Mr. Blaine is nothing if not dramatic and that his resignation was the care fully worked up climax of the profess ional dramatist is not for a moment to be doubted. He has recently con cluded that he wanted the nomination, and all his actions since he reached that conclusion have been carefully planned with that end in view, and his resigna tion, which speaks as plain as if he said I am again in the field", was an nounced just at the time when it would do the most effective woik with waver ing delegates arriving at Minneapolis. The Washington idea is that the resignation of Mr. Blaine knocks the last leg from under Harrison's chance, although there are some who believe that Blaine may still be beaten in the convention, but it does not look thai way to your correspondent. Democrats are well pleased over the situation. Mr. Harrison will aid Mr. Blane, if he is the nominee, to just about the extent that President Arthur did in 1884. Mr. Harrison would probably have lost his own state if he had been nominated, and his defeat by Mr. Blaine's peculiar methods will place that state in the democratic col umn, and he has power enough to see that the man who snatched from him at the last minute that which he had been foolish enough to think so'ely his personal property, is hurt in other States. In other words, Blaine secretly opposed by Harrison will be a much easier man to beat than Harrison supported by Blaine would be. The two men whom Mr. Harrison ought to blame the most are Secretary Fost er and Attorney General Miller, They, by their ill-advised talk against Blaine, furnished the excuse for him to resign' which he was looking for; but he would of course have found some other excuse if they had guarded their tongue bet ter. Saintly Mr Wanamaker has been explaining again ; his public life has been very unfortunate in this repect. This time he rises to say to the com mittee on Postoftices of the house that the statement made under oath by Mr. Samuel G. Leake, of Philadelphia, to the effect that Mr. Wanamaker had, after making certain promise to him concerning the erection of an exper imental pneumatic tube to be used by the Philadelphia City postoffice, be come interested, he believed, in 7 500 shares of stock which another pneu matic company had set aside for post office officials, and declined to fulfill his promise, was untrue. He also in forms the committee that "I shall be pleased to answer any call that the com mittee desires to make upon me, per sonally or otherwise. " Evil disposed persons might place a bad construction upon the wording of the sentence quot ed, but such is not my purpose. I deal with facts; others may put their own construction upon those facts. Straws show ;which way the wind blows. U. S. Treasurer Nebeker is cer tain that he will have no use for a residence in Washington after the 4th of next March, that he has given up the lease upon the house his family has occupied since he entered office. When asked why he did not renew his lease, Mr. Nebeker laughingly re plied , " Because we shall not need the house a year longer. " The Census Bureau investigation shows, so far, that a very demoralized state of affairs exists in that branch of the Government service' Testimony has been given showing that a woman paid $12. 50 a month to another woman, a relative of Chief Clerk Childs in order to retain her position, and it has been shown that the chiefs of a number of the divisions regulated their treatment of the women under them largely by the liberties the women al lowed them to take, and that it is com mon for these chiefs to make pets of young and pretty girls under then?, al lowing them to work or play as they may feel disposed. These things have been hinted at before, but now they have been told under oath by ladies of undoubted reputation. And these things calling themselves men, are still allowed to draw salaries from the Government. It is not to be wondered at that the people of the country de mand a change. Mr. Harrison's alleged order to' Federal officials to keep away from Minneapolis must have been intended for members of the Cabinet only, as every one of the chiefs of the large Government bureaux are at the con vention shouting for Harrison. It is be lieved that if such an order was really issued it was because Mr. Harrison was affraid that more than one of his cabinet might have gone there in the interest of some of his rivals. The House is pushing its work, not withstanding the absence of more than half of the republican members. The Postoffice appropriation bill has been passed, and nothing but a point of order prevented its canvingan amend ment repealing the mail subsidy act of the last Congress. Iferit Wins. The frequent instances of the Ivn ching of negroes in the South ius lately attracted the attention of promi. nent religious bodies, such as the re. cent Piesbyterian General Assembly, and has called out earnest protests from whites and blacks in the North It is an appalling problem, but how is it to be met and solved ? Just when the churches, the public journals and philanthropic citizens of both races in the North were calling upon the South to halt this summary punishment of negroes, a horrible re port comes of the swift lynching ol a negro at Tort Tervis in New York State. This lawless execution occur ed within twenty paces of one of the leading churches in the village. This object lesson of Northr-m ideas of justice when a brute assaults a helpless woman on the highway proves that under like provocation, Northern and Southern people are alike human and likely to employ the same methods to prott'et the women of the land. Let us look the sober facts in the face. Assaults upon women by bri; tal negroes have been multiplying each year in the South since the color" ed ra;e has been given the rights cf citizenship to protect and elevate its people This is not an argument against the freedom and citizenship accorded to the slaves 1 but it presents a condition that calls for heroic re medial measures. The chief feature of injustice ex hibited in the summary" lynching of negroes for criminal assaults upon women, is in the fact that, as a rule, the white brute who commits the same crime, escapes the summary exe cution usually inflicted upon negroes. In point of fact, any crime committed by a negro that furnishes some measure of excuse for lynching him, should he regarded as meriting precisely the same punishment when committed by the white man. Rut what is the remedy for both North and South to assure protection to the honor and persons of women ? All public journals ; all religious as semblies ; all representative bodies of good citizens will unite in denouncing the lynching of negroes for the gravest offense against social order, but each individual of all these aggregations wm, as a rule, conless that the rope or the revolver of the lyncher is the only remedy for the increasing assaults upon women. While these assaults continue lynching will continue ; and tnere s the end on t. The theory of the males' v of the law is undisputed j but tho peculiar condition sets it aside and lynching is excused even when none can justify it. It has been so for years past , it will be so lor years to come j and until some system of government shall be devised to restrain the brutes who as sault women, there will be little practi cal resistance to the enforcement of lynch law where a .helpless woman's dishonor is to be avenged. This is not the common view of the question that is presented in the regulation de liverances on the subject, but it is the truth, and it is a truth that all should look manfully in the face. Timet.
