C.ipt. Isaac Lwldy of Hemlock township,
died at his residence on Wednesday, Jan
uary 10th, 1831, and was buried by n very
large concourse of friends in the ground of
the New Columbia church ou the 20th inst.
He was born in Greenwood township,
July -llli, 1793, mid was therefore aged

Under tho act of 1833, it may not be gen
erally known, persons confined In Jail can
bo discharged without the roundabout and
expensive proceedings of the Insolvent
laws. Upon the order of Court or a Liw
Judge in chambers the County Coinmls
sioners may direct tho discharge of con
vlcts at the end of their terms of imprison
mcnt, or those who are committed for non
payment of costs, without such payment
or the payment of fines or restitution of
property, provldlug their insolvency is cs
tabllshed by their own affidavit and other
wise to the satisfaction of the Commission
ers. This practically deprives courts and
juries of the power to punish by imposing
lines or costs, in case tho defendant or
other party aimed at Is not worth the
amount.
The opinion of Judge Bice in tlio sewer

cause tho record is defective In not show
ing that tlio change from the Market street
route was properly made. When the
record is amended a motion may be mado

Council has learned of the objection to the
proposed course, and that tho town may
not be able to obtain any money from tho
Normal School If the Maiket street route is
abandoned, they should be sure they are
right before going ahead. Tho course that
will give tho best sewervgc, and that will
be of tho most benefit to tho greatest num
