Bismark and America.
Considerable talk has been occasion
ed by tho action of Bismarck, Chancel
lor of Germany, on tho death oi llerr
Lasker, n German statesman in this
country. Bismarck refused to present
tho resolutions to tho Reichstag, and
returned tliem to congress with tho
following communication :
"Any recognition in a foreign count
ry of tho personal qualities of a Ger
man, especially when made by so im
portant a body as the House of Repre
sentatives, is gratifyiilg to our na
tional feeling. I should havo
gratefully accepted tho communication
mado bv Minister Sargeant, and should
havo asked the Emperor to empower
me to present it to tho Reichstag if the
resolution had not contained nn opin
ion regarding the object and effect of
llerr Lasker's political activity which
was opposed to my courictions accord
ing to my experience of tlio political
and economic development of tho Ger
man people. I cannot recognize the
opinion a3 one which events I havo
witnessed would justify. I should not
venture lo oppose my judgment to tho
opinion of such an illustiious body as
the House of Representaliues if I had
not by more than 30 years active parti
cipation in tlio internal affairs of Ger
many, gained an experience which
justifies mo in attaching a certain value
to my judgment in questions of homo
affairs. I cannot determine to ask the
Emperor for tho necessary power to
communicate the resolutions to the
Rcisclmtag because I should havo offi
cially to advocate before tho Emperor
an opinion which 1 caunot recognize as
correct."
Tho ATatiojial Gazette of Berlin
says : "Prince Bismarck's decree is
deprived of all sting for Congress and
tho American people, because the whole
affair is made entirely a matter of in
ternal German polioy. It is doubtful,
however, whether it" would havo been
necessary to troublo tho Emperor re
garding such a purely formal matter as
handing tho Lasker resolution to the
Ri'ichslag. At any rate, tho consent
of tho Crown to hand to the Reichstag
the funds suhscrilind in America for the
relief of the inundated distucts last
year was never asked, and numerous
other instances of a Binnlar description
might bo cited."
Bismarck seems determined that
neither tho American hog nor the re
solutions oulogistio of a deceased poli
tical opponent of his, shall get into the
hands of tho German people. It is not
likely that there will bo a war between
Germany and America over this matter.
Detnooratio National Convention.
The Democratic National Committee
met at the Arlington Hotel, Washing
ton, D. C, on the 22d of February.
Pennsylvania was represented by Vic
tor E. Piollet.
When the committee had been call
ed to order by Chairman Barnura the
proposition to ndrait to the next con
vention delegates from tho Territories
was considered and it was resolved
that oach Territory bo advised to send
two delegates to tho convention, the
question of their admission to be de
termined by tho convention. Tho
quo3iion oi me proper date tor holding
tho convention was then taken up and
a wide diversity of opinion on tho sub
ject was rovealed, members favorincr
dates from tho latter part of May to
o-ugusi o. uy a vote ot 21 to 17 tho
committee rejected a motion to hold
tho convention on Mav 21 nnd tlio
preposition to Belect Juno 24 was next
taken up and that date was agreed
upon oy a vote ot 23 to 15, but subse
quently reconsidered and July 8th was
fixed upon.
Tlio committeo then decided to hear
Uie delegations from the various cities
in support of their claim for selection
as tlio place tor holding tho conven
tion. Tho Cities wero tnknn nn in aI
phabotioal order of the States and two

ted, twenty minutes being allowed to
each delegation.
Addresses were made in favor of
Baltimore, Cincinnati, Chicago, Louis
ville, St. Louis and Saratoga. On tho

United Stntos. The Democrats of
each organized Territory and the Dis
trict of Columbia are invited to send
two delegates, subject to the deuiaion
of the convention as to their admi'sion.

tho United States, irrespective of past
political associations and differences,
who can unite with us in tho effort for
pure, economical nnd constitutional

mains of the dead of tho Jeauette ex
ploring party on tho pier oi tho Ham
burg Line, at Hoboken. Bcrnnrd A.
Collins, a brother of tho meteorologist
ot tho expedition, was also on tlio
pier.
Shortly after daylight crowds of peo
ple began to gather on tho pier, nnd
squads of them were permitted to walk
past tho remains tor a hnal look. Tho
caskets were in wooden cases, and
covered with the funeral palla that had
been used at Orenburg. Distributed
over tho palls wero tho lloral gifts that
had been sent, from the municipalities,
societies and individuals in Europo and
Now York. Tho flags in Hoboken and
on the shipping adjacent to the Ham
burg pier wero at half mast.
Shortly after 0 o'clock tho tug Mira,
from the Brooklyn Navy Yard, ran up
to tho end of tlio dock. Sho was under
tho command of Lieutenant Comman
der Barbor, who camo from Washing
ton to tako charge. Thero wero on
board of her Lieutenant Commander
Hubbard nnd Noel and Lieutenant
Berry, and John W. Danenhower,
Chief Engineer Georgo W. Melville,
and tho Seamen Ninderman, Noros,
and Lauterbach, who wero on tho Jcan
netlc. Lieutenants Harber and Shuetso who
brought the bodies from Siberia, wero
also present. Vhen tho tug was
moored to tho pici tho soldiers formed
into two open files at "present nrms"
boforo the gangway. A squad of
soldiers convoyed tho boxes containing
tho bodies on board tho tug. Each
casket was wrapped in a Union Jack,
and on Xie Jvong s casket was placed
his dress coat, hat and sword, and the
.stnrs and stripes.
The boat thon proceeded to Pier No.
1, North river, in this city. Sho did
,not seem to bo recognized by any

.nizations from any. Hero tho bodies
'wero carried to the dock, whilo a delay
occurred pending tno nrrival and
formation of tho various organizations

stood in tastefully trimmed wagons

Assembled on the pier were a squad of
Uniled States Marines, tho. pupils of
tho school ship St. Mary's, the Navy
Yard band and that of the 2d Militia
of Brooklyn, tho Herald Club. 23d
Regiment, and United States Marines.
All the Irish societies in .the city were
represented. Shortly after 11 o'clock
a minute gun was fired at Governor's
ilsland, and the lino was formed.
