Tho first und foremost duty of the coun
ty superintendent Is like that of tho watch
dog. If wo wero alwnys sure of getting
supply of good teachers there would he no
need of him nt all. Those who uro lenst
worthy to teach ure the most pcrscvcrln
In their efforts to obtain u license and
school. They leave no menus, worthy or
otherwise, untried. With thu most careful
watching ot honest and competent super.
