Washington, Feb. 11, 1889 Mr. Clovcland has removed Civil Sorvioo Commissioner Edgerton and nominated Hugh S. Thompson of South Carolina, to suoceed him. Mr. Thompson is assistant Secretary of tho Treasury at present and a very warm friend of the President. Tho removal of Mr. Edgerton was not a surprise to any one at all familiar with the work ing of tho commission. It had sovcr al limes been intimated to him that his resignation would bo accepted, but he refused to take the hint, and dually when tho President asked him in plain lauguago to resign he deolined to do so, and the removal f-llowcd. Mr. Edger ton is a good man, but holding tho opinions be does he should never have accented tho office in llio first place. The renio al leaves only ono Commiss ioner in office, and uo is a Jieiraoiioan. For tint reason it is thought that the Senate will confirm Mr. Thompson, as the law provides for a Democrat on tho board, and there is another vacancy into which Gen. Harrison can put aRc- uublicati. Representative Springer thinks his "Omnibus" b ll will yet gel through in spite of tho fact that three, if not mro. Republican Senators will vote with the Dcmocvatio Senators to admit Now Mexico. I shall only believo it when thev do it. Tho report of tho Treasury experts on tho tariff bill shows that outside of tbe internal revenue features the meas ure will only mako a reduction of from three to five millions of dollars. Tbe House Waj8 nnd Means Committee will report tho bill this week, with a recommendation that it bu reieoted. Just what will follow if it is rejected it is iliflioult to sav. The internal roven ue features of tho bill aro satisfactory to quite a number ot Democrats in the House, and unless thov can be satisfied that tho Cowlos bill, repealing tho tobacco tax, now in tbe hands of Mr. Randall's committee, or a similiai one will be immediately reported to the House, I shall not be surprised to see the Senate bill adopted. And I uelieve that its adoption would create far more dissatisfaction among Republi cans than Democrats. Senator Vest is going to have somo fun with tho Republican Senators when tho Senate conferees on tbe Springer "Omnibus" bill make their re port to the Senate. Mr. Vest will prove by tho record that in 1875, when New Mexloo was thought to bo a Re publican, that many Republicans now in the Senate voted in the House for the admission of that territory along with Colorado. Now he wants to know why theso same men oppose the admission of that territory. The in ferenoo is very plain to Senator Vest and every body else.. New Mexico is now Dcmocracio. 'What care these Republican Senators for consistency when party interests are at stake. There is a movement here which is said to have the President's approval, to have Senator Kenna withdrawn from the contest in West Virginia. Tbe idea is that it is impossible to have Senator Kenna re-elfcted, and that some other Democrat may be elected, thus saving tho seat to the party. As a compensation it is pro posed that the President shall nomiuate Mr. Kenna Inter-State Commissionsr, "Senatorial courtesy'' making it certain that he would be immediately confirm ed. Secretary Bayard bas once more be come a target for criticism. He bas demanded tho resignation of II. H. Sewall, U. S. Consul General to Samoa. Mr. Sewall has reoently ben a witness before tho foreign Committees of the House and Senate, and in his testimony regarding Samoan Matters he took occasion to express opinions criticising the Department of State in Bomewhat severe rainner. Whether Mr. Bayard has done right or wrong in compelling him to resign al this time is a question, but like the rest of us, Mr. Bayard is human, and bas punished his subordi nate officer for indiscretion. Anybody might have done the same thing nnder tbo same circumstances. So after the fourth of March Mr. Cleveland will resumo the practice of law, in New York city. It is said that this is the preliminary step to his be ing sent (o tbe Senate as successor to Senator Evarts whose term will oxpire in 1891. This is very remarkable if the Democrats can meced in capturing tbe.leg'iBlature of New York as they expect to do. At any rate it is safe to eay that a man of Grover Cleveland's experience, pluck and back-bone will not be allowed to remain in private life.
