Hon. E. M. Tewksbury at the open
ing of tliis session submitted the follow
ing resolutions for action by the Le
gislature :
WHEREAS, l he 1 UullC bCllOOl SVS

Act of Assembly, A. D. 1836, and by
supplement thereto by Legisliture of
A. L). 1854, has been of such benefi-
cial effect to the Commonwealth; and
whereas, the Constitution of Pennsyl
vania, A. I). 1S73-74, made it tuan
ditory upon the Legislature to appro
priate from the State Treasury at least
one million dollars annually for the
use of the public schools ; and where
as, the Pennsylvania State Grange, P.
of II., has from time to time, by reso
lution, asked lor increased appropria
tion for our public schools, until at the
session thereof in A. D. 1890, it asked
for at least four millions of dollars, to
be appropriated for public school pur
poses, and our most sanguine expec
tations were more than realized in the
appropriation of five millions annually;
and whereas, at our last meeting of
State Grange, A. D. 1801, it was un
animously resolved to ask the Legis
lature of A. D. 1893 to appropriate
from the State Treasury a sufficient
sum to defray the entire expenses of
our public schools for at least eight
months in all our school districts.
Jiesolved, That this State Grange
of A. D. 1892 reaffirm its resolution
of A. D. 1890, and urges upon the
Legislature about to convene the en
actment into a law said resolution,
and hereby pledge this State Grange
to use all honorable means for the
enactment of the same, and direct the
Legislative Committee hereof to make
that one of the objects of legislation.
Jienolved, That the thanks of this
State Grange are hereby tendered to
the several Legislatures, who, by their
pets, have given heed to our resolu
tions founded upon one of the funda
mental principles of our Order.
llcaolved, That this State Grange
hereby lenews its devotion to the prin
ciples of the public school law, that
property of the State, the entire mon
eyed wealth of the State, shall educate
the children of the State.
Jiesolved, That this State Grange
instructs its Legislative Committee to
labor for the enactment of a law at the
next session of the Legislature of
Pennsylvania prohibiting the employ
ment of any child under 16 years of
age who has not attended school at
least four monthr of the current year,
immediately preceding the employ
ment sought, by any person or per
sons, corporations, under a penalty of
not less than fifty dollars nor more
than five hundred dollars for each and
every offense, at the discretion of the
court, of the proper county in which
the offense is committed ; and that
every such child under the age of six
teen years of age so employed shall
have a certificate, signed by the Pre
sident and Secretary of the proper
school board where such school at
tendance was made, except where
the attendance was at a private school
the certificate shall be made by the
teacher of said private school and at
least one director or manager of the
same, duly sworn to before a person
authorized to administer oaths in this
Commonwealth.

tions. Whereas, This State Grange from
time to time has by resolution and
otherwise declared most emphatically
in favor of a just and equal distribu
tion of the burdens of the State and
has called loudly for the enactment of
a law by oar Legislature equalizing the
burdens of taxation j and whereas, we
have session after session of the Legis
lature been disappointed in having in
any very great degree the burdens
lifted from their homes, either in coun
try or town, by the passage of a law
by which the corporate wealth of the
State should bear its equal share of
the expenses of the State, county and
township administration of affairs,
therefore,
Jluiioloed, That this State Grange
again instruct its Legislative Coin
mittee to labcr for the enactment 01 a
law at he coming session of the Leg
islature regulating the assessment and
collecting of the revenues necessary to
defray the expenses of the State in all

every species of moneyed wealth shall
bear its equal share and no more, of
the burdens of society.

home owners hereby declare our dis
favor lo all class legislation, nnd ask
for no favors we are not willing to
give to any and ail other species of
wealth, and only ask for the enact
ment of laws putting all upon one
common platform.

Whereas, The game laws of this
Commonwealth are in a crude and un
satisfactory state, so that hunters are
allowed to kill game at almost any
time of the year, thus enabling them
to kill game out of season, without
possibility of detection ; therefore,
licaolved, That we, as a State
Grange, are in favor of a law bringing
every species of wild game into the
hunting season at one time and end
ing at one time, viz.: beginning Octo
ber 15th and ending June 2d.
Jlisolced, That we favor a law au
thorizing the several courts of this
Commonwealth to appoint suitable
persons to act as wild game wardens
in the several townships, the same as
fish wardens are now appointed by
the State, and that there may be not
less than three appointed, nor more
than nine in each towuship of the
county, whose duties it slull be to sec
that the game laws are enforced.
