At a meeting of tho Fourth Ward
Democracy of Philadelphia held on
Monday night, a resolution was passed
formally expelling from tho party Al
derman "Dill" McMullln and Samuel
Joscplw, a member of tho Legislature
from that district. Tho reason assigned
for this action was that both men had
sold out to tho Hepublicans and had
given aid to Ilartranft. Wo aro glad
to see this; it is a plan which might,
with advantage, bo followed In other
places. Columbia county has in her
Democratic ranks certain men who,
whilst claiming to bo Democrats, aro
always to bo found secretly or openly
opposing tho parly. Such men should
6c expelled anil not allowed to vote at
tho delegate elections, or appear as del
egates in tho county Conventions. Tho

money they take and whoso candidates

Though Mr. Buckalowhasbeen count
ed out of the Governorship of Pennsyl
vania thcro is yet some prospect of ills
great abilities being made of service
to tho people of that State in tho forma
tion of a new constitution. On the 12th
of November next the delegates elected
on tho Sth Inst, aro to asseinbloin con
vention at Ilarrlsburg to roviso tho
present fundamental law of Pennsylva
nia or framo a new one, and by a pe
culiarity of tho law under which the
delegates wero cho3cn it appears that
Mr. Buckalow may yet take his seat as
a member of tho body. It seems that
when a vacancy occurs in tho member
ship of the Convention the law nllows
tho delegates at largo who wero elected
by tho samo party as elected tho deceas
ed or resigned member to chooso his
successor. Thus if a Democratic member
should dio or resign boforo the timo of
mooting of the Convention, or at any
timo during tho session, the Democrat
ic delegates nt largo can fill his place,
and c converso In c.iso of a Republican.
It is intimated that somo Democratic
district delegate will resign In Mr.
Bucknlew's favor, and tho programmo
Is for that gentleman to bo forthwith in
stalled in tho vacant seat as above do
scribed. During the gubernatorial can
vass Mr. Buckalow more than onco ex
pressed his own personal preferenco of a
seat in tho Convention to tho Govern
orship, nnd would undoubtedly accept
tho position of delegate if tho pro
grammo abovo mentioned bo carried
out. For tho sako of good governmon t
in Pennsylvania It Is lo bo hoped that
it may. Mr. Buckalow is a politician In
tho best sensoof that word tho sonso
it had when importing ono versed in
statecraft, and notonly conversant with
but competent to tho management of
