Feb. 10, 1800. Ex-Speakers Carlisle and Randall havo ably presented their case in tho minority report on tuo code of itulcs, whlohMr. Carlisle by his parliamentary adroitness compelted tho republican majority of the IIouso committee on Rules to roport muoh sooner than they had intendod. It says of tho clause in the proposed Rules authorizing tho Speaker to count members not voting to make a quorum: "This is the most radical, and in our opinion, tho most dangerous innovation proposed by the majority. If agreed to the personal and property rights of tho citizens, pro tocteu heretofore by laws enacted by a majority, may bo impaired or des troyed by the votes of a imro fraotion of thomembers of Congress. In the same way enormous sums of money may be appropriated from the publlo treasury for the most unconstitutional and improper purposes. Any rule or practice whioh enables the Speaker or the clerk to pass bills by counting members present and cot voting will inevitably result in destroy ing the confidence of tho people in the integrity of legislation. Tho rules were called up in the Houso to dy and nothing else is to be done until thev are disuosed of. Just when that will be cannot be stated yet. The republicans seem inclined to try to rush them through and to have a final vote taken not later than Wednes day, but this programmo will be vigor ously resisted by tho democrats, who insist UDOn amnle time boincr civen for a full and free discussion. They have taken this stand, not because they ez pect to defeat the adoption of the Rules bat that they may have an op li'j portuntty, through the medium of l' speeches, to snow np every ttaw in lit, them, so that the country mav plaoe the'responsibility where it belongs. Tho imperative need of more public buildings in Washington has been mujh talked of in both ends of the Capital, since Senator Mir rill brought out the fact that 3121,700 a year was being paid by the 6 ivernment for rents in this city, and that owing to tho overorowded condition of the Government buildings the amount wa continuously increasing. The senti ment in Congress soem) to be in tavor of erecting the building) necessary to carry on the business of the Govern ment, and it is probable 'that early action will be taken in the matter. This is particularly necessary in the case of the Government printing office, a ramsbaoklety, unhealthy old rat-trap whioh will some day fall down and kill several hundred of its sardine-packed occupant? if it is not replaced by a new building. ine republicans in (Jjngress are a long ways from being a happy family just now. Senator Edmunds threatens to resign from tho Senate Committee on Foreign affairs because a resolution of his was voted down in executive ses sion, while senator Sherman, ohairman of the committee, chuckles and says "let him go" On the House side there are oceans of trouble. Speaker Reed is hopping mad because the republican caucus amended bis code of Rules by adding a clause making pension legis lation privileged at all times, and be has intimated to Mr. Carlisle through a third party, that if a demnorat will move to strike out this clause enough republicans would vote with him to do BO. The bearings in the Ohio ballot-box forgeries still go merrily on, but it is expected that tbis week will end them What ever the committee may do, the impartial pnblio has convicted Foraker and Halstead ot trying to destroy man's good name with a paper which Uiey knew to be torged. Belief that tho nw Rules are to be adopted by the House has brought a worm of lobbyists of all descriptions to Washington in the hope of getting a part of the spoils. This was the way tho matter strikes Repres entative Crisp, ot ueorgia, one the most clear-headed men in the House: "When von consider the propositions for immense expenditures of public money that are being urged upon this Congress, and that these Rules make the wav clear for them. voa do not have to be a propbet to see that the money asked tor by Congress is apt to overbalance that beld at the Treasury.'' The Presidential proclamation open ing the Sioix Indian reservation to settlement was issued today. TheOregon flood. OBEAT LOSS FROM THE OVERFLOW IN THE ALSEA VALEY. Cohvai.us, Ore., Feb. 11. Th greatest loss in Benton county by th recent flood occured in the Alsea Yal lev. The Alsea river overflowed its banks, and in many places the water was several feet higher than ever before known. Several beau lot stock were drowned, and much fencing was wash ed away. Tho mountain sides in many places moved down in the bottom- some of tho slides being 500 feot square and so deep that in some instances lartre trees were carried hundreds of yards downward, and are now stand inir erect. In other casos trees have liBfln hrnken off and oiled un with earth fifty feet deep, forming a dam in the mountain streams. The only death reported in Benton oouuty, occured near Alsea Bay early Monday morning. A large slide came down the mountain side, burying Rob ert Barely 's residence and imprisoning Barclv. two children, and Robert Brown. The father and two ohildren were extricated after somq difficulty, but Brown was found dead, having been orushod by heavy timbor. A b3rn near by was wrecked and ten head of stock filled.
