    THE COLUMBIAN, BLOOMSBURG, PA.
It has been truthfully sai.1 that the
newspaper "is the greatest education-
i forte in society. It epitomizes ami
amplifies the pulpit, the rostrum, the
stage, the stump and the school. Tlic
preacher addresses his hundreds, and
wields within his circle great influence.
The press takes his words and
preaches them to thousands of readers,
many of whom seldom enter witinn
the sound of the voice of the teacher
of divine truths.
"It will thus be seen that whatever
the press receives from society by way
of patronage and support, it returns a
thousand fold on the investment.
The press is a private enterprise with
public functions.

Illegal. The Act of Assembly provides that
said auditors shall be entitled to receive fd.50
for each and everyday actually employed.
The salary of tho secretary Isllxed for the
year und he was not entitled to extra compeiv
satlon for attendance at tho meeting of the
Auditors. It Is clear that the directors had
no right to puy the Auditors and Secretary
the $44 50 In excess of the amount allowed by
law. Having no tight to tho mnnev the Poor
District Is clearly entitled to recover It back
from the directors of that year. But IheAV
dltors und Secretary of t hut year should pn7
the Directors the amount received In excess to
what they were legally entitled.
Orders No. 10 nnd 73, amounting to $7.50 were
given to one of tho Directors of the pnor; and
part of order No. 48, amounting to $14.00 to an
other Director for furnishing manure forthe
Improvement of the properl y of the poor dis
trict. This Is clearly In violation of the laws
of Pennsylvania of 1874, page 180 which pro
vides "That It Khull not bo lawful for anv Di
rector of the poor In uny county In this Com
iiionwenlih, where said onice exists to be
concerned or personally Interested In anv con
tract for furnishing supplies for the nialn
tninnce of the poor, r for the construction
or Improvement of property under tln lr con
trol." Tho same law will apply to pati.of or
der No. 40 amounting to $15.53 for carpenter
work by one of the Directors on the buildings
nf the Poor District. Although tho roor
District received the benefit ot the nmt. of
these orders, yet, the transactions were Illegal
nnd the Directors who received the money
should pay it back to the treasurer of the dis
trict. Orders No. S3 nnd 68, amounting tnfi8were
given to puy ror the services ot two stewnrds
during pnrtoftho month of March last. The
Act of Assembly Incorporating Bloom Poor
District provides forthe appointment of only
one steward. It would therefore be Illegal to
pay forthe service or two at the same tlme.
The Directors who appointed and paid forthe
services of these two stewards should pay In
to the treasury of the poor district $18, belnrr
the amount In excess of the regular salary of
the steward of that year.
order No. 100, for $10 to J. A. Howard for
board and care of H. S. Miller up to Sept. 18th,
18H5. was given without authority of law and
should be paid to the Poor District by the Di
rectors who authorized the pavment. The
order shows that It was not. drawn for the re
lief of H. 8. Miller but to puy bills which had
been contracted previous to the time 'he or
der was given. The Supreme Court hus de
cided that tho overseers of the poor are strictly
limited by the various Acts of Assembly r
laitng to th maintenance of tho poor and ex
cept In rare and special esses they t-ennot
step beyond the letter of these acts. This Is
allowed In special emergencies onlv, as where
medical aid or other assistance is Imperative
ly required before relief can be obtained."
Orders 107 and 131, for$i07,17 were given for
coal for Bloom Poor Dlst rlct The uctuul cost
of the coal delivered at Bloomsburg was $4.75 a
ton, amounting to $HS.8 but the orders were
mude up of this amount, and or $18 lil for ex
penses during t wo trips to Kingston to pur
chase the coul The bills snow that tho coal
costs $4.75 a ton and the orders Indicate that
It costs $.1.15 a ton. This was a mistake and
the Director who Ipurchased the coal should
nay $'3,111, being the excess of the actual cost.
But he Is entitled to puy for his necessary
traveling expenses and by presenting an
Itemized bill the board of Directors should
order It paid.
Orders ins, 138 and 156, for $1145 were given
for steam heat at Poor Houso. If there had
been a legal contract these orders could not
be questioned by the Auditors, The paper
purporting to be a contract Is only an agree
ment signed by two Directors without any
previous authority from the Board. a n
agreement of this kind Is not binding the
steam plant, does not legally belong to the
district, and no legal price has been llxed for
the payment of the same.
According to a line of decisions of our
courts a contract of this character should not

meeting of the Board of Directors, bur. belmr
a mat ter which should require deliberation and

I'pon a careful examination tho AuditomiiuvA
concluded that the price paid for steam heat
is exorniiunt ana excessive, that thu same
make and quality can be put In with a large
prollttoiho contractors for $'4i less than the
amount paid, and that the Director or Direct 01 s
who authorized the navmeut of this excessive
sum should pay the sum of $140.00 Into the
treasury or ine district.
We further recommend that the hooks and
records of the district should be kept In a dif
ferent form. That the inluutes should be more
full und complete, with a statement of each
bill passed. That no bill should be passed
unt il Itemized, aud that the Uilnutos should be
signed by the "ecretary.
