Pa., Jan. 23, The details of a sheme were con cluded here this cveninp;, which promises to result in startling sur prises to some of the members of the Pennsylvania Legislature. The plan is a wholesale arrest of the members of both 1 louses who ride on free passes. Several prominent reformers are at the head of the scheme, one of whom is a resident of Philadelphia, while another livea in Pittsburg. The plan of procedure is as follows: Three or four trusted men will be sent Harrisburg, where they will spend several weeks in getting acquainted with all the members of both Houses. They will be under the charge of one person, to whom they will make regular daily reports. Whenever it is learned that any member of the Leg islature is going away on the train one man will be detailed to follow him, and will take note of the fact whether or not he oilers a pass, and also the name ot the conductor and the num ber of the train on which he is a passenger. At the close of each week all those on duty will leave Harrisburg, and follow the members as far as necessary to complete their observations. Two men have been on duty ever since the Legislature con vened. They have made trips over all the roads from one end of the State to the other. As soon as the fact regarding a member are fully obtained, no more at tention will be paid to him. Thus the list will be gone over until all have been scanned. Scarcely one member in 20 has been found who does not ride on a pass. The best legal talent has been se cured, from whom an opinion has been given that those who take passes will De intuctaDie unuer section 15 01 Article 2 of the Constitution, on the charge of violating their oath of office. The oath is violated if they take passes, which the Constitution strictly, forbids, while in their oath they swear to defend and obey the Constitution. Among the few omitted from the list from Philadelphia are one of the Democratic members and two Re publicans. The report of the pre liminary committee shows that Henry W.
