twelve years ago.
It is n singular fact thnl wbllo n
majority of tho editors and publishers
aro opposed to cheap newspapers,
they keep on cutting down prices.
Ueorgo V. Child, of tho I'liiladolphia
.Ledger, objects in this way : "Low
priced nowspapcrs depend for success
chiefly on tho assumption that tho ad
vertiser should pay all tho cost of pro
duction and tho reader little or none.
Thai isn't erjultablo. It isn't good
business policy. It isn't square.
Thero is no reason why newspapers
should bo expected to glvo peoplo
moro than their money's wcith. It
never has occured to mo to make tho
Ledger a one cent papor, but rather to
g vo its patrons moro and tnoro for
their money in fact, tho very best
that two cents will buy anywhere.
AVIiy, I raised tho price ot this paper
from ono cent to two. It had boon
losing 8100,000 per year before, but I
madu it pay after the first month. I

though it was opposed.by my predeces
sor and most of my newspaper friends.
I bchovo in paying tho highest salaries
of real ability. I don't want cheap
men. Cheap newspapers mean cheap
men. Expon-os havo been enormously
increased. White paper is cheaper, to
bo suroj but every other item of ex
pnnso is doutilod or quadrupled. My
first contract for whito paper was at
twentv-fivo cents nor pound. Now it
Is between four and live cents. Tho
cost of gathering news has quadrupled.
Another thing I do not bclievo that a
reduction in prico ever very largoly in
creases circulation. Of course, it adds
somo readers, but nothing like the
number oxpected." Mr. Child's opin
ion is that of nearly all tho most suc
cessful publishers of good newspapers.
"I don't believo in cheap papers,"
says Major Moses P. Handy, editor of
tho Philadelphia JDailu Mica. "Wo
tried the penny racket long enough to
find out that there was nothing in it.
Wo raised our price and lost just one
fifth of our twenty thousaud circula
tion. Better off?" Well, I should say
so! Many of tho readers who foreook
us wo havo recaptured, and wo aro
makins monev at two cents where we
lost it at ono cent. Wo couldn't do
anything but conventional work for
fifty or sixty cents per hundred, tho
price that tho publishers reoeivo tor a
penny paper."
Colonel It. M. Pnlsifer, senior pro
prietor and manager of tho Boston
Herald, a two cent, eight-paged morn
ing aud evening daily, having a circu
lation of ovr one hundred thousand
copies por day, says : "Ttieio may be
a demand for a penny paper in Phila
delphia. I cau not see, howover, any
tendency to cheapen on smaller papers
throughout tbo United States. The
demaud of to-day is for moro news
and better news, to cover larger fields,
and take up more special topics. Tln-so
require high-priced writers and larger
papers, and, of course, a much larger
expense. Without refenng to any
. paper. I should say that a one cent
paper should aim to cover a local field,
and would not coino in competition
with the large cosmopolitan journals
that aim to cover every thing. Tbo
paper of wide circulation must bo
largo paper, aud at the present oost of
paper and rates of advertising I am in
clined to think it must sell for at least
two cents. Tho tendency is toward
larger papers anil to hold prices up.''
Colonel Charlei II. Taylor, manager
ol tho Boston Globe, another morning
ond evening eight page paper with a
very larcu circulation, says : "It is uot
my wish to cry down the penny pap
ors, though I do not believo in running
oue in Boston. There are a few one
cent papers that have succeeded won
derfully. Onu of these, however, is
sold for two cents outatdo the city
whero it is published. Tho wholo
strugglo is to get onough circulation
to demand high advertising rates.
This done, the paper is prosperous.
When a pouny paper of less than 100,
000 copies daily attempts to make it
self an advertising medium it is liable
to crowd out news to make monoy.
This often leads to suicide. Peoplo
may talk as they will about "blankut
sheetV and 'cycloprodian," thoy are tho
coming papers. Tno reading publio
demands more than news in a great
daily. It wants special features, fash
ion, household, business, fiction every
thing I don't kno w whoi o tho limit is. All

