EXTRACT FROM THE CHARGE OF THE COUItT TO TUE (IRANI) J0I1V. It is posslblo that there may come beforo this grand jury Inquiries In regard to tho violation of the law in reference to the sale of intoxicating drinks. There havo been instances where apparently well-founded charges of this sort have been ignored. Per haps no net upon the statute book is of tener broken than this ; nnd grand juries ought not, by refusing to present such a case, on proper evidence, eucourago persons In the violation of the statute. There is no rea son, whatever a man's ideas may be In re gard to temperance or to prohibition or to intoxicating drinks why ono should not as n grand juror act Independently of such notlous, fearlessly discharging his duty by returning to court a case clearly showing a violation of the liquor law. A violation has occurred whenever a person sells liquor without a license! when a person, licensed or unlicensed, sells to ono of known intemperate habits or to one who is intoxicated nt the time, or furnishes to such without selling, or to n minor, or on a Sunday, or allows Intoxicating drinks to bo drank on the premises. The statutes havo specifically pointed out all these mat tcrs, and a juror is not to carry out his own opinions but tho law, as ho Is bound by his oath to do. It Is sometimes difll. cult to provu violations of this act. Per. sons acquainted with tho facts aro reticent, hesitate to make disclosure, and you havo to act as In many other caies, upon circum stantial evidence. If a sober man goes In. to a hotel or a saloon and tomes out intox. icated, the presumption is that ho was there furnished with nn Intoxicant ; and if tho place is unlicensed that the law has thus been violated If persons moro or less "in liquor" are seen hanging p.bout a saloon on Sunday, the fair prcsumptlou is that they obtained tho liquor at that sa. loon. I hare said thus much, because com. plaints have como before tho court from ono portion of the county that this act Is dally broken, to tho scandal of good cltl. zens, tho demoralization of youth, and tho disturbance of tho peace and good order of the community. This ought not to be. Tlio court Is no more stringent on this sub. ject than tho law, and all that Is required Is that the statutes shall bu enforced. It a matter of this kind should come beforo you at the present term, give to it a fair and careful examination and, It you find reasonable ground to believe that tho charga In the Indictment Is true, present the bill for trial, and let twelve ot your tel. low citizens, after the defense is made, de cide the Issue between the accused ami the commonwealth. Renewing the licenses of certain appll. cants from tho borough ot Ccntralia, tho court reminded the licensees that It would not need the same posltlvc-ness of testl. mony to satisfy It that might be required to convince a jury, but that evidence of drunkenness or rowdyism on the premises would be sufficient ground from which tho court might Infer his unfitness to hold a II. cense. It Is with regret that the older all iens look hack to tho time when they wero far more plentiful in Pennsylvania's chief river than suckers now are, and tho younger generation can scarcely believe tho stories about the great hauls that were made beforo what was deemed an improve mcnt ot navigation caused an unquestiona ble destruction of those fish. Much has been said about, but very little done towards restoring them to the Sus quehanna. Expert pisciculturists have given their opinions as to the best method of effecting that purpose. Laws have been passed for that object. Fish commission ers have been appointed and empowered to adopt measures for getting back tho ab sent nnd lamented shad. Eggs Innumera ble have been hatched and the little fry put into the water at various points with tho expectation that like well-behaved young shad they would swim down to tho bay nt tho proper season nnd return lu duo time grown to a nice size for the gridiron. All this has been dnno nnd yet the Susque hanna continues to be almost as devoid ot shad as It is of flying fish or electric eels.
