Governor I'attison lias vetoed tho
hill to add four to the list of inngis
traits. Ho is upheld almost utmii'i
luously by tho city prow, and his veto
should be sustained.
President-elect Clevclaud grows
more and ruoie in the respect and ad
miration of tho people the better he
becomes known. Ho is moving slowly,
cautiously and surely in tho selection
of his cabinet, having recently held in
terviews with Messrs. Randall, Car
lisle and Hendricks, each of whom
went to Albany at Mr. Cleveland's in
vitMion. What was Baid at their vis
its is not known, but thctr result will
bo seen when tho names of the cabinet
officers are announced.
Mr. Cleveland's reticence is giving
Rome of the republican newspapers
mnch annoyance, because ho has not
made known his advisers, nor indicated
ihe entire policy of his administration.
When tho new President is sworn in
tbo public will know all that is neces
sary to be known in good time. In
the meantime Mr. Cleveland is very
wise in keeping his own counsel.

The following bill has been present
ed by Mr. Rhone of Centre county, in
tho IIouso :

To regulate the taxation of Private Corpor.
ations for Public purposes.
Section 1. lie it enacted by the
Senate and House of Representatives
of the Commonwealth of Jfenntyl
vania in General Assembly 7net, and
it is hereby enacted by authority of
the same: lhat tho Commissioners or
Boards of Revision of each county of
this Commonwealth Bhall annually
cause a just and conscionablo assess
ment of the actual cash valuo of the
capital stock or shares of every pri
vato corporation whose principal ollico
or place of business shall be in the
county, and to this end shall issue in
structions to tho several district as-
scssors of taxes and shall require from
them returns or corrected returns of
all such stock or shares in their re
spective districts with truo cash valu
ations thereof, and in any and every
"case may correct, add to or amend
the returns made or may themselves
make such returns and valuations, and
for tho purpose of securing, making
or correcting such returns and val
uations as aforesaid shall have all tho
powers of a court of record to pro
cure evidence, parol cr written, and
enforce its production by subpojna or
attachment.
Section 2 The Commissioners or
Boards of Revision of each county
shall annually as soon as the aforesaid
returns and valuations of corporate
stock or shares shall bo completed,
make out a fall report and exhibit of
the same, duly certified, to tho Auditor
General of tho Commonwealth, and
said reports and exhibits shall bo prima
facie evidence of tho facts and of the
correctness of tho valuations set forth
therein.
Section 3. Upon returns made to
him under existing laws and under tho
provisions of this act, tho Auditor
General shall proceed to ascertain nnd
fix tho amount and actual valuo of the
capital stock or shares of each and
every private corporation subject to
taxation upon its stock or shares, with
power to correct, add to or amend tho
returns made, or himself to make or
approve new valuations, mid to this
end he shall have authority to require
special examinations and reports to
be made to him by County Commis
sioners or Board of Revision, or spec
ial or additional returns from officers
of corporations, or may cause in the
case of any corporation a special exam
ination and report upon the amount
and value of its stock to be made to
him under oath by an expert or an
employee of his office ; but in case of
a new valuation of corporate stock or
increaso thereof by him abovo tho
valuation reported by County Comm
issioners or Board of Revision, ho shall
cause notice to be given to tho corpora
tion interested and reasonable time al
lowed, not exceeding twenty days, to
such corporation to show cause why
his decision shall not bo reconsidered
and changed.
Section 4. The Auditor General
and Stato Treasurer shall annually fir
a rato of taxation upon tho Capital
stock or shares of private corporations,
subiect to tax. tho proceeds of which
shall bo sufficient when added to other
state taxes upon such corporations to
cover tho estimated amount of annual
Stato expenditure, for tho support of
tho Legislative, Executive and Judicial
branches of tho Stato Government,
including interest upon tho public debt,
pensions nnd gratuities, Charitable In
stitutions, Soldier's Orphan Schools
and National Guards, and also for
the entiro support and maintenauco of
tho Common Schools of tho Stato and
for appropriations to Normal Schools,
jtad in caso of disagreement between
tho Auditor General nnd Stato Treas
urer in tho performance of this duty
the matter of difference shall be sub
mitted by them to the Governor of tho
Commonwealth and shall bo determin
ed by him.
