A Uopubliean Congre.-s pascd a statute just al ter the war, authorizing tlnso persons iu the S)uth who were loyal, to claim upon the go ernment for supplies furnished tho govea ment, if they presented their claims within a limited time. That time has long since ex pired ; but men still come to Cougress with petitions, saying that thy were loyal, and that because of sonio accident their absent e. or minority, or tho like they failed to pre sent their claims within the prescrilied time, and askiug now to bo permitted to havo thei' claims heard. A great many of these peti tions are presented, and I do not doubt bit' that many of them are without merit, and that claimants pretend to have been lova, who were not. These men have a right to petition Congress to have their claims" heard, because the Constitution has secured thai right inviolate to every citizen. Hut, al though presented, such claims are far from being generally paid. Indeed, the record shows that very few are ever allowed, and that during the past five years tbat the Dem ocrats have controlled the House of Hepre sjntatives, they have allowed far less of such claims than the republicans did wheu in pow cr. And when, last ) ear, I proposed a bill which would be a perpetual bar against tin consideration of any of these claims, upon the ground that sufficient opportunity had beeng'nen for their presentation, and tht chances of fraud were so great, that it wa better to say now tint this class of claim should never be further coosideied by Con gress at all, it was not the South that oppo ed it. On the contrary, the bill pa-scd Democratic Uouso by Democratic and South ern votes, but failed in a Republican Senate. And when at the last session a similar bib was proposed, it failed by the opposition ol tho Republicans in ihu Ilou-e. Of late years we have bad a solid West upon the li ver question. N'ew Kigland is solid because it wants tariff protection, aud the South i solid because it has suffered from carpet-bag oppression. I do not think that anybody was ever so w icked as to attend the horrors of carpet-bag government. Hut when those states were ic constructcd, it was provided that while eveiy man might Aote, no one who had engaged iu the Rebellion could hold office ; and as the negroes weronot capable of discharging many of the duties of cilice, men came in finm without the State who had neither character nor interest there to hold i ffice. Aud these adventurers established a system of govern ment which in extravagance, iniquity audde uioralization has not been equalled in civili zed society in our lime. It was natural that the South should resent this. It is said that they are not grateful to the Republican party I do not think that they are. When the Ho brews marched out of Kgypt I have no doubt but that tho Egyptians, whom they had "spoiled," were glad to get rid of them but considering what they had suffered at their hands I do not believe tbat they feit grateful to the Hebrews iu any wav. Hut the South has ncj nelural reason for remaining solid. On the contrary, tho iu terests of the Gulf States are with the Re publican party. They went into tho rebellion to save slavery, and with the loss of slavery their interests changed. What they want cow is a liberal and paternal government ono that will dig out rivers and improve bar bors , build expen-ive public buildings aud baufc up levees : give subsidies for Tcxs' Pacific Railways ; erect new barracks and government works, and geuerally spend uiou' ey with a tree hand throughout the South. They cannot get that from the Democratic party, becauso such action is against our no lion of what a National government should do.
