During tho present fcsian of tlio IjCgM.v (nre an ajipliatton will be made lot tlio pav sice of an actio repe.il special Act 037 Hi tivo to appropriations out of cvuntyfunJs to agricultural societies, approved tho itti uay of May 1S61. The object of this proposed act at stated in tho notice, is to entitle tho Co lembia County! Agricultural, Horticultural uad Mechanical Awciation to representation In the Stato Hoard of Agriculture, witcl by an Act approved the 8th day or May, 1870. Special Act number CS7, above referred to reads as follows 1 licit envied, Ac, That the fourth section or tho Act or tho 2!Uh March Anno Domini one thousand eight hun dred and fifty-one, entitled "An Act to incor porate tho Kwylvami Stato Agricultural Society." which provides for the payment or 5 'sum not exceeding one hundred dollar.", out or the county funds, to any agricultural or hdrtleultur.il society, organized in nny of the counties of tho Commonwealth, to bo and tho Fame i hereby repealed, wi far as it ap plies to the Countyof Columbia." Section l, or the Actot MiO o'taniistiins a Stato Jlnird of Agriculture is as follows : "Ue it enacted. &&, That the governor of the Commonweiltli, the tcerctary or internal af fairs, tho secretary of public Instruction, tho auditor g-neral. tho proslJent of tho Pctin sylvania "lato college, and one person appoin ted from aud by each ngricultnral society in tho ftato cutitled under existing laws to re ceive an annual bounty from the county, and three other persons appointed by the govern or, with the conent of tlio tcnatc, shall con stitute the state board of agriculture." r Tt will bo seen that Columbia county is not entitled to rcprcsctation in tho state board, beeause it can draw no bounty from tho coun ty. This proposed legislation is to enable it o receive a sura not exceeding one hundred as 1 i citc it ronrcfcmiman. -n o nrefin ravor or any movement that will advance tho inter Ms of agriculture, and shall be glad to sets any legislation that will acc.unplMi that end. but wo cannot see how tho citizens of the county nre to bo benefitted by tho payment an nually of ono hundred dollars to tho Agricul tural Society out of the public Tunds. Will it pay ? The reason? that are claimed for this proposed act arc probably that by representation in tho stato board we will he entitled to the agricultural reports for distri bution amoug formers and others. Section S bf thoactof 1S70 provides that "The Secre tary and board shall, in each year, cause to be -made and published for distribution as "full an abstract or the returns from the local societies as the board may deem useful." Kv Vrybody knows what agricultural reports are A few thousand volumes are published and 'scattered throuuh the country, about one per sob'in five hundred receiving a copy. Ssomo "who do get'them use them for the purpose of filling empty shelrcn until sometl.h.s bettor 'romp. in. while the mninritv uo them for waste paper. Copies of theso reports are now sent into tho cojmty, nnd it is doubtful whether' any more would be received by tho passage of this proposed act, even it' they were worth having. We are opposed to any measure that will take money from tho pockets of tho tax pay ers without giving an equivalent in return, and we cannot at present seo the utility of the present movement. 1 he society was en titled to its annual bounty from 1851 to ISM 1when tho act was repealed. Thirteen years experience hail shown that it was n uelcs expense and hence the repeal. It is now proposed to try again what was tried before and found wanting. Th" columns of this pa per aro open for tho purpose of allowing those favoring tho bill to show that it is a ju dicious one, and for the benefit or tho peo ple. Until convinced to the contrary we are opfoied to its passage. THE WALLACE DILL. F W6leatn that at the Cabinet Meeting on 'Tuesday it was determined that the secretary of the treasury should, as soon as practica ble, invito turtber .ubsrjription to a popular 'loan of the four per cent, bonds and bo con duct it that all subscribers in all parts of the United Statts shall havo free nnd easy op portunity to tub-tribe to the bonds of anj amount authorized by law through national 'banks and bankets ofetablihed credit, and to give every facility iillnwi-d by law to con 'Tert postal ordtr, certiorate a of deposit and United States notes into coin for the payment 'of bonds, and where mcei-sary, to sell coin to facilitate subscription and to favor any legislation that congress might seo fit to adopt to promote the deposit of sa ings for the funding of the national debt, This is a senible proposition, and is in effect carrying out Senator Wallace's idea in tho bill tul m'tttd by him. Day after day our Savings Hanks and other trust associa tions nre going to the bad, and the people havo little faith in those that remain, A long bond, say sixty years, at four per cent, and convertible at any time, would supply the government with nil the money it needs at a low rate of interest, and nt the same time 'make a depositary for millions of the La bo ring poor. Iteeldes, It is policy for the QoTernmrnt to have that class of persons as its crtdltors. They are then more than ever lutcrestod not only In tho selection of honest and capable men to administer it 'It would do away with the anomaly that men vote for candidates for high position, whom they would not trust to manugo other af fair. Aa there reems to be some difference of opinion as to whether the county is liable for the fees of bridge viewers.we have taken the pains to examine the law on the subject, The Act of June 13, 183C, provides that "viewers of p.ibllo roads or highways, and of bridges, shall bo entitled each to receive from the couuty treasurer ono dollar for emy.day uecva'arlly employed in that ser vice, on producing a certificate from the clerk of (be court of quarter n siions of the respective county, thut such service has been performed by them." The second section ol the act of Ma-ch 2 1, 1SG3, reptuls the above as to Lycoming county, so far as it relate to the fees if viewers of roads or highways' lut titil at to the Jttt 0 ruuin tf bridge or bridge titil- The county is still liable for the fees of viewers of bridges, aud by the act of May 13, 187), their fits for services are fueil tt 42 j t r dvy, and mileage