Section 0. Every pri vato corpora
tion aforesaid, shall pay to tho Com
monwealth a tax upon its capital stock
or shares according to tho tax rato so
Hxed by tho Auditor General and Stato
Treasurer, in the samo manner und
subject to tho snmo provisionsas those
contained m existing laws for impos
ing and collecting taxes upon such
capital stock or shares, oxcept that
any present rato of taxation thereon
nnd any computation of stock tax in
proportion dividend, to shall bo super
seded by this act.
Section. 0. All taxes upon oapital
Htock of private corporations imposed,
levied or charged beforo tho first day
of September next Bhall bo paid and
collected ns if this net had not been
passed i and nothing contained in this
act shall bo held to imposo or author
ize a tax upon so much of tho capital
Htock of any corporation as shall rep
resent property free from taxation
under acts passed in pursuance of tho
first section of tho ninth artiolo of tho :
Constitution.

In four short weeks this city, let tho
weather bo what it may, will present
an appearanuo joyful or tristful accord
ing to the brain buhind the rutinn
upon which tbo vision falls. As sei:n
by hopofut democrats, It will bo a hap
py day. To despondent republicans, it
will be Ilia dav of doom. To a class
that has grown numerous in Washing
ton of late, it will bo a day of mingled
hope and despair. The class I refer to
oompnso a largo number ot crcAcent
democrats, thosu who were republicans
four months ago, but who have been
growing, growing in the uui lure and
admonition of Andrew Jackson and
Samuel J. Tilden; glowing so fast that
they are green and sappy. They have
tolded up their bloody shirts, abjured
their campaign slanders, read the con
stitution of the United States right
side up, and are vociferous for the old
flag and an nppropiiation. There nro
thousands of them, male and female.
Who would have believed to have
heard them talk, and to have seen them
work for tho "grand, pure, historic par
ty of moral ideas," that they would
now be willing to hold otllco nnd draw
pay from tho party of disunion, of ret
rogression, rascality, rum, Romanism
nnd rebellion I But there is no doubt
about it, their racket is to hold the offi
ces and draw the pay. They have in
terpreted tho bright motto ol civil ser
vice reform to mean "to the victims
belong tho spoils." Happy victims of
a foolish delusion 1 It is not for such
as you that political wars arc waged
and administrations won. The carpet
ed, upholstered, and curtained offices of
tho public service will soon know you
no more. Your luxurious places will
soon be filled by thoso who will work,
by real clerks who are not enervated
by ytais of idleness and shirking.
The work of the government in
many offices is twelve months in ar
rears. The neglect of work especially
in tho U. S. Patent Office is disgrace
ful. This office, far from being a tax
on tho people is actually a money-making
establishment. The fees paid by
inventors to havo their machines exam
ined aro largely in excess of the ex
penses of tho office, nnd it has paid a
surplus of more than 82,700,000 into
the Treasury of tho United States.
Notwithstanding this faet, inventom
are compelled to wait eight and ten
months beforo their cases aro taken up
for examination. Tin Commissioner
of Patents, Hon. Ben. Buttcrworth is a
politician and too much engaged in the
work of his contested eleution to at
tend to the duties of the Patent Office.
Many of the examiners are incompe
tent, dissipated and idle. They are re
quired to spend only seven hours per
day in office, but instead ofgivingtheir
time to the examination ot applications
for patent, they waste their time in
reading gossip, and in flirtations with
tho female employees of tho Patent
Office. These Examiners arc hoping
to hold their places under the new ad
ministration on tho ground that they
havo expert mechanical skill, and spec
ial knowledge of the classes of inven
tion ovr which they have charge. But
thcro aro few government offices in
which judicious weeding will do moro
good.
Ornamental drones and idlo sineour
isis are thick in all the offices, and their
newly assumed and ill-fitting democra
cy Bhould not deceive anyone.
