eral Wauamakor, has prepared n cir
cular letter to postmasters containing
ingtruotlons for their gnldanco in tro.it
mont of "lottery" matter under tho ro
oont anti-lottery act. After quoting
tho law in full tho oiroular road as
follows."
1. Soction 38t9 1, ahovo quoted, ap
plies to any letter, ordinary or register
ed, if it oonaerns any lotlory, gift con
corn, or schemo desorihed in tho sco
tion, and to lottery ticket, checks,
drafts, bills, money," postal notes, or
money orders for tho purchaso of lot
tery tioketB, of any share ql clianco in
a lottery or crift enterprise, and to tho
list of tho drawings at any lottory or
similar soheme, and forbids tho carry
ing of them in the mails or tho delivery
of them from post offices.
LETTKR SEALS MUST NOT HE BROKEN
2. Tho seal of a letter, or of any seal
ed packet prepaid at letter rates, must
not bo disturbed for tho purpose of
ascertaining if its transmission in the
mail or its delivery at a post oflico is
forbidden by tho provisions of this act.
Nor will the mero suspicion that such
letter or packet rotates to a lottery, or
tho faot that it is addressed to any por
eon known to bo encaged in tho busi
ness of conducting a lottory, justify its
detention or non-delivery of registered
letters at tho oflico of destination shall
bo withheld when tho Postmaster Gen
oral has issued specific orders, under
tho provisions of Scotion 8029, to that
effect.
8, Postal cardt and circulars unseal
ed and all other unsealed matter may
when suspected of having been depos
ited or mailed in violation of tho
'provisions of this pet, bo examined for
tho purposo of ascertaining their
character.
4. Tho mailing of matter interdicted
by this act by citizens to lottory com
panies and thoir reprcssntatives is as
oloar a violation of the law as tho mail
ing of suoh matter by lottory com
panies to their customers or other per

6. When it is known at tho timo of
depositing them for mailing that postal
cards or circulars are unmaiiable under
tho, provisions ot Section 3894, above
quoted, the postmaster should decline
to receivo thom. If thoy bo found in
a post oflico and tho sender is unknown
to iho postmaster, or if they be dis
covered in the mail in transit, thoy
should bo withdrawn and marked or

C. The provisions of this act apply to
letters, postal cards, and circulars con
cerning lotteries or similar schemes
that oomo in tho mailfrom foreign
countries, and suoh matter so received
should bo treated as if it originated in
tho United States.
7. Matter sent in violation of the
provisions of Section 8891, discovered
by postmasters at intermediate offices,
should be withdrawn from the mail
and disposed of in the samo manner as
if it had been diecovered by the post
master at the offico of mailing or the
office of delivery. But postmasters at
intermediate offices should not delay
the transmission of other mail in mak
ing special search for anything declar
ed by this act to be unmaiiable.
TIIK LAW AS REGARDS NEWSPAPERS.
8. Newspapers, pamphlets, and pub
lications of all kinds, bearing data be
fore or since tho 19th day of Septem
ber, 1890 (at which dato tho act took
effect), which contain the adveitise
ment of any lottery, gift enterprise, or
similar scheme, or tho whole or part of
the list of prizes awarded atitho draw
ings of lotteries or similiar schemes,
are, by tho provisions of this act, deni
ed carriage in tho mails or delivery to
subscribers, addresses, or to any other
porsons, or a? "sample copies." Post
masters should refuse to reoeivo them
for publishers or to deliver them i by
inadvernce they reach tho offico of, f des
tination. "When found by postmasters
in the mail in transit they should bo
held until a report concerning tbcm
can be made to tho Postmaster Gen
eral and instructions received from
him as to tho disposing of them.
9. Foreign newspapers, pamphlets
and publications of all kinds, contain
ing printed matter forbidden by the
provisions of this act, should be treat
ed as if they were publsshed in the
United States.
10. Clerks in tho Railway Hail
Servioe discovering matter the carriage
of which is forbidden by tho provisions
of this act, should withdraw it and for
ward it to their respoctivo division
superintendents. Division superinten
dents should treat such matter in the
same manner as postmasters are here
in iustruoled to treat it.
11. Tho term "lottery," as used in
this act, embraces all kinds of schemes,
general or local, for tho distribution of

'tuitions, enterprises, concerts, raffles
or tho drawing of prizes in money or

Lincoln during the later years of his

Tbe Golden Gate Tours of the Pennsylvania

Preparations for the inaugural series
