William McClelland, Adjutant Gen eral of Pennsylvania, died at Harris burg on Sunday. He was born Mar. a, 1832, at Mount Jackson, Lawrence county. He received a common school education. April 23, 1891, he enlisted as a private in the Mount Jackson Guards, but the quota of rennsylvania fat three months having been filled, he re-enlisted for three years, going into camp June 8, the company becoming battery B, First artillery, Pennsylvania Reserves. Apr. 8, 1864, he received his first promo tion as second lieutenant, others fol lowing in quick succession until Feb. 23, 1865, when he became captain of his company, serving in the First and Fifth army corps, and participating in the twenty-two battles fought by the army of the Potomac. He was olightly woanded April 1, 1865, at the capture of Petersburg, and honorably cischargei June 9, 1865, by reason df the clo ie of the war. After he returned from the army General McClelland was admitted to the bar. In 1870 he wa3 chosen by the Democrats as their candidate for Congress in the Lawrence district and was elected over J. B. Donnelly by a majority of 77a. He was a candidate lor re election in 187a and was defeated by William S. Moore. In 1873 he removed to Pittsburg, where he engaged in the practice of law. He was chosen secretary of the state Democratic committee several times and was chairman during the campaigns of 1876 and 1877. He was a member ot the state executive committee for several years and dur ing the last presidential campaign he was one of the secretaries of the Na tional Democratic committee. General McClelland wa3 a director of the Pittsburg chamber of commerce and jury commissioner of the United States circuit court. He was one of the charter members of Duquesne Post, No. 259, and was recently ap pointed a member of the executive committee, national council of ad ministration. He was also a member of the Union Veteran Legion and military order of Loyal Legion. He was appointed Adjutant General ty Governor Pattison, January, 189 x. He vas appointed a member of the na tional board of World's fair commis sioners over a year ago and at the organization of the state board he was elected a member, and subsequently appointed on the executive committee. The adjutant general was a member of the Third Presbyterian church, Pittsburg, Rev. Dr. E. P. Cowan, pastor. Dr Cowan will probably con duct the funeral services. A sister, Mrs. Winter, and a half sister, Mrs. S. H. Davidson, of Mt. Jackson, survive. He was the youngest of his family. gsandTury' REPORT- We recommend shades to the new addition to the Court House. We also find the floor in cell No. 25, at the jail, should be repaired; also, that the water closet back of the Court House is in a filthy condition, and should be kept clean, and we also recommend that the boxes in the vault of the recorder's office should be lettered. We find the late addition to the Court House to be durably built, ele gant in appearance, convenient in construction, tastefully furnished and well supplied with light,heat and water. What we consider the only defects in the whole construction ar the mistakes of the architect in locat ing the door in the front entrance, the center hall, the height of windows from the floor and the fire places which are on the east side of the build ing. But as a whole we believe our citizens will admire and appreciate it. The change made in elevating the apartments for the grand jury, from the small damp and dismal room in old basement, to the large airy, well lighted and ventilated rooms on the second floor, adjoining the general court room is appreciated by us, highly and will be in the future, we believe, by all who shall serve in like capacity. We cannot speak too highly of the front centre room on the second floor, spec ially fitted out for female witnesses, litigants and other ladies who are either compelled to a'tend the sessions of the court or do so occasionally for pleasure or edification. The ob ject for which this room is set apart deserves and receives our most sincere approval, and we recommend that the said loom be kept open, clean and in order, not only during the sitting of the Court, but during buiness hours on all week days, so that during such days and hours it may be visited and occupied by ladies only, as their wait ing room, and for their convenience. The public will greatly appreciate the removal of the l'rothonotary's and Commissioners offices to the new rooms in front and will find them convenient and comfortable in every respect, be sides thereby affording a place for the Treasurer's J office, and a large and modern built vault for the security and preservation of the largely increased, and increasing public records. The Judge's Chambers, and the new law libiary, located in the South-east corner of the second floor are conven iently connected for Bench and Bar and we approve of the privacy and advantages thus given to both, a priv ilege and necessity which here to fore they have not enjoyed. The extra Auditorium and waiting rooms on the third floor will, we be leive, be found to be of great benefit and usefulness to the County, for the purpose of holding therein arbitrations, conventions, agricultural meetings and all public meetings of county organ zations approved of by law And for such purposes and use, when not occ upied by holding Court therein, we commend them to the favorable con sideration of the County Commission ers, and that the general Auditorium and Court room Le kept exclusively for Court proceedings and purposes. We hereby express our praise of the economical and successful man agement of finance of our county, by its faithful officials, which has resulted in supplying us with public buildings, comparing well in size and convenience with any county buildings in the state, and leaving our county with a debt so small that, without increasing the rate of taxation now at J J mills, will, we believe, in a few years, be paid and discharged without our people feeling it as a burden. We have examined, and somewhat carefully, the near addition to our Court House, and believe it very well adapted for the requirements of the county officers and people who have business here. The building is neat, convenient, and we believe worth the contract price The Commissioners are to be com mended for getting futniture that cor responds with the building, and putting in a neat and commodious system of files. This system of filing and preser ving papers will facilitate the transact ion of the public business. We praise the horesty, care and economy in the management of our county affairs, and hope for a contin uation of such management by those now in office and an acceptance by all who follow. In conclusion, we express our app reciatio.i of the uniform courtesy exten. ded to the Grand Jury upon the part of the Court and its officers, and ad mire the disposition of the Court to speedily transact the public business but consistent with right.