It is the general opinion that tho
week will he devoted to the Diplomat
ic appropriation bill in tho Senate, and
to the River and Harbor and Post Of
flee appropriation bill in the House.
The Post Office bill as prepared, by the
committee on appropriations of- tho
House, makes two important changes
in the rates of postage. f Tho rato on
letters nnd other scaledpnck"iges chan
ged from two (2) -cents' for each half
ounce, or fraction thereof, to two (2)
cents an ounce; while the postago on
newspapers and othor periodicals, mail
ed from a recognized office of publica
tion, is reduced from two cents jwr
pound to one cent. Both changes will
bo welcomed by tlu public and both
are in tho interest of tho people Con
gress should havo no hesitation in
adopting the report of the committer.
0'Donovan Rossi Shot.
O'Donovau Rossa, tho dynamiter,
was shot in New York at G o'clock last
Monday afternoon, by a young English
woman. The shot "took effect in tho
back and is not fatal. Rossa has madu
tho following statement of the shoot
ing :
"On Saturday, January 31, about 4
p. in., I received a letter at my oliice,
No. 12 Chambers street. The message
was in writing and delivered by a mes
senger boy. The noto stated that a
lady wished to see mc; that she was
interested m the Irish cause and desir
ed to assist it. She didn t care to go
to my office and remain waiting there
until I came. Sho only would ask for'
ten minutes time.
The boy told mo that tho lady was
at tho telegraph office in tho Stewait
building, corner Broadway and Chest
nut streets. I went with him and I
met her. I told her that it would be
well for her to go to some hotel, as the
telegraph office was no place to talk in.
Wo went out and went into Stivorcoy's
hotel. Wo went into the ladies' par
lor, nnd she said she would bo able to
civo considerable money If anything
uood was done. Sho then said alio
would call Monday, February 2d, at 4
o'clock.
To day sho soul another mcssago to
my othce, ami 1 went to tho same tele
graph office and then I met tho lady.
She showed mo n paper which I was to
sign. Sho then suggested that wo go
to somo plaoe. AVo walked down
Chamber street toward Broadway and
wo got a short distance toward Bread
way, when tho woman stepped back
and fired two or three shots at me.
Ono of tho balls entered my back."
The woman's namo is Mrs. Dudley,
and sho alleges lhat Rossa admitted to
lier that he was at the bottom of tho
recent explosions in London, and sho
mailo up her mind that he was too
great a villain to livo and resolved to
kill him. Rossa has been sowing the
wind and it is not surprising that ho
should reap tho whirlwind.
James Filbert Cunningham wa ar
rested in London Inst week, for tbo dy
tiamito explosions in Tower Nail, Lon
don, on Saturday, January 21th. It is
reported that he resided in St. Louis,
until about six months ago, under tho
name of Michael J. Byrne, where ho
was instructing pupils in tho manufac
ture of dynamite machines, and the
mode of handling them. Cunningham
has been Identified by sovcral persons
as tho onu seen in the immediato vi
cinity of tho lato dyrtamlto oxploious

People who were going to
buy one are thinking of the
next grade higher. The new
prices point to different car
pets or less expense. Which
shall it be ? They need to
know about the carpets of
which they are thinking now
as much as they know
about those they were going
to buy before.
There is reason, therefore,
for putting in print the com
monest facts about well
known carpets.
Tapestry looks like Brus
sels, as every body knows
There are several grades of
it. Few can distinguish one
from another. Certain
makes command the highest
prices, partly because of the
difficulty of judging the
grades. But, as buyers gen
erally have no means of
knowing one make from
another, they have to trust
the seller. Buying Tapestry,
then, is apt to be an act of
confidence. We propose to
make it less so. So is buy
ing Brussels. We propose
to make it safer. And the
same of the others.
What is Tapestry carpet?
What is Brussels ? One is a
copy of the other. Tapestry
costs about two-thirds as
much as Brussels ; and, on
the floor, there is very little
difference between them.
The frame-work of both is
hard inflexible cotton and
jute. If you take a bit of
each and pull the woolen
yarn all out, there is left, of
the Brussels, the frame-work
that holds it together and
gives it stiffness; it looks
like a sieve, with meshes
about ten to the inch. Of
the Tapestry more is left.
