John blierman has put his foot in it
again. Ho announces that he is op
posed to any reciprocity treaty by
which coal and iron oro are to be ad
mitted free of duty. He undertakes to
speak for tho coal miners who, ho says,
would suffer by Buch a treaty.
Mr. Sherman could not have been
adv'nicd of tho fact that tho bituminous
coal operators of northwestern Penn
sylvania and Ohio have organized a
"Ooal aud Iron Ore iteciprocity Asso
elation,'' of which that excellent rcpub

president. The bituminous coal men
want a free market in Canada for their
product, because Canada wants their
coal. The iron oro men of Canada
want a free market for1 their product in
the United States because the iron men
of the United States want their ores.

The High Waters.
Great damage has been done bv tho
floods in some portions of tho country.
At Cincinnati on Tuesday tho water
reached tho unprecedented height of
08 feet lj inches, and rising
inches per hour. An associated press
correspondent went out on a govern
ment boat and writes' from Charles
ton, W. Va. that he learned from those
he met that no such sufferiughas ever bo-
foro been caused by the high water on
tho Kanawha river. At Buffalo half
tho town is submerged but tho people
as a general thing are well supplied.
At Leon Placo two hundred people aro
under water and aro suffering for food
and clothing. At Point Pleasant thero
is not a foot of ground which is not at
least six feet under water. Store houses
and goods, dwolliugs, in fact all kinds
of houses, are hid .from tho seconU
story downward by tho water. Fully
ouo hundred houses have been upset
and washed away and tho people aro
liyiiig on the decks of barges, in the
court houso aud wherever thoy can get
shelter. Many have gone to the hills
for safety. Tho whole of tho lower
part of tlio Kanawa river valley is over
flown. In many casns tho river is from
three to five miles wido. Tho neonlo
will have to be fed for fully eight days
yet. They aro in a doplorablo condi
tion. Many of tho farmers havo lost
all their corn, wheat, hav and oats and
somo stock along the Kanawha river
nnd holp is needed forthwith.
At Pittsburg tho waters were rising
again at tho rato of two niches an
hour.
Tim peoploliving inthobottom lands
are filled with apprehensions of anolh
er fiood. Many have not yet recovered
from tho late doluge, and' tho discour
aging outlook tends to increaso tho un
comfortablefoeliiig. With nineteen feet
of water now tho submerging of tho
lower districts of tho two cities is quito
probable. Tho situation among tho
sufferers in Allegheny is worse, if pos
sible, than on any day b'hiuo the flood
abated, and tiunierous additional cases
of destitution havo been reported,
Many of tho victims, in addition to
having been systematically plundered
by tho waters, wero thrown out of em
ployment by tho workshops being devas
tated, and under any circumstances
this fact alone would bo productive of
moro or less want among tho poorer
class. At least 3,500 persons were
supplied with food last Monday, an in,
crease over any previous day,
Many towns along tho Ohio sufferod
greatly nnd appeals for oid havo been
sent out.
Along tho two branches of tho Sus,
quohaima but little damage was done.
Tho ice is all out, and tho water has
fallen, but a heavy rain might yot proi
duco a high flood.
Latkil Tho situation on Thursday
morning was still moro startling. At
Cincinnati, tho Ohio river is 70 feet
nnd 1 inches, and still rising. Thirty
thousand persons along tho river for a
distanco of 25 miles will havo to be
fed on charity for 2 weeks. At Ports
mouth. O, with a population of 1-1,000,
only 52 houses aro out of water. Help
is needed from all over tho country.
