Theso complaints woro not limited lo
tho legislature. You havo heard them
concerning several of (ho heads of exe
cutive departments. You havo been
told and told by your own press that
stato treasurers havo been chosen in im
proper ways and by tho uso of Improp
er Influonces. You havo boon told that
(he public moneys of the commonwealth
lmvo not always been applied or used
for public purposes ; that thoy havo
somelimes, nt lea3t, boon diverted in
their uso to purposes of prlvato profit
and gain. You havo been told that tho
department whoto tho public accounts
of tho stato oro settled has not been
managed with ability and has not been
frco from reproach, and theso com-

vass with no fair argument ; with no
tist means of opposition, lull that wo
wero to confront bitter and unjust

life, and I do not propose to repeat
what was thou said in detail, hero or

1803, I supported every appropria

tho pay of our soldiers in tho army,

reductions of bounties which wero pay

1802, before I was a member of ton
gross, woro paid only $10 a month, al
though 1 was opposed, along with many
others, to Iho policy of employing so
great a number as was proposed in 1S01,

many undisciplined persons and quar
ter them upon tho treasury, yot, us ro-

PAYING SOLDIERS IN GOLD.
This was in answer to tlio falsehood
that I had voted against paying tho
troops, white or black. This record was
published, and sinco then all I havo
heard about it is a now chargo not that
I voted against paying tho soldiers, but
that I voted for paying them too much!

ment wldi-li was given lo other credit
ors of the .United Ktates. Increased

lars a month In paper money. To bo

ly 200, but It was ono of thoio stock-
gambling operations upon which no
permanent legislation could bo based.

I was absent from homo at Washing
ton from Iho beginning of December
1803, lo about Iho end of July 1861, con
gross having adjourned on tlio fourth of
tho latter month. Shortly after my re
turn I was waited upon at my residence
by General Couch, who was thou In
command Of tho department of tho
Susquehanna, with his headquarters at
Chambcrsbtirg. IIo informed mo of tho
toports which had nnuho.l him in re
gard to ro-ilslanco to Iho draft at tho
Uppir end of Columbia county, and of
an aliened combination to prevent its
cnT'irci'mont. I answered that I had no
InTurmnti'in upon tho nubj ct beyond
rumors; that I thought Iho facts had
been exaggerated, and proposed to him
that wo should obtain a eonvoyanco and
visit tho section of tho county whero tlio
disorders wero said to exist; that al
though I had intended to leavotho
following morning on a journey ,1 would
postpone it nnd accompany him. IIo
excused himself from accepting this
proposition on tho ground of want of
time, but nt his request I accompanied
him Into tlio town of Bloomsburg,
half a mile distant, whero wo saw other
persons, and further con forred togeth
er. IIo proposed to send word to Iho
drafted men and their friends, that if
tlio former wouUI report within a rea
sonable time, ail proceedings against
them would bo droppcd,and I recom
mended that Col. Ereezo, register aud
rocordorlof tho county.should bo request
ed to convoy Ibis information and nd
viso tho drafted men, as far as ho could
reach them directly or through their
neighbors, to report. Tills proposition
was nettled upon, and Clonoral Couch
gavo a written communication to Col
onel Freeze, containing tho subslanco
of Ills proposition In regard to thu draft
ed men. That communication was dated
August 1G, ISO 1, and has boon in print
for sovon or eight years. Col. Freeze,
though roluctaut to uudertako this
mission, nt my urgent request, mado In
conjunction with Mr. Paxton, a lead
ing republican buslnass man of (ho
town, was indueod lo go, and did go
upon this mission. I left homo tho next
morning with my wife upon tho Jour
ney contemplated, and ubsolutoly,what
I have mentioned is all tho connection

bles In Columbia county and Its occupa
tion by troops prior to Uio arrest of citi

gust. In a letter to mo from Ooneral Couch,
dated at ClmmberHbug, tho 29th of Sop
lombcr, ISfll, and which lias been in
print for years, ho alludes to tho foro
going transaction in tho following
