose, he would be prepared
to adjourn the trial pending their arrival.
An adjournment of 48 hours would prob
ably give them time to get here.
The nppearance of Colonels Schwartz
koppen and Faiiininrdi would be the
most sensational as well as the most im
portant incident of the entire trial. Their
Appositions would be a formal and em
phatic declaration that they never had
any relations with the nccused, and they
would make such a statement that the
court must order an acquittal. Those
who are in the confidence of the counsel
Intrusted with the defense express a firm
conviction that Dreyfus will now be ac
quitted. Today's session opens with closed door
to hear from Eugene Cernuschi, the Aus
trian political refugee, the nnnie of the
foreign attache he has already mentioned
aa admitting that he had received trea
sonable documents from Dreyfus. The
remainder of his evidence will be given
In public.

terview yesterday Hear Admiral Siiinp
aon continued the report that he had
asked to lie relieved of the command of
the north Atlantic squadron after the
Dewey reception at New York. The ad
miral said, "1 some time since asked Sec
retary Long to relieve tin of the com
mand of the squadron after the reception
to Admiral Dewey, but the secretary has
not yet fixed a definite time when my re
lief shall be ordered."

KIXtiSTOX, X. Y., Sept. A strange
sight was seen here yesterday when sud
deuly tho streets all over tin city were
tilled with butterflies. Hundreds of small
hoys captured boxes full of them. At
times the roadways were covered and
the air filled with them. Where they
came from is a mystery. It is thought
they were blown iu from the far west,
and it is feared that they will lay their
eggs on the maple trees, causing much
destruction to the trees.

yesterday, was the Russian prince Can

will occur at Newport on Monday, Sept.
2f. After a brief rest here he will go to
Newport, where he will remain until

CHICAGO, Sept. ti. Yesterday was
the hottest iu Chicago since the estab
lishment of the weather bureau here in
1K71. At 3 p. m. the government ther
mometer on the top of the Auditorium
tower registered OS degrees, and on the
street level over 100 was reported in sev
eral places. A hot wind added to the
ttfeueral discomfort. Two deaths and
nine cases of prostration were reported.

Bridge company and Charles M. Tensely,
superintendent, were held responsible by
a coroner's jury yesterday for the death
of 11 men who were killed in the col
lapse of the arches of tho Coliseum

Aug. 28.

WASHINGTON, Sept. O.-The amount
of gold certificates withdrawn from the
treasury to date In exchange for gold

gold in the treasury continues to increase,

Niagara Falls Excursions.

and 19 are the dates of the remaining
Pennsylvania Railroad popular ten
day excursions to Niagara Falls from
Philadelphia, Baltimore, and Wash
ington, and intermediate points.
Excursion tickets, good for return
passage on any regular train, exclusive
of limited express trains, within ten
days, will be sold at $10.00 from Phil
adelphia, Baltimore, Washington, and
all points on the Delaware "Division;
$11.25 from Atlantic City; $9.60 from
Lancaster; $8.50 from Altoona and
Harrisburg; $6.90 from Sunbury and
Wilkes-Uarre; $5.75 from William
sport; and at proportionate rates from
other points. A stop over will be al
lowed at Buffalo, Rochester, Canan
daigua, and Watkins within the limit
returning.
A special train of Pullman parlor
cars and day coaches will be -un with
each excursion. An extra charge will
be made for parlor car seats.
An experienced tourist agent and
chaperon will accompany each excur
sion. Tickets for a side trip to the Thou
sand Islands (Alexandria Bay) will be
sold from Rochester in connection
with excursions of September 7 and
at, good to return to Rochester or
to Canandaigua via Syracuse within
5 dajs, at rate os $5 50.
Tickets for a side trip to Toronto
will be sold at Niagara Falls for fi.oo
on September 23. In connection with
excursion 01 September 7, tickets will

We have often heard the old saying
"It is cheaper to move than to pay
rent," but according to the following,
this rule will not hold good: A de
cision recently handed down by the
Supreme Court says that a landlord
can compel his tenant to come to hts
office and pay rent. He need not
look up the tenant and ask t "How
about that little matter?" but can sit
down, sue and get a judgment against
him. A landlord telephoned his ten
ant last January and asked him to
came around and pay his rent, but
the tenant said "come and get it."
More words passed, with the result
that both engaged lawyers. It has
just been decided in the landlord's
favor, and it cost the lesee $200 to
find this out.

