Sec. C. appoints a board of Commis
sioners to stock our inland streams, and
to execute tho laws in relation thereto.
Sec. C provides that the board of
fishery commissioners by this act creat
ed aro hereby authorized to havo con
structed or opened by contract with tho
lowest and best bidders after duo public
notice givon approved flshways or lad
ders for the passago of migratory or
anadromous fishes as follows, ono in or
upon tho Columbia dam in addition to
tho ono now existing therein, ono in or
upon tho Clark's ferry dam.oneinor
upon tho Shamokln dam and one in or
upon not exceeding tho threo first dams
on tho West Branch of tho Susquehanna
river abovo its conlluenco with tho
North Branch and ono in or upou such
of tho first four dams occurring upon
tho Juniata river nbovo Its conlluenco
with tho Susquehanna. Theso works
must bo constructed substantially in
tho most improved and approved meth
od to admit of tho passage offish and at
reasonable C03t and so as not to Injure
the dams for thopurpose3 for which they
urn now used.
Sec. 7 reads; Tho boards of fishery
commissioners may if they consider ft
necessary appoint fish wardens or water
halllffa to be placed in chargo of ono or
more of tho reaches or stretches of tho
river immediately below oe abovo tho
dams mentioned whoso duty It shall bo
to bo vigilant and to lay information
before the proper officers or tribunals of
all infractions of the fishery laws and
use all proper means in their power to
bring offenders against tho samo to pun
ishment tho pay of theso officers, each,
shall not exceed ono hundred dollars in
any ono yep.r.
Sec. 10 prescribes it shall further ba
tho duty of tho fishery commissioners
to select a proper location and erect a
Stato hatching establishment or propa
gating houso for tho purposo of propa
gating useful tribes of food fishes, and
to stock und supply tho streams and
fresh waters of tho Commonwealth
with tho samo by distributing spawn
or fry of tho said trib03 of fishes thro'
out the Stato under proper regulations
having in view tho encouragement of
lisn culture- and to employ tho necessary
labor to conduct tho samo.
Sec. 11 says, "tho sum of sixty thou
sand dollars, (SG0.000), or so much there
of as may bo necessary is horeby appro
priated out of any moneys in tho Stato
Treasury not otherwiso appropriated.

received tho closest scrutiny beforo Its
passago. An attompt was mado In tho
IIouso, bowover, to pass it by its title,
without pormltting it to bo read, and
oven tho "cag-law," known as tho
previous guettlon, was attempted so as to
cut off dobato and amendments.
Tho appropriation of $70,000 Is large,
especially as tho wholo subject is an ox
perlment, Again, tho scono of tho bill
Is entirely local. It doc3 not aim to
renovato thofishories of thoonllro Stato,
but only certain portions of tho Susquo
hanna. Tho bill providos for tho alter
ation of four dams on tbo Juniata, and
three on tbo West Branch, but does not
proposo to touch ono on tho North
Branch, although a larger and moro
important stream than both combined.
Wo shall await tho result of tho ac
tion proposed by thl3 bill carefully, and
hopo it may provo a success, and that
cheap fish, as In days of old, may bo
brought to our doors. No food is moro
beulthy, and It can bo mado inexpen
sive to tho masses.

At tho closo of tho sesslou a bill was
greed upon by tho Legislature, giving
tho DomocraU ten, and thollopubllcans
sixteen districts. Among thoso ton is
counted Luzerne, which is really doubt
ful, ond which Is oven now reprosentm
by n Republican. Tho bill U so notori
ously upjust tbat tho Democrats woro
tempted to defeat it, as they held tho
balance of power hi tho Senate; but
wero restrained by tho fact that wo
would bo left under tho act of 1802
which was oven worse, and would prob
ably havo given us only six out of the
twenty-six members. Of the two evils
wo had to chooso tho less.
iVsa matter of JU9tico tho delegation
should bo ovenly divided, becauso tho
llcpublican mnjorlty docs not cntltlo
them to anything more; but tho most
they should have asked, was fourteen
to our twelve.
To bIiow the unfalrnessof tho present
apportionment wo need only say that

full voto was cast, wo polled 285,95(1
votes, and tho opposition only 290,052,
Taking that as a basis, It will bo seen
that 23,090 Democratic voters got only
ono member oi congress, wnno io,ii
Republicans havo equal representation
Again, ns n gerrymander it has no
parallel. Neither tho sympathlesof tho
peoplo composing tho various counties
nor contiguity of territory wero consld
ered, as will ho seen by tho list of dls
trlcts published clsowhere.
Another cravo defect is tliodlspro
portion of population. Luzemo county
constitutes ono district with 1G0.750 in
habitants, whllo tho Tioga district hai
only 107.0SC.
Columbia county is onco again in
Democratic district, being connected
with Schuylkill and Montour counties,
There was an excess without Montour
but sho was added to savo her bolng
swallowed up. The excess in tho Dis
trict is 25,085. Wo aro at least thankful
that wo aro no longer under tho heel of
Bradford, and promiso to give to our
nominee a rousing majority this fall.

Mr. Buckalow offered n Joint resolu
tion appropriating $2,500 to tbo con
testant, and it 111(0 sum to tho respon
dent In tho Fourth dlslrlrt contested

Mr. Buckalow passed another Joint
resolution for printing ntul binding tlio

disposing of tho copies and npproprlat

Mr. White presented u report from
tho eommitleo of conference on the con
vention bill, making I'M delegates six

last several bills were passed, ono for
tho relief of settlers on tho public lauds
in Iowa under the Homestead net, and

tho expiration of tho morning hour tho
consideration of tho Indian Appropria
tion bill was resumoil, pending which
Sir. Schurz introduced a bllllnrefercnco
to tho carriage of freight and passengers
by the Union Pacific Railroad and its

In tho IIouso tho most important busi
ness dono during tlio morning hour was
tho passing of tho bill appointing ship
ping commissioners, and tho bill report
ed by tho Naval Committeo paying tho

courso of which Mr. Beck mado a start

Monday last was a busy day in tho
United States Senate. A largo nuraborof
bills, most of which, appropriating mon
cy to compensato parties fur loss or
damago to properly during the recent
war, wero passed. Tho Indian Appro
priation bill was debated, but, without
a vote, tho Senato adjourned.
In tho House a resolution declaring

instructing tho President to demand of

restoration of his confiscated estato was
referred to tho Foreign Committee, and
another adopted instructing tho Bank

In tho Scuato on Tuesday a remon
