Tho Philadelphia Jlecord, followed
by tho other city dailies, is making vig
orous and just warfare on tho anthra
cilo coal monopolists and transportation
companies, who havo run up tho price
of coal from $2.60 to $ I a ton beforo
and during tho early yoara of tho war
to $6.50 at this timo. Tha tax is an
onerous ono and its soverity falls upon
tho poor, and to maintain suoh prices,
by diminishing the supply, coal monop
olists havo just ordered a suspension of
mining for half the month "of June.
Tlio high prices discriminate not only
against tho householders, but the man
ufacturers of tho eastern part of the
state, and Ihu worst of this is that the
anthracite is sold cheaper to rival

adelphia manufacturers. Tho danger
ous power of monopoly was novei'moro
dangerously or injuriously exercised
than it is now being exercised by this
conscienceless coal monopoly. Ex.
Tho law ofliccrs of Lackawanna
county started in with a great flourish
a week or two ago to prosecute the fif
teen hundred of two thousand partici
pants in a brutal prizo figlit. Tho
Judge issued his instructions to the
District Attorney to let no guilty man
escape. Tho District Attorney, it is
said, at once hired detectives to collect
ovidenco against those present and by
tho stir that was mado it might have
been supposed that tho Lackawanna
Jail would bo packed like a sardine box
with tho prominent citizens who wero
to bo sent up if they did not pay the
fine imposed by law. Had all tho fines
been collected there would have been
enough raonoy to run tho Lackawanna
county government for several years
without any taxation of property.
Great things were promised at first, but
the scheme was too big. First, tho
Judge weakoued and suggested that
perhaps it would bo just as well to in
dict the principals and. not disturb the
two thousand spectators'. Tho outcome
of the whole thine was that the graud
jury failed to indict even the two prin
cipals because they could not secure
sufficient 'testimony, although the Judge
said there were persons before the
grand jiiry who could have given all
tho information necessary to secure an
indictment. In view ot tins fact, Judge
Handley's remark that justico is slow
seems eminently appropriate, lut when
he adds that it is sure the lovers of jus
tico will hope that justice everywhere
docs .not havo to depend upon the sort
of officers that attend prize-fights and
cannot be made to testify to the facts

orablo to agriculture, and throughout
tho country tho caily Indications as to
the harvest are nil chcoring. In tho
Northwestern States the tireicnt out
look for tho spring wheat Is moro than
usually cnaournging. Morebvor, tho
acreage under cultivation tin been in
creased, and 11111681 drawbacks occur
during tho next month, an exceptionally
largo crop is expected. Elsewhere
wheat is looking finely, and, with somo
oxcoptions in Toxas, tho outlook for
cotfou is encouraging.
If tho crops turn out a well as tliev
now promise, it is reasonable to expect
that by next autumn wo may begin to
see tho revival of trado for which wo
havo been so long waiting.' Whether
prices on mo siock market nave or uavo
not declined to their lowest level, it can
hardly be doubted tlint thoso of mer
chandise are dragging on tho bottom,
ana that tue general conditions ot busi
ness now faor tho coming revival.
Thcro is no inflation there, but the
shrinkngo has already taken placo.
Nor has tho Wall street disturbance
Boriously effected general trado, which
may be depressed, but cannot be called
unhealthy. Failures do not Increase,
and merchants continue to do a hand-
to-moulh business, whiuh is safo and
reasonably profitable in the aggregate.
Iho bottom nnccs now prevailing
will help tho recovery when it comes,
and a great harvest may stait a demand
next fail which will usher in the pros
perous times to como. Even now, de
spite a declining stock market, decreas
ed exports, and three years of steady
shrinkage, tho condition of trade is far
from being as gloomy as merchants ac
customed to tho great profits of former

that with tho beginning of tho next
year the skies will bo so unmistakably

forwarded to the House of Representa
tives, the other day, the following pre
amble aud resolutions, which its mem
bers had just adopted i
Whereas, The Senate of the United
States has passed a resolution to placo
Gen. U. S. Grant on tho retired list of
the array, with full rank and pay of
General of tho Army :
And whereas, The said Gen. Grant
has been highly honored by tho people
of the United States, insomuch that he
has been twice eleoted to the honored
position of Presideut of tho United
States, for which services as President
Gen.- Grant received the magnificent
sura ot'S3U0,UUU;
And whereas, Tho wealthy and gen
erously disposod 'citizens of the cities
of Now York and Philadelphia have
subscribed and placed in trust a further
magnificent sum of $250,000 for the
said Gen. Grant, from whioh ho receives
an annual mcome of over $15,000 ;
And whereas, Tho said Gen. Grant
retired from tho army of his own free
will, and in perfect soundness of body
and health ; theretore bo it
Jiesolved, That wo hereby offer our
romonstranco against tho passage of
said bill, and condemn the action of
eaoh and every Senator who voted for
it, bo he .Democrat or ltcpublican.
The motive which urged these ex
soldiers of tho Stato in. which Gen.
Grant was born to tako this action no
pears from a subsequent resolution,
that tho passage of tho bill would bo
an "outrage upon tho memory of those
gallant comrades who fell in tho front,
and whose widows are to-day eking out
a miserable existence on tho beggarly
sum of $y per month, and upou his
ruined and crippled comrades whose
small pensions aro no just compensation
for the loss thoy havo sustained." Tho
project is also declared to bo an outrage
upon all thoso thousands of soldiors
"who, through tho cxposuro incident to
camp and army life, received disabling
and pormanent injuries to health and
happiness," and arc now drawing pen
sions ranging from two to b'ix dollars a
month for disabilities, and tho many
thousands who, having "liko Gen.
Grant returned homo sound in body
and health," aro "too patriotio to ask
for or even expect a pension." Not
content with this spacial remonstrance
agaiest tho proposed retirement of Gen.
Grant, Coleman Attbury Post nlso pass
ed a general resolution in regard to
army retirements. It declared that
"tho whole system of tho ictirement of
army officers of sound body and health
is pernicious and detestable,'1 and "por
tentous of monarchy, and tho entering
wedge for tho ultimato overthrow of
thoso principles for which our revolu
tionary fathers fought."
How far these views may bo shared
by other mombors of tho Grand Army
docs not appear, as the Coleman-Asbury
resolutions only profess to givo tho
opinions of members of that post. That
repealed attempts, however, havo been
mado in Congress of la to years to ex
tend the retired list of tho army beyond
Its legitimate functions cannot bo ques
tioned. It must inevitably create a
prejudice against tho retired list to di
vert it from its original aud proper purpose.