at the rate of ttucintiper mile cccetsaiily trav. Y. z. perishing classes are to blame for being born they, at lea-t, whatever we say of their pai cuts, cannot bo shut out from n. victoriuu place in our pity. This is a festal day ; and if the Author of Christianity wero on th groaning earth to make calls, probably th nio.t of them, in the cities of the world, would be in unfashionable places. Why should we be so shy of the visitation in per son of death-traps and rookeries ? There is ineffable authority and example forgoing from house to house doing good. Visits thus enjoined cannot be made by proxy. No doubt organized aud unorganized charity is usually, in its modern form, a result of the Christian spirit. Celsus said Christianity could not be divine, because it cared insanely for the poor, Old Home's mood toward the miserable the world of culture now loathes. Philanthropy swells the tide of commisera tion for the uniortunate ; and sometimes the most erratic opinions have been conjoined ititli tlif unit nil pir lionttpinr tnuuanl tliftja uifin !mVB linrdlv where to lav their heads. Ortho- I .1 1 .. doxy itself is often shy of personal contact uith tho very wretched, and goes from house to house by proxy. Orginized charity, we think, U the whole of our duty. But Thomas Guthrie, nnd Dr. Chalmers, and nil who have had much to do with the perishing classes in great cities, havo taught the Church that, when men are sick and in prison, they arc to be visited. I know a great orator in this city, whose name is a power from sea to sea, and whose silvering honored head of ten bends over couch and cradle in the most miserable houses. It is safe to go to tho North End now i it is not safe iu tho fiercest heats of summer. This nation now has ono fifth of its popu lation in cities. What are wo to do with the social barriers which allow a great city to be not only a great world, huttengre.it worlds, in which ono world does not care at all for what tho other worlds aro doing ? In every great town there are six or ten strata lit society: and it is, ono would think, a hundred miles from tho fashionable to the uufasnionablo side of n single brick in a wall. Supeitluity and squalor know abso lutely nothing of each other buch is the utter negligence of the duiy of visiting the poor, In any other way than by agents. I do not undervalue these, nor any part of the great charities of our times j but there is no complete theory for the permanent relief of the poor without personal visitation. Go from street to street with the city missionary or the best of the police ; but sometimes go all alone, aud with your owu eyes see the poor iu the attics, aud study the absolutely unspeakable conditions of their daily lives, Xot loug ago, I was in a suffocated ten e- raeut-houso where five or sixpolnta on which I could put my hand were In boldest violation of the laws which it is the business of the Hoard of Health in this city to see executed. Tho deatb-rate of Boston In summer, in the North Knd, is often above thirty.five iu tho thousand. Tho registrar- general of 1'ogland says that deaths above seventeen in a thousand are unnecessary. Live one day where the children of tho perishing poor live, and ask what it is to live there always. I know a scholar of heroic temper and of exquisite culture, who recently resolved to live with the poor in a stifling part of this city, and who, after re peated and deperate illuess, was obliged to move his home off the ground in order to avoid the necessity of putting his body un derground. You cannot understand the poor by newspapers, nor even by novels. Our distant lavender touched of tho mis erable show the barbaric blool yet in our Veins. Going about from house to house doiug good is a great Christian measure per manently Instituted by a typical example, which In a better ago may be remembered, and be the foundation of a nobility not yet visible on tho planet. There was One who wiulied his dixciples' feet, and in that act founded nn order of nobility j but this sec ond symbolic act seems not to be apprehend ed even yet by some good Samaritans iu gloves, Tho nay from Jerusalem to Jericho lies now through the city slums; and, fur many an age to come, (hero will be the spot were men oltenest will be left stripped aud sore and half dead. An analysis or tlio vote shows that otitsido or the ,W delcatcs frou Philadelphia nnd -Ncgjieny only 10 votes number of votes cast by members from the rural districts in favor of taking up unfinished business is partly accounted for by the fact that no local bills on tho old calendar could havo been introduced this session, for want of the three months' notice in the publio prints required by law. had the IIouso determined to begin legislation anew. What the upshot of tho business will be timo only can tell The IIouso seems determined to stand by its dcciion, nnd tlio Senate is reported to be cqually obstinate on the other side. Tho project inw being cnineercd by the llcgheny delegation to havo the State pay tho bill entailed by the destruction f proper ty during the strike riots oi' July last in Pitts burg has iiad tho effect or bringing onco more to tne front tho claims of tho border counties for iademnity from the Stato for damages in Aided by raidinn rebels during tho war or the rebellion. The bill introduced by Mr. Gehr, or Franklin recites that claims amounting to S3,425,C32 havo L ..1..a:. . ,,. missions appointed by tlio stato and oortit. cates issued for tho name ; that only 800,000 of these claims havo been paid, nnd provides that tho State shall isue certificates of Itmi bearing 5 percent, interest and payable in years with which to redeem tlio balance of old certificates remaining unpaid the State then to beoomo owners of claims against the United States. Datno Humor has it that there is to bo an alliance, offensive and defensive between the Mends of tho Border claim and the supporters of tho Allegheny sch'ino ; while in some qusrters tho former is regard cd as merely an attempt to 'kill tho Alleghe ny project by overdoing the claim business and showing what may bo expected if an easy road to the money bags of the treasury is once ojienod up, The Scnato adjourned over from Wednet) day or last week until this evening ; conse quently nothing has yet bten accomplished nt that end or the Capitol.
