a strip of territory north of l'ortland ca

inland, except where a well defined

nearer the coast. This strip runs to
Mount St. Elias. Many contend ut the

the one side are the head waters of the
Yukon and on the other the streams

chain of mountains, in the opinion of
time bringing the boundary line some IS
miles nearer the coast. This seems to be
a fair expression of the American view
of the boundary question, lly this con
struction of the treaty it is held England
will receive the benefit of every point
that fun be fairly and honestly granted.
"On the other hand, however, the Ca
nadians and ninny of the English hold
that the boundary should be drawn 30
miles, or ten marine leagues, inland from
the headlands, lly such a construction,
of course, I.ynn canal would be an inlet
into Canadian territory, and three ma
rine leagues inland from the headlands
at the entrance would be many miles
south of Skaguay and Dyen, and hence
Canada and England would have the
coveted port of entry without a question
of doubt. As I look upon it personally,
Lynn cuual is a part of the ocean. It
would be unfair to draw a line 30 miles
inland from the entrance to bodies of
water of thnt nature uud call it the
boundary under the treaty."

LONDON, July 12. The salvagers
have moved the American line steamer
Paris astern for a distance of 150 yards
and have shifted the vessel's position
lightly to the eastward. They hope to
be able to get the after stokehold fires
alight. The Paris is now clear of the
cockB. The sea is smooth, but a heavy
fog prevails. The intention of the sal
vagers was simply to slew the stern of
the liner so as to facilitate the opera
tions of the divers, but it was found thnt
she moved more freely than was expect
ed. Three salvage boats alone practi
cally removed her from a critical position
unaided. She still has a distinct list,
however, to the starboard and cannot be
lussumod out of danger. The tugs are
preparing to tow her to Fulmouth har

SPIUNGFIKLD, Ills., July 12.-Acting
(iovernor Warder yesterday received
the following telegram from Colonel Ileu
nett nt Cnrtcrville: "About 30 shots were
Bred into the llrush mines last night
bout I) o'clock. No one wns injured.
The shots wore promptly answered by
the troops, and the woods from whence
the shots came was cleared. This is the
first open demonstration since we ar
rived. Situutiou not improving, but still
remains serious, and trouble is avoided
only by the presence of the troops." The
following was also received from Sheriff
John (Jruy: "A farmer here reports that
he found 41 half pound sticks of dyna
mite, cupped and fused, in a wheat shook
on hU farm, one and a half miles from
llrush mines, last Saturday."

department announces that the customs
receipts at the port of Havana for June
were $1,012,S!KI. The total receipts for
six mouths of JSilil are, to lie exact,

dent has continued and commissioned the
officers recommended by General Otis
for the Thirty-sixth and Thirty-seventh
volunteer regiments, now being organ

KANSAS CITY. July 10. Four thou
sand citizens attended a muss meeting in
Convention hall, and in less than nu hour
$31,000 was raised as a bonus for the na
tional Democratic convention. It is

Chicago College of Physicians and Sur
geons, has written un open letter to An

of parasitism, and that the establishment
of an institution for the teaching of hy

Christianity.
Further, he Invites Mr. Carnegie to
supply the necessary money and so be
come the world's groatevt b ncfactor to
mankind. Dr. Curtiss writes In part:

reditary length of days n notch further to
ward Infancy. This is the custom of em
ploying only young men and discharging

THE TEXAS FLOOD.

