MEETING OF THE MEW TOWN
COUNCIL.
Shultj Elected Chief of Police.
The Turning Out ol Old Officern and the
Election of New Ones Took up Most
ol the Time.
The first meeting of the new Council
occurred last Thursday niirht. and in
spite of the rainy weather, President
w. k. iocner, and all the members,
F. J. Richards, Thomas Gorrey, John
Kelley, W. S. Rishton, Henry Hower
aud II. G. Supplee were on hand.
It was about eight o'clock when
the meeting was called to order.
Secretary Ringler read the minutes
of the last meetings, which were ap
proved. President Kocher spoke for a few
minutes, calling the attention of the
council to the responsible position
to which they had been elected by
the people, and asked that they all
stand by him during the coming year,
so that with their united efforts, they
may perform their duties with satis
faction to themselves, and for the
general good of the town.
The next business was the nomina
tions for officers, and the first taken
up was that of Secretary. On motion
member H. G. Supplee was elected
Secretary pro. tem.
Applications were received from
R. H. Ringler, who offered his ser
vices for $5 less than he had been
getting, makinc the salary $ie oer
month. J. L. Sharpless had a written
application Detore the Council, while
Henry Hower placed G. F. Quick in
nomination.
Mr. Ringler's offer to work for $15
per month took the Council by sur
prise, and for a few minutes silence
reigned supreme, but finally Gorrey
maae a motion mat the salary of the
secretary De hxea at $15 per month
It was seconded by Supplee, and
carried by all the votes but one.
Richards voting no.
THE ELECTION OF OFFICERS.
The candidates were then voted

The Street Commissioner is to
serve under the direction and at the
pleasure of the President, and Street
Committee.
For Town Engineer. T. C. Brown
and W, H. Ever were named and the
former elected unanimously.
THE POLICE AFFAIR.
The Police Question, which ha
been so much talked about for a long
time, and tn which a great deal of
interest has been manifested, was
taken up and fully ventilated. Some
tavored two policemen, some but one
and so on. Finally Gorrey moved
that the salary of Policeman be made
$40 per month and he to find his own
uniform.' Seconded by Hower and
carried witnout a dissenting voice.
Hower then moved that we have
but one paid officer who is to go on
duty at tour o'clock p. m. and remain
until four a. m. Seconded by Gorrey.
Before the question was put however,
the members again discussed the
matter. A vote was then taken and
the motion carried by all the vot.'s
but one that of Rishton. It was
understood that the hours may be
changed at the pleasure of the Coun
cil. The candidates for Chief were
named Cha's. Culp, Wesley Rnorr
and Arlington Shultz and voting
began.
For Culp Rishton, Supplee,
Kocher 3.
For Knorr Hower, Kelly, Rich-ard-3.
For Shultz Gorrey 1.
No one having a majority they tried
it again.
For Culp Rishton, Supplee, Koch-

Still no one having the requisite
number of votes, a third ballot was
taken which settled the business.

The last ballot as will be seen result
ed in the election of Shultz, he having
received four votes and Culp three.
The selection of a Constable was
laid over, and he will be chosen at
the special meeting to be held to
night. In addition to the Chief the Council
will appoint a special police for each
of the four districts, and they to take
turns in going on duty Saturday noon
and remain till midnight, for which
time only they will be paid, except
for arrests from time to time.
On motion duly seconded and
carried it was decided that the Council
at each meeting will attend to the
Town business first, and hear petitions,
complaints, &c. afterward.

Building permits were granted to

The Bloomsburg M'fg Co. as per
petition presented was exempted from
taxation for a period of five years
making ten years all told.
Land Improvement Co. sent in a
proposition agreeing to donate for
public travel Locust, Spruce and
East Fourth streets, so far as their
line runs, if Town accepts same with
in two months. A petition was also
presented asking that Locust Street
be extended from Fifth St. down to
Berwick road. These matters were,
upon motion, laid on the table for the
present.

not approved by any one, they were
held over for the special meeting, in
the meantime the President to exa
mine same, and if in his judgment
they are all right, orders will be issued
for same.
There being no further business,
the Council on motion, adjourned, to
meet to-night at 7:30 o'clock.

The Democrats of Chicago started
the 1900 ball rolling last week, by
electing their candidate mayor of that
city by a handsome majority. This
is only a forerunner of the land slide
that will occur four years hence un
less that promised prosperity makes
its appearance pretty saon.
Horrors 1 President McKinley de
serted "his post before he had been
in the White House two months, to
take a pleasure trip on the govern
ment despatch boat Dolphin. And
the people foot the bill. When Cleve
land was President he occasionally
took these trips, and there was no end
of howling from the republican organs.
Now that McKinley has done the
same thing, they haven't a word to
say against it. Where is the differ
ence? Ex-Senator Daniel W. Voorhees
died in Washington last week. He
was familiarly known as the "Tall
Sycamore of the Wabash." He was
a valiant Democratic leader for many
years.
William J. Bryan has received for
the first month's royalty on the sale
of his book, entitled: "The First
Battle," $6,000. This is proof that
the book is being read.'
A neighboring editor, on reading
that a young lady in New York
kneads bread with her gloves on, in
dulged in the following soliloquy : "It
is said that a New York girl kneads
bread with her gloves on, but this is
not strange to us. We need bread
with our boots Qn t we need bread
with our pants on j and if those sub
scribers who are in arrears don't pay
up pretty soon, we will need bread
without any thing on."
