An effort U being made by Phila
delphia lawyers to cot an interprets'
tion of tho liquor license law from the
supreme Uourt. Un mooday morn
ing a petition was presented and Chief
Justice Uordon permitted it to be Del
The petition avers that an applicant
named Raudenbusch has complied
with every repuirement of the lilgb
lioense law, underwent a satisfactory
examination at the bar of the court,
that no evidence of any kind was offer
ed against him at the bearing and that
tfce Judge did not in any "way suggest
any ground upon wmch nis applica
tion might be refused. The printed
argument covers ten pagos aud opens
with a criticism oi tho act ot juay its
1887.
It contends that the question to be
decided is whether the aot make it
mandatory upon License Court Judges
to grant a license when a proper peti
tion has been bled, and no remon
stranco made, or whether it vests the
judges with an absoluto and despotic
power over everything connected with
the granting of license. Objection if
made to the right of tho judges to act
upon information or knowledge within
their own keeping, when such informa
tion b'as not been given under oath, or
with auy opportunity offered for oross
cxamination. It is urged that the con
struction put upon the ao. by the Li
cense Court Judges,however well inten
ded, is not justified by legislation or
auiuuruy, nuu results in uestrucuun us
property, infringement of liberty ot
action, and disorganization of society.
REPUBLICAN 8TATE OONVEHTIOK.
The republican state convention
met iu Harrisburg on Wednesday and
nominated Judge Mitchell of the
Philadelphia courts as a candidate for
Supreme Judge. The present Chief
Justice, Gordon, made a strong fight
for rcnomination, but failed. There
was a bitter fight for the state chair
manship betweon Senator Cooper and
William H, Andrews, which promised
to Btir up no little dissension, but Sen
ator Quay poured oil on the troubled
waters ana divided the honors through
. an arrangement by which Cooper will
be chairman this year, and Andrews
next year.
AFBEAK OF POLITIOS.
Last year Stephen F, Wilson, of
Tioga county, was a vory warm sup
porter of Judge Williams of tho same
county as a candidate for Supreme
Judge. He spent considerable time in
travelling from county to county in
the interest of Judge Williams, and
the latter was duly nominated by the
republican party and elected to the
Supreme bench. Mr. Wilson's motives
at tho time were not supposed to be
wholly disinterested, and they were
fully understood when the election of
Judge Williams to the Supreme bench
left a vacanoy in the Judgeship of the
Tioga district, and Gov. Beaver ap
pointed Mr. Wilson to fill tho vaoanoy.
It was supposed the appointee would
be continued on the bench for a lull
term, but at the primary elections held
last week ex-Senator John I. Mitchell
was also a candidate for the Judgeship,
and the returns show that he defeated
Judge Wilson by 942 majority. This
ib unkind, considering the active part
which Judge Wilson took in creating
the vaoancy, but Judge Wilson has
always been a politician, and as suoh
bo will readily understand the ingrati
tude of other politicians.
Democratic State Convention-
The Democratic State Convention
of Pennsylvania will meet at Harris
burg on Wednesday May 23rd. 1888.
at 10 o'clock A. M, to nominate a can
didate for Judge of the Supremo Court,
two Electors at-Iarge and one Elector
from each Congressional District; to
select four delegatea-at-large and two
delegates from each Congressional
District to the Democratic National
Convention to be held at St. Louis on
the Sthjday of Jnne 1888; and to trans
act such other business a-, according
to the rules and usages of the party,
mav proDerlv come before it.
The representation in the Conven
tion will consist of representative, del
egates, one for eacbone thoutaud D-ra
ocratio votes cast for Governor at the
last Gubernatorial elestion, or for a
fraction cf one thousand votes amoun
ting to fivo hundred or more, in the
respective reprtsontative district, pro
vided that each representative district
shall have at least one delegate.

Washington, April 23, 1888.
Complaints aualnst tho nrosont meth
ods of dot tm business in tho United
States Patent Office aro becoming loud
and frequent. It Is charged that tho
examiners in the oluce are extremely
careless, some say criminal, in their ex
amination of applications for patents)
that they throw out many applications
without examining them to disoovor
whether they nro patontablo or not;
that other applications aro rejected
which tho examiner knows should bu
allowed.