AUSTIN, July 11. Governor Snyres
and a corps of assistants spent yesterday
working in behalf of flood sufferers up
and down the liruzos river bottoms. He
ports from the stricken district nre to the
effect that while the waters are rapidly
receding the condition of the flood suffer
ers Is improving very little. The govern
or received official reports from Vclaseo,
the southernmost point, that everything
was in fairly good condition there, with
22 feet of water prevailing. He has re
ceived n telegram from the citizens of
Hcnrue stating that they hud fought
alone as long ns they could and would
now have to ask public aid. that all the
property in that section had been laid
waste, they were starving anil homeless
and needed money, food and clothing.
Their wants will be supplied nt once.
County Judge Hell, nt llollvillo, wired
that there were 1,200 sufferers in the
counties on Mills creek nnd 1,000 in the
creek bottom iu absolute need. From
numerous other portions of the flooded
districts similar reports came pouring iu.
Governor Snyres stated yesterday that
the effort on the part of some to belittle
the dumage attendant upon this Hood
was actuated by motives that lie could
not understand, thnt during his long resi
dence iu Texas he hud never seen a
worse calamity befall its people, and that
from reports he had at his disposal he
was led to believe thnt the list of suffer
ing would be very large.
NO DROUGHT IN LUZON.
American Troop Suffer Great Dis
comfort From Inceant Italn.
MANILA, July 10,-It has been rain
ing and storming utmost constantly for
two days, and the country along the
American south and bay lines is literally
flooded. The soldiers are suffering great
discomfort. The Thirteenth infuntry
regiment at Pasay is iu the worst posi
tion, being practicallji surrounded by wa
ter. The bridges that were used for get
ting supplies have been washed away,
aud some of the companies are now sep
arated by streams six feet deep. In
many cases the men are sleeping with
three feet of water beneath their bunks,
which are elevated on cracker boxes.
The company cooks when preparing the
meals stand knee deep In wuter. Some
of the roads leading to Pasay are simply
impassable, and the rice fields on all sides
nre one great lake.
A high wind blew over several tents of
the Second Reserve hospital.
Manila bay is impossible of navigation
by either launohes or cuscoes, and no
vessels are leaving the harbor.
The United States transport Centen
nial is ready to sail for Sun Fruncisco
with discharged soldiers, but the latter
have to sit around the water front ull
day drenched to the skin waiting for a
launch to tuke them to the steamer.
The river Pusig and ull the other
streams are swollen, und the city streets
at all low points are covered with wuter.

OMAHA, July 10.-F. M. Hans, the
well known western detective, hns re
turned to Omaha after u long chase after
the six men who held up aud dynamited
the Union Pacific express train in Wyo
ming June 2. Huns fears the men have
escaped for all time, ut least as far as
present efforts to cupture them are con

HENLEY, July 8.-H. H. Howell, the
American oarsman, won the finals in the
diamond sculls. The diamond sculls have
been hold by Americans now three years
running. Ten Eyck ruptured the trophy
in ISO", nnd Mr. Howell won it from
him last year. Howell bent Iilaekstaffe
by four lengths. His time was eight min

International convention of Christian
Endeavor closed Wst night amid scenes
of impressive solemnity attending the
utterance of "the last word" by the pres
ident and secretary In each of the great
tents respectively, following responses
from each state and country represented
and last exhortations from M. K. Itishop
Vincent of Kansas and Evangelist Chap
man of Now York.
The following statement as to at
tendahcc, etc., was given out by Secre
tary Hucr:
"Without doubt the nftemlnnce nt this
Convention has very much exceeded thnt
of any other Christian Endeavor conven
tion ever held in the matter of those
present at the various mooting. This
estimate takes into account the great

committee responded appropriately to
the compliments tendered before the two
mighty audiences nnd attributed the suc
cess of the convention chiefly to indivi
dual faithfulness.

ports that a revolution is imminent in

A well posted diplomat said that the
trouble wus not so much of a political
character as it wns commercial and finan
cial. The government recently has been Issu
ing large quantities of paper money with
out having any considerable quantity of
coin on hand to redeem It. As a resilt
exchange has jumped to a rate hitherto
unknown, and the Guatemalan dollar
now passes current at only about i!5
cents. To this financial disorder is at
tributed the arrest of a number of leud
ing financiers coiRiected with the bunks
of the country.

as a result of the revelations of the in
human cruelty pructiced upon Dreyfus
while on Devil's islund M. Lebon, the
minister who was responsible for the or
ders scut to M. Deuiel while in charge of
the penal settlement where Dreyfus wns
confined, will be proceeded against, the
government not confining its action to
the dismissal of Deniel, M. Bertillon,
the handwriting expert who testified be
fore the court of cassation that Dreyfus
was the author of the bordereau, still re
mains at the head of the anthropometric
department of the prefpctu.-e of police,
but has been deprived of his official du

pope hus been in correspondence with
President Kruger, appealing to him to

that the crisis was past."

ple correspondent of The Standard says:

ports an incursion of an armed bund of
revolutionary Armenians from Persia.
There have been conflicts with the Kurds
and Turkish troops, accompanied by des
perate fighting. Several persons have

satisfy the home demand, amounting to

ing to Consulur Agent Merteus at Valen
cia, the government has been petitioned
to reduce the high prohibitive duty of

spite ot the opposition of the refineries,
the reduction probably will be made as a
