changes In the rules, and call the attention
of our readers to the subject, so that when
tho Convention meets in August the subject
may bo understood aud intelligently discussed.

In his letter of acceptance Gov, Hayes
promises to reform the civil service and to
run the entire government on reform prin
ciples it elected. This is mere idle talk.
It is just as impossible for Hayes to reform

days of republican misrule the administra
tion is run by the party leaders, not by the
President, who Is a mere figure head. In or
der to reform tlio civil or any other service
lm must reform his party and it is beyond speaking ot

must also be assessed two months previous
to the day of voting.
Tlio election will be held on "the Tuesday
next following tho first Monday nfNovem
her," being this year the 7th day of the
month.
Monday, September 4th, is the last day
for being assessed.
Thursday, October Mb, is the last day foi
securing naturalization papers.
Thursday, October Oth, Is the last day on
which taxes ran be paid in legal time to
vote.
These dated are very important, and should
be carefully kept In mind by Democratic
workers and Campaign Committees every
where. It is better not to waU till the last
day, but lo have these esxential requirements
attended to at tho eailiest practical period.

Tho limes, McClurc's brilliant paper, in
our nominee for President
inlt that abuses and corruption have crept
into the administration of public affairs, aud
that this, in connection with the ruinous
financial policy of the party in power, is
what has brought upon the nation its pres

Hayes promises reform, the platform on
which be was nominated, does not even
admit that there is any thing to reform.

his fellows of all parties as the man who
regarded right as paramount to political