Washington democrats are murh
pleased with the nomination of Hon. I
John R. McLean for governor, by the j
Ohio democratic State convention, '
not only because they believe him to j
be a strong candidate but because
they like the mar. and think t'.ie Ohio
democrats honored themselves in
honoring him.
Those who know what is going on
under the surface, '11 Washington, are
wondering whether Mr. Mckinley is
going to be so unwise as to allow him
self to be used by the little clique of
New York millionaires to increse the
value of their property in Santo Do
mingo, by putting his fingers in the
revolution now going on there. They
have had power enough to bring Sec
retary Hay back to Washington two
weeks earlier than he was expected,
and it is understood to be at their re
quest that Mr. McKinley will return
tomorrow, instead of a week later.
They are not asking much ! Only
that Mr. McKinley shall stop the re
volution and declare a U. S. protec
torate over Santo Domingo. A nice
mess that would be, with all the other
race troubles we already have on our
hands.
The rush for commissions in the
new volunteer regiments for the Philp
pines is greater now than it was for
those in the ten regiments recently
organized, but reports from the various
recruiting stations show that enlist
ments are much slower so much
slower that the War Department has
notified all the recruiting officers that
they are expected to get more recruits
than they have been getting.
A prominent Boston business man,
who was in Washington this week said
of the platform that will be adopted
by the Massachusetts democratic State
Convention, which will meet Sept. 21:
'It will reaffirm every plank of the
Chicago instrument, will roast the j
trusts in stinging English, denounce
the inhuman massacre of the liberty
loving Filipinos, and declare that the
imperialist policy of McKinley, if un
checked, will be the death knell of the
republic. The same man predicted
that Massachusetts would send a solid
Bryan delegation to the National Con
vent ion.

In view of the promise made in the
official proclamation of the Philippine
Commission, issued last April, that
"Local funds collected for local pur
poses, shall not be diverted to other
ends," there is ground for the com
plaints at Manila, reported by uncen
sored cablegrams, via Hong Kong, on
account of the action of Gen. Otis in
using funds collected as local taxes for
the support of the army. The country
was told that every effort would be
made by the administrafion to obtain
the confidence of the peaceable Filip
inos. Taking the taxes collected for
local benefit to help support an invad
ing army will strike most persons as a
very poor way to obtain the confi
dence of the peaceable Filipinos. It
was because of broken promises that
they revolted against Spain. The
McKinley administration has repeat
edly stated Us entire approval of the
acts of Gen. Otis; it is therefore direct
ly responsible for this wrongful use of
money collected over there. It may
have been the knowledge that a por
tion of the expenses of the large army
in the Philippines was to be paid with
taxes collected trom the natives whith
prompted Secretary Gage to say that
neither additional war taxes nor more
bonds would be necessary to meet the
increased expenditures caused by the
increased army. The American
people, as a whole, regardless of in
dividual opinions as to the future of
the Philippines will never endorse a
national policy that includes deception
and oppression of weaker people.
Such a policy will quickly wipe out
Mr. McKinley s platitudes about the
Stars and Stripes standing for the
same thing in the Philippines that
they do in this country. The people
of this country would not allow such
imposition upon themselves, nor will
they stand for its being practiced up
on the people of any other country by
the government of the U. S. Fortu
nately the days of reckoning with the
officials of our government are not so
far apart as they are in other countries
So much has been written about
the better class of Cubans favoring
annexation that most readers have ac
cepted it as a fact, but a New York
business man who was recently in
Havana declares that he hunted in
vain for this alleged annexation senti
ment among any class of Cubans. He
says that after talking with all classes
of Cubans he became satisfied that
the predominating sentiment towards
the U. S. among I them was hatred.
He thinks this Is because of difference
in race ant. customs a .difference
that is practically permanent. This
gentleman was not prejudiced. He
went to Havana believing in the ex
istance of a strong annexation senti
ment and was disappointed because
he could not find it.

National Export Exposition, Philadelphia.
Reduced Rates Via Pennsylvania Railroad.
The National Export Exposition,
which opens at Philadelphia on Sep
tember 14 and continues until Novem
ber 30, will be the most interesting
and important event occurring in
Philadelphia since the Centennial
Exhibition of 1876. In addition to its
valuable commercial exhibits it will
present many features of popular in
terest and amusement. The United
Marine Band, Sousa's Band, the Banda
Rosa, Innes' Band, Damrosch's Or
chestra, and other celebrated bands
will furnish music alternately, and a
Midway rlaisance, equal it not super
ior to the famous World's Fair Mid
way at Chicago, and comprising a
Chinese Villiuge, a Chinese Theatre,
acrobats, and customs; an Oriental
Villiage, London Ghost Show, Hagen
becks Wild Animal Show, Blarney
Castle; and many other unique pre
sentations, will furnish abundant and
diversified amusement. Arrangements
have also been made for Mandolin,
Guitar, and Banjo Concerts, and for a
good chorous from the German Sing
ing Societies.
For this occasion the Peunsylvania
Railroad Company will sell excursion
tickets from all points on its line, to
Philadelphia and return, at rate of a
fare and a third for the round trip plus
price of admission. These tickets ,will
be sold during the continuance of the
Exposition and will be good for return
passage until November 30.
