I havo a claim against the Govern

After watting sovoral months I received
notice that my claim was died, but that
1 would nave to wait, as tlwro was an
insufficient clerical force, and I was ad
vised not to write about it or 1 would
have to wait louger. Several months
later I was notified that my claim had
been granted, bnt I would have to
wait till Congress had passed tin nec
essary appropriation to pay it. Sinco
then I heard no more about It. Why
can not the Government take a portion
of its Rurnlns to uav its honest debts.

money year after year for no reason at

Our correspondent is impatient. The
money is probably his and he is en
titled to its preseut use, but it Is not
the custom of the great United States
Government with its overflowing treas
nrv to settle litllo bills like this prompt
ly. Whenever a debt to a citizen is in
such a shape that it requires a special
act of Congress or at leaf t a separate
clause in an appropriation bill to get
the money the creditor must needs pos
sees his soul in patience. Thorn are
hundreds of thousands, even million-
of dollars due to privato claimant
which are not paid solely on account
ot the inditterenco or at least inaction
of Congress. Two years Beems to our

a simple debt, but scores and hundreds
ol claimants nave grown gray wnti
thev waited. Two generations v

awy while Congress dallied, and the
grandchildren of the original claimant"

This condition of things U recognized
bv everyone as a creat evil, yet th
national conscience ii not as alive to i
wroncfulnesa as it should be. A ge
ernmeut which needlessly postpones
honest debts dishonors its peopliy A
great deal of this ill treatment of claim
ants is due to the desire of certain
members in one branch or the other of
Congress to make a reputation for
economy, and eo those items are struck
out of or fall to g-t in appropriation
bills which have the lnast pressure b-'
hind them. Still more is due to the
natural inertia of Congress and its in
ability to deal intelligently or promptly
with a host of smill claims. The conn
of Claims Bhonld deal with them all,
and after a favorable jiidirinent is ol
tained then Congress should pass the
necessary appropriation as a matter of
coarse, without further examination or
delay. Until this is done the paymeni
of small claims against the Govern
ment will depend less npon thrir jus
tice than on too ceatehss importunity
and long waiting of the nnforlunat
claimant Press.
In the war ot 1812, the National
government called on the states for
troops, and being without suftim.nl
funds the state-', or at leas' New York
state, called out its militia, and promis
ed to reimburse those who would fur
nlah their own enninmints. Manv
soldiers aid this, and the only pav they
got was in the shapo of a certificate
issued many years afterwards, showing
the amount due them from the slate,
The government never paid tho state,
and the state paid nothing on its cer
tificateH, until a few years ago, when
an appropriation of 50,000 was tna-lf,
to be applied on certificates held by
residents ot tuo state, those, who had
moved away never got anything on
their certlticates.
The Third Pleasure Tonr to Tiorida via

On account of the unparalleled de
mand for ticket for the Florida tours,
and a lack of ability to supply that do
mand by reason of the limned numbei
assigned to each special train, the
, Pennsylvania Railroad Company an
nounces a third personally conduced
pleasure tour tor Wednesday, February
TIti. This tour will be conducted in
every respect as were those which pre
ceded it. The special train of Pull
man sleeping cars, in charge of the
Tourist Agent and Chaperon; will leave
JNew lone at 10.15 A. JU., Philadel
phia 1.15 P. M.. Baltimore 3.45, and
Washington 4 55 P. M.. stopping at
.Newark, J ronton and Wilmington-.
Dinner will be served at Philadelphia,
euppcr at Milford, Va., hreakfatt at
Florence, S. C, and dinni r at Savannah
arriving at Jacksonville in time for
supper on the 23d.
The round-trip tickets, admitting of
a stay nf two weeks in Florida, includ
ing Pullman accommr dations and meals
en route in both directions, and one
day's board at the Hotel Everett, Jack
gonville, will be sold, as btfore, at $47
from New York, 45 from Philadel
phia and points South, and proportion
ate rates from all principal stations on
tho rtnnsylvama system. The return
tug special train will leave Jackson
vino on the morning of March Oth.
This will be one of tint choicest trips
of the series. Tho winter siason will
be at its heicht, the great Sub Trnpi
cal Exposition at Jacksonville will be
in full feather, and all the pleasures of
winter in the tropics may bo enjoyed
to the fullest extent. The nurnl.er of
tickets to be sold will bo limited to
150.

Desirable Changes.
The Government Printing Ofllco had
become under Republican rule an
asylum for dicayed politicians and de
pendents of Congressmen, inn party
was naturally unwilling to part with so

and when a Democratic Poblio Printer
was appointed who determined to turn
it into a business department he natural
ly became a target for Republican
marksmen.
Mr. Benedict has been as wi 11 abused

Washington. Among other charm-'

of printing ink from favored individ
uals, pushing aside tho old contractors,
It seems to bo truo that Mr. Benedict
has made chances in this direction.