When the wool is drawn
out of the face, the back is
solid with jute. Pull out this
solid back of jute, and only
the frame-work is left ; the
same as the frame-work of
Brussels. The difference be
tween the stuffs of Brussels
and Tapestry, then, is jute in
the place of a part of the:
vool.
The face of Brussels and
Tapestry, both, is a mass of
loops of colored woolen yarn
held fast by the hidden frame
work of cotton and jute be
low ; and the colors form the
carpet's figure. The car
pets goodness as to dur
ability depends on the mak
ing, of course, but main
ly on the wool in the loops
and what is under the loops.
One judges Tapestry by the
number of loops to the inch.
The best has ten ; the poor
est down to six. Turn it
over, and look at the back.
The larger the mesh in the
frame-work, the more sparse
the loops and the wool on
the face.
What is under the face ?
What effect does it have ?
The loops on the face of
Brussels are backed by wool
below. The loops on the face
of Tapestry are backed by
jute. Wool is soft, and jute
is hard. The wool on the
face, of course, wears longer
against a back of yielding
vvool than against a back of
unyielding jute. So Brussels
wears longer than Tapestry.
How much longer? By as
much as the back of wool
is gentler to the trampled
loops than jute ; so much ;
no more. It isn't soft enough
to have the difference felt by
the foot in use. The maker's
object in using wool instead
of jute is only to make a sof
ter bottom to wear against.
The luxurious softness one
feels with the foot comes
only of carpet-lining.
This back of wool in
Brussels has another conse
quence. It is the source of
colors to make the carpet's
pattern. It consists, or
rather the wool of the Brus
sels carpet consists, of
several yarns of different
colors lying side by side in
little bundles. At every
tenth-of-an-inch or so, one
out of the bundle of colored
yarns is looped above ; and
the yarn that is taken to
form the loop is the yarn of
the color the pattern re
quires just there. Now that
is the whole of the Brussels
fabric.
The Tapestry colors are
printed one after another on
one .continuous yarn.
There's nothing more won
derful. Loops are made on
the yarn, one after another ;
the colors are gauged to
form the pattern as the loops
are made ! Unravel a bit of
Tapestry, and watch the
loops as they disappear.
The pattern is on the yarn,
but three times longer!
Now, by taking the pattern
out, you see how it got in.
The yarn was printed. The
pattern enlarged tJirce-lolct
was printed on the yarn it
self; and, when the yarn is
looped in the weaving, the
pattern appears I Incredible

And now you sec why the
pattern is sharp, exact, in
Brussels; and a little shady,
inexact, in Tapestry. There
is no other difference in look
between the two.
The grades of Brussels:
"five-frame," " four-frame,"
etc. Not to go into difficult
reading, "five-frame" means
that the bundles consist of
five yarns: "four-frame"
means four yarns; and so
on. The number of ''frames"
is the proportion of wool in
the carpet, its body, close
ness, weight and softness
value and durability.
" Five-frame " Brussels
proper has its bundles of
five woolen yarns, and these
yarns treble fifteen yarn?
in a bundle ; but nobody
makes it so. The nearest
approach to that standard is
found in the best makes.
There is "five-frame" Brus
sels with under threads of
jute in place of wool ; a sort
of mongrel Brusscls-and-Tapestry.
But we need not
go into all the adulterations.
We have set forth these
two staple carpet-fabrics as
fairly and fully as we can in
brief. You will buy the
safer if you have read with
care, especially after a little
carpet-dissecting. What we
have told is by no means all
there is to tell. It is enough
to sharpen your eyes and
guide your judgment; to
make you comparatively in
dependent of names and
phrases.
Best Ingrain ("extra
super"), 60 cents; a room
ful. Best Tapestry, 75 cents;
a roomful.
Inferior Tapestry, 50 cents:
enough.
Best Velvet, $1 ; a room
ful. Inferior Velvet, 90 cents ;
enough.
Best five-frame Brussels,
1 : a roomful.
Smyrna, $1.15 ; a side-of-a-roomful.