These are serious charges aairi't an
important branch of the Government,
I liavo thoroughly investigated the
matter in order to discover what, if
any, foundation thero is for the char
gea and who is to biamo. l soon
discovered that tho charges were all
too true., or rather that many of them
were. I also discovered that tho par
ties who wero roonsibln for this, I
might almost say disgraceful, staio of
affairs, were the republican examiners
who have been allowed to conttnuo in
office under tho present Admiuixtra
tion. And that is not all. I am firm
ly convinced that these hold-over rep
ublican examiners havo conspi.od to
gether to bring the office into bad re
pute, in order to help the republic in
party in tho Presidential campaign
this year.
In order to get somo idea of tho pol
itical effect of such a conspiracy among
these republican examiners, just think
for a moment of tho greit number of
peoplo who are either directly or indi
rectly interested in the business of this
office. Suppose yon notioe for one day,
everything you see, and you will find
how many of them are patented or aro
tho product of a patented machino or
process. You will bo surprised, for
you will discover that about nino-te'nth-of
all the things either manufactured
or produced in this oountrv aro connec
ted in somo way with a United States
patent.
After this disovery you will not le
surprised to learn tint this Govern
ment issuos raoro patents every year
than all the rest of the world combin
ed. Now you can more readily under
stand tho 'amount of damage that can
bo done tho Administration by the
conspirators. Every mam whose pat
ent is disallowed without a good and
sufficient reason therefor' becomes a
deadly enemy, not of the Examiner
but of the democratic Administration,
which he believes has mistreated him,
and his idea of getting even is, nine
times out of ten, to woik like blazos
for the republican party. This fellow
is not alone, there are, so to socak,
thousands of him, and the republican
examiners of the Patent Office aro to
blame for all this trouble.
In no branch of the Government is
the head of a Department so depen
dent on his subordinates as in the Pat
ent Office. In 1885 President Cleve
land appointed Mr. Montgomery, a
Michigan lawyer, Commissioner of
Patents. At the time that was con
sidered an excellent appointmeut. But
owing to lack of familiarity on the
part of Mr. Montgomery with the ex
tremely complicated praotico of the
office, his republican subordinates vir
tually ran it for him. The natural re
sult was neglect and idleness on the
part of the employes and complaints
on the part of the representatives of
the patentees ot tho ojuutry.
I am informed by a gentleman who
is in a position to known whereof ho
speaks that there are quite a number
of ex-examiners of the Patent Offioe
now engaged in business here as pat
ent attorneys, whose sole capital with
which to begin business were long
lists of the names and ad Ji esses of ap
plicants for patents whose applications
they bad unjustly rejected for the sole
purpose of afterwards getting a fie as
an attorney for procuring the patent
thoy had as an examiner of the Uni
ted States Patent Office rejected
These men are republicans.
In order to break up this practice,
bills have been introduced in Cnngresa
several times to make Examiners of
the Patent Office inelliglble to aot as
patent attorneys for two years from
tho dato of their resignations or dis
missals from office. So far interested
parties have in gome way been able to
prevent such bills from becoming laws.
iiast year Mr. Montgomery was suc
ceeded by ex-reoresentalive Hall, of
Iowa, aa Commissioner of Patents.
Mr. Hall is an able and honest man,
but like his predecessor, he too was un
familiar with tho workiugs of the Of
fline, and the republican examiners
succeeded in getting him to in ike a
series of rulings which have produced
much trouble and litigation. In the
mean time the tepublioan examiners
are enjoying the situation and working
hard tor the success ot their party
next fall.
When Mr. Villas, with his vigo'ons
business methods, succeeded Mr. Lam
ar as Secretary of tho Interior, he at
once noticed tho loose way of business
that waB in vogue there, and issued an
order prohibiting explores gossiping,
smoking, writing private letters, etc.,
during otllee hours. 1 his order crea
ted a big soaro among the republican
examiners and outwardly tliero was a
sudden transformation in the office,
but In reality they are devoting more
of their time trying to bring discredit
on Mr. Cleveland's adrainstration, than
to the work for whioh thoy are paid.
