B. Cathcapi, P. M. Presidential Post Offices. President Cleveland is moving slowly in the matter of appointing post masters of the nrst ana secona class. Both the President and Post Master General are overrun with anx ious anplicants. When the Post Mas- ter General is interviewed, he directs them to file their application, and await the decision. One of the inflex ible rules is that the present incum bents shall serve out the remainder of the time for which they are appointed and a second requisite is that the ap plicant must be well endorsed by the party organization. Unless a candi date is accompanied by the congress man, and has his hearty support, ana the commission of the occupant is about expiring the interview is of no avail. Failing to get any encourage ment before the Post Master General, a mad rush is made for the President only to meet with the same result. The President and his cabinet have made inflexible rules. An applicant will do well to head them. Neither time nor advantage can be gained by undue haste.
