The old contention between the Danville, Ha7lcton nnd Wilkesbarre railroad com pany and the Pennsylvania railroad com pany, growing out of the lease of the form er company to thu latter, in February, 1872, resulted In the filing of the declaration of suit Saturday. The declaration, after re citing the lerms of the lease, alleges that the Pennsylvania company failed to con duct the road properly, nnd on the contrary managed it in so careless and negligent a manner that It became ruinous and unpro- ductlve, that seventy-live per cent, more than the proper amount was charged against the leased road upon tho expenses account, that there was a total failure to meet the accruing Interest coupons, accord ing to the terms of tho lease, and that tho obligation to render just accounts was en tirely disregarded. For these and a num ber of minor grievances damages are asked to thu amount of .jS.OOO.OOO. The case will now bu pushed to a speedy trial. Editohs cp Columbian : 1 am Informed that tho 'Judicial Apportionment bill now pending in tho House nt Harrlsburg an nexes Sullivan county to our Judicial dis trict. Is this right or just to us? The counties of Columbia and Montour have now a population of nearly fifty thousand, with large and flourishing towns, nnd n large amount of legal business. There arc many districts in the State with less than (30,000 population, and it seems strange to me that wc must be interfered with in the apportionment. Aro not the people of Columbia und Montour as worthy of re I gnrd us other citizens of tlio State ? Our legal business is now disposed of careful ly and promptly ; our courts are arranged for the conyenlenco of suitors and wit nesses! legislative Interference at this time nnd in this manner can only result In injury to us. So think the members of the bar of both counties, who have pro. tested ngniust the proposed change, and so think many of our citizens. Tlio Sul livan Jlctlew has well said, "Tho rcputa Hon of Judge Elwell for ability, integiity and industry is well established ; he is a learned and laborious judge." This wo all know. Thcro is not ono judge in tho State now doing that much work. But this is not all. The location of Sullivan county Is such that travel from Bloomsburg to Laporte Is no small consideration. To go by rail to tho nearest point to Laporte our judge must go'by 'Wllkcsbarro nnd Townnda to Du- shore j and thence by stage, ten miles, to Laporte: being nearly, if not quite, 100 miles ; and requiring, ns public convey nnces now run, two days to get there. It is nearer over thu North Mountain, but our citizens well know that Is a dllllcult road to travel nt all seasons, and often Im passable. It is the highest and most rug. ged mountain In this part of tho State. By way of Muney, there is, after leatlng that place, 20 miles of bad roads. It Is claimed that eighty thousand dollars would thus bo saved to the State In ten years, but this would not bo the case, for In a very few years tho busl uess of thu district would require an as slstantlaw judge. With Sullivan added to us tho district would contain nearly sixty thousand Inhabitants, and tho young. est and strongest judge In the State could not perform tho business of such a district, wmi advantage to mo people, witu our present district tho time of tho judge Is almost constantly occupied, and with Sul llvnn added the business of the three counties must necessarily fall behind, It Is not economy to put upon Judge Elwell more work than is required of any other judgu In the state, and we protest ngalnst It, not simply from personal consideration, but because the Interests of the publlo dc in a ml that the courts bliould not bo so overwhelmed with work ns to bo unable to perforin their duties promptly unit care. fully, The people of Columbia county do not want Sullivan nttuched to It In the judicial district, und tho people of Sullivan do not want to bo attached.