particularly true of the Sunday Globe.
To decrease its size, as must be dono
in a peuuy paper, is to decrease its cir
culation. It is argued that telegraph
bills are ohoapor than over. Yes, but
telegraph bills aro doubled nearly
every year. '
These opinions of leading publish
ers make mighty interesting reading
and wo nre tempted to continue them,
Colonel Ctapp, manager of tho Boston
Journal, morning aud evening, folio,
four or six pages, two cent, says
"Forty years' experience in thu news
paper buidness tells mo that whoiover

a mibtake. Elevate tho tone of your
paper so as to make it worth the

charging a good price, cover all the
newe, not only sensations, but overy
subject which men can talk about and
think about, and your paper will sell,
no matter if it is higher priced than its
neighbois. Excepting whito paper
aud Ulegraph tolls everything that
go a to make a paper is higher than
ovor before. We havo ton reporters
whero wo used to havo one. The ory
of to-day is lor better and purer papers.

Alexander N. Davis, business mana
ger of the Boston Morning J'ost,

It is tho opinion of E. B. Unycr,
manager of the four cent Boston Ad
verliser and tho one cent Jlccord, that
"overy large city demands two kinds
of papers -tho big and cxhnu'stivo, the
small and Mittiin. Ono is for the
studious clnv, with plenty of time nt I
its disposal. The oilier is for llio busy ,
class, who want to know what is going
on, but ha no time to t'ailo through
the eight pages of nonpareil or agate.

Tho manag'Ts of tho lilobc, ,our
nal and Herald agree that it is not
possible for a paper to succeed on ad
vertising alone and to deliver copies to
sub'orlbiTS free of cost. While n
paper might pnt ciicnlalion enough to
havo its "ad." pay all expenses and
lcavo a handsome profit, as soon as it
was given an ay it would degenerate
into a hand-bill in popular estimation,
neoplo would not rend it and the ad
vertisers would not get returns foi i
their monoy.
Thero i a good deal in theo opin
ions for publishers to ponder on. They
como from men who aro most cnmpc-
tcnt to ventir" nn opinion, and they
point to a two cent limit for good,

stances. The time has eomo for com
petition in tho sale of nowspapcrs to ,

pend itself in improving the quality ol

er is mounted upon a back of heavy
beard, upon which is exquisitely cxe
cuted in oil color effect, an allegorical
scene, representing tho earth resting
among the clouds, and Thomas Stevens
the famous bicycler, is seen in heroic
size, nstrido his Columbia bicycle, cir
cumbioycllng thn globe. Tho now cal
endar, as a work ol convenient art, is
worthy of a place in office, library or
parlor.

Some amusing instances of peculiar
itie8 in testators are gathered in an in
teresting little volume on tho "Curios
ity and Law ol Wills," by John Prof
fa'tf, oouiiBullor-at law. Doctors' Com
mons, the depository for English wills,
contains many remarkable testaments.
Mr. Zimmerman, who died in England
as late as 18-10, directs in his will that
no person shall attend his corpso to
the grave and no funeral boll shall bo
rung, adding the startling threat: "If
his bo net done I will como again
that is to i-ay. if I can? a very safo
and reassuring proviso. One unhappily
married Englishman who died in Lon
don in 1791 leaves his wife Elizabeth
tho sura ot ono shilling, to bo paid to
her six months after iny decease.'' In
his will he says of the aforesaid Eliza
beth that ''II aven seems to havo sent
her into tin world solely to drive mo
out of it,'' and that "the strength of
Samson, tho genius of -Homer, the
prudenco of Augustus, tho skill of
Pyrrlius, tho patience of Job, tho phil
osnphy of Socrates, the oiibtloty of
Hannibal and tho vigilanco of Ilenn
ogenes would not sulliee to subdue the
perversity of her character."